بحران مشروعيت ملي دولت جمهوري اسلامي و گروههاي سراسري فارس

ناخشنودي گسترده موجود از زبان استعماري، دولتي و اجباري فارسي در توده مردم ترك بويژه جوانان، كه خود را در هر تظاهرات خودجوش شهرها و حاشيه شهرهاي آزربايجان به صورت فرياد شعارهائي بر عليه زبان فارسي و حتي بر عليه قوم فارس جلوه گر مي سازد، به سرعت در حال سرايت و صعود به درون لايه هاي فوقاني جامعه روشنفكري آزربايجاني و نخبگان ترك ايران است. اين ناخشنودي و نفرت ناخوشايند اما قابل پيش بيني، همانند نفرتي كه در بين ايرانيان دين باور و ديندار بهايي، سني، علوي، موسوي، مسيحي، جعفري و يزيدي از دين دولتي اسلام و قرائت فارسي - امامي شيعه مجبوري بوجود آمده است، معلول و عكس العمل سياستهاي استعماري فارسستان، راسيسم آريايي و فاشيسم سياسي-مذهبي فارسي دولتي در ايران است. امروز دولت ايران كه زبان اقليت فارس را تنها زبان رسمي و دولتي كشور چند ملتي ايران اعلام كرده است مي بايد عمده ترين مسبب، مسئول و مروج فرهنگ نفرت و كين در جامعه ايراني شناخته شود.

پيام جنبش ملي دمكراتيك خلق ترك به هم كشوريهاي فارس، پيام دعوت به تساهل، دوستي، همبستگي و ديالوگ است. فارسهاي ايران مي بايست درك كنند كه ايران كشوري چند ملتي، چند زباني و چند ديني است؛ مي بايست با واقعيت چند فرهنگي، چند زباني و چند ملتي بودن ايران آشتي نمايند و در مقابل آن سر تعظيم فرود آورند، فارسهاي ايران مي بايست درك كنند هويت مشترك ايرانيان و ملتها و مليتهاي ساكن در آن بر اساس زبان، فرهنگ و مولفه هاي هويتي صرفا يكي از ملتهاي ساكن در ايران-فارسها تعيين و تعريف نميشود. اين هويت، اگر كه وجود داشته باشد، بر اساس منافع مشترك و شناسايي متقابل حقوق و هويت يكديگر تعيين ميشود. مي بايست درك كنند كه امروز ديالوگ بيش از هر زمان ديگري ضرورت زمانه ما است. اما گفتگوي واقعي بين فرهنگها، پيش از همه بر اساس احترام يكسان و بدون قيد و شرط به هر كدام از آن فرهنگها بنياد گذارده مي شود و همزيستي فرهنگها نيز تنها در بستر مداراي متقابل است كه مي تواند غناي فرهنگي را تداوم بخشد.

در طول تاريخ دهها ميليون ترك در ايران زيسته و امروز نيز مي زيند. تركان به عنوان شهروند ايران با ديگر مردم اين كشور پيوند خورده اند و عليرغم معروض شدن به سياستهاي همه جانبه نژادپرستانه و آسيميلاسيونيست و تصفيه شان از مناصب كليدي مديريت در كشور بويژه در دهه هاي اخير، كمابيش هنوز نيز در همه لايه هاي اجتماعي و در هر مقام و رتبه اي حضور دارند. اما اين توده ميليوني به همراه زبان، هويت، حقوق و مطالباتش، از طرف قوميتگرايان افراطي فارس، دولت ايران و كل نظام جمهوري اسلامي فارسگرا و رسانه هايشان بالكل ناديده گرفته شده، حتي مطلقا به هيچ شمرده مي شود. چرا كه ناديده گرفتن و به هيچ شمردن خلق ترك، به كار نظام استعماري و فارسگراي جمهوري اسلامي و ديگر قوميتگرايان رنگارنگ برتري طلب فارس مي آيد. بدان سبب كه خلق ترك و جنبش دمكراتيك اش، از برادري و برابري ملتها، از زيبايي زبانها و فرهنگها، از آزادي بيان و عقيده، از زشتي نژادپرستي و پليدي استعمار، از ضرورت دمكراسي بي قيد و شرط، از تنشزائي سكولاريسم و تقدس لائيسيسم، از رنج كارگران و كشاورزان، از محروميت روستائيان و ايلات، از اندوه زنان و از اميد جوانان، از لذت تساهل و تسامح، از صلح و همزيستي مسالمت آميز و از همآهنگي و مدارا با همسايگان و جهانيان سخن مي گويد. بدان سبب كه در جنبش ملي دمكراتيك ترك و آزربايجان، از رجزخوانيهاي غيرستيزانه، از ميدان طلبيهاي دشمن تراشانه و از گفتمان اقتدارطلبانه جناحهاي گوناگون قوميتگرايان برتري جوي فارس در سطح منطقه اي و جهاني نشاني نيست. و از همينروست كه قلب سياه، انسان گريز و فرهنگ ستيز قوميتگرايان افراطي فارس مسلط بر كشور و نظام، با تعميق روزافزون جنبش ملي دمكراتيك خلق ترك در ايران، با گسترش شتابان پيامهاي دمكراتيك و انسانيش و انبوه شدن مدام توده پشتيبان آن، دچار خوف و هراس مي گردد.

برخي از دستاوردهاي گسترش فرهنگ اعتراض و رساتر نمودن صداي آن

با غور به سير حوادث پس از قيام توده اي خلق ترك در خرداد ماه و روز جهاني روز زبان مادري، به صراحت آشكار ميشود كه نه وجدان عمومي قوم فارس، نه جامعه سياسي و فرهنگي آن و نه دولت جمهوري اسلامي كوچكترين نيت و برنامه اي براي تامين برابري ملتهاي ايراني غيرفارس و زبانشان با قوم فارس و زبان فارسي، كوچكترين عزمي براي مبارزه با نژادپرستي زباني و تباري فارسي حاكم بر خويش، حتي براي اعتراف به وجود بيعدالتيها و تبعيضهاي زباني و ملي و حقانيت مردم در مخالفت با آنها ندارند. برعكس شواهد و قرائن حكايت از عزم موجود در تشديد سياستهاي فارسيگرايانه و ضدتركي و گسترش سياستهاي استعماري و نژادپرستانه فارس مركزي در ايران دارد. از اينروست كه با گذشت هر روز هجوم و تدابير دولت و مقامات و نهادهاي سركوب و فشار براي مهار نمودن و سركوب كردن خلق ترك آشكاراتر، گسترده تر و صريحتر اعمال مي شوند. و اين همان بي درايتي اي است كه سردمداران نمي بايست مرتكب آن مي شدند.

١- مجهز شدن به جبهه حقوق بشري: با موضعگيري غيرعقلاني و ناشيانه دولت و مديريت جنبش مدني و مسالمت آميز هويت و حق طلبي ملت ترك با روشها و كاروسازهاي امنيتي و پليسي و در واكنش به هر گونه فعاليت مدني و كنش اعتراضي خلق ترك، هر روز كه ميگذرد افراد بيشتري دستگير شده، دستگير شدگان تحت شكنجه قرار گرفته، عده اي به قتل رسيده، بسياري ناپديد شده و انجمنها و نشريات بسياري توقيف گشته و مي گردند. اما اين سياستها و موضعگيريهاي دولت نه تنها باعث مهار، تضعيف و يا نابودي اين جنبش نميشوند بلكه بر عكس به توده اي شدن اين جنبش شتاب مي بخشد و هم جبهه هاي جديدي، از جمله جبهه حقوق بشري را در اختيار حركت ملي دمكراتيك ترك در ايران قرار مي دهد. اين جبهه به لحاظ دروني بر همبستگي بين تركان ايران افزوده و به لحاظ بيروني نيز تاثيري قاطع و بارز بر گسترش طيف حاميان جنبش ملي دمكراتيك ترك در ميان ملل ديگر داخل ايران و خارج آن خواهد داشت.

٢- كشف مبارزه منفي و نافرماني مدني: هر حركت ملي كه توده اي گرديده و داراي جبهه حقوق بشري شده باشد، مانند جنبش ملي دمكراتيك ملت ترك و آزربايجان جنوبي كه در جوهر خود مبارزه اي سياسي نيز ميباشد، در سير رشد طبيعي خود مطلقا مي بايد از روشهاي نافرماني مدني استفاده نمايد. اين در همه جاي دنيا همينگونه است. في الواقع آنچه كه امروز ما در آزربايجان جنوبي شاهد آنيم يعني اعتراضات سالانه گسترده به بازگشائي مدارس استعماري فارس زبان در آزربايجان و ديگر مناطق ترك نشين در اول ماه مهر، برگزاري سالانه باشكوه روز جهاني زبان مادري عليرغم ممنوعيتها و فشارهاي دولتي، برگزاري جشنهاي سالانه ٢١ آذر به يادبود تاسيس حكومت ملي آزربايجان، تعطيلي بازارها و بايكوت مدارس، تحصنهاي دانشجويان، روزه هاي سياسي روشنفكران و فعالين سياسي، تحريم افزاينده كاربرد زبان فارسي در محيطها و طرد آن از مناسبتهاي گوناگون ..... و اين همه بدون وجود مراكز سياسي و راهبردي كلاسيك، از مهمترين مصاديق خودجوش نافرماني مدني در اين مرحله از جنبش ملي دمكراتيك خلق ترك و آزربايجان بشمار مي روند.

٣- توده اي شدن روند هويت خواهي ملي: با اين قيام پس از وقفه اي شصت ساله، جنبش ملي دمكراتيك خلق ترك دوباره به ميان مردم ترك و مملكت آزربايجان بازگشت و توده اي شد، مردم به طور گسترده و بيسابقه اي به تملك و اشتراك عملي در آن پرداختند و بازگشت ناپذيري آن را تضمين نمودند.

٤- تثبيت نام ملي-تاريخي ترك: در اين واقعه توده اي، نام ملي و تاريخي خلق ما يكبار ديگر و صراحتا به شكل "تورك"٬ بدون هيچگونه پيشوند و پسوندي به همه ايرانيان٬ مقامات دولتي و جهانيان اعلام و نقطه پاياني بر بحران مصنوعي نام ملي گذارده شد.ּ

٥- تثبيت اراضي تاريخي-سياسي آزربايجان ائتنيك: در اين واقعه، تقريبا همه مناطق و نواحي ترك نشين شمال غرب كشور به اشكال گوناگون اشتراك داشتند. اين امر تعلق همه نواحي و مناطق ترك نشين شمال غرب كشور به سرزمين آزربايجان را با عرياني تمام به جهانيان عرضه نموده و بيهودگي دهه ها سياست آزربايجان زدائي دولتي از استانهاي دوازده گانه شمال غرب كشور را تسجيل كرد. بويژه حماسه هاي آفريده شده در شهرهاي سولدوز (نقده)، اورمو (اورميه)، ماكو، سالماس، خوي، بيجار و .... خط بطلاني پررنگ بر نقشه هاي خيالي ارمنستان بزرگ و كردستان بزرگ شامل شهرهاي عمده ترك نشين آزربايجان كشيد.

٦- تعميق وحدت ملي تركزبانان سراسر ايران: در طول قيام خرداد ماه، همه اهالي و گروههاي ترك زبان در شمال غرب٬ جنوب ايران و شمال شرق ايران حول نام ملي مشترك و وحدت آفرين ترك و در قالب يك ملت واحد گرد هم آمدندּ در اين ميان بويژه موضع اتحاديه طوائف ترك قاشقاي (قشقايي) در جنوب ايران حائز اهميتي نمادين استּ قاشقايها ويا قاشقاائلي كه ستون فقرات دياسپوراي تركان آزربايجاني در جنوب ايرانند٬ به ياري برادران و خواهران خود در شمال غرب ايران (آزربايجان جنوبي) شتافتند و با مواضع بيسابقه و تاريخي خود، سطح فوق االعاده عالي شعور ملي خويش را حتي بالاتر از بسياري از فعالين در آزربايجان- به نمايش گذاردند. آنها در بيانيه هاي صادره شان٬ بدرستي خود را بخشي از "ملت بزرگ ترك" و نه مثلا ملت تركمن و يا ملت ايران شمردند وحتي عده اي از دانشجويان ترك منسوب به اتحاديه ايلي قاشقاي٬ اعلاميه هاي خود را به سه رنگ آبي٬ سرخ و سبز – رنگهاي پرچم ملي آزربايجان- صادر نمودندּ با اين قيام و پس از اين موضعگيريهاي تاريخي٬ تمام تدابير دولت ايران و دسيسه هاي صدساله قوميتگرايان فارس، نيروهاي پان ايرانيست٬ دول و استعمارگران غربي براي تجزيه خلق ترك در ايران و ايجاد دو قوم و ملت جدا و يا رقيب حتي دشمن با نامهاي "ملت آزربايجان" و "قوم قشقائي" پنبه شده و حقيقت به شفافي تمام عيان گشت: در ايران يك ملت ترك وجود دارد، تركان جنوب ايران دياسپوراي تركان آزربايجاني در آن بخش از كشورند و اتحاديه ايلات ترك قشقايي٬ ستون فقرات اين دياسپورا، پيشتاز و موتور محركه جنبش هويت طلبي تركي در آن خطه استּ

٧- بازيابي پاره هاي تركان آزربايجاني در منطقه: علاوه بر جمهوري آزربايجان و تركيه، سايتها و تشكيلات متعددي از دياسپوراي تركان آزربايجاني عراق به اعلام همبستگي با خلق ترك و قيام ملي دمكراتيك آن برخاستند. و به اين ترتيب علاوه بر همگرائي سياسي، گامي هرچند كوچك اما تاريخي در استقامت تثبيت و تعميق حس تعلق ملي مشترك در ميان پاره هاي متفرق خلق ما در قفقاز- خاورميانه –آسياي صغير برداشته شد. عواقب محتمل اين تقرب و پتانسيل مهم ژئواستراتژيك آزربايجان جنوبي و خلق ترك در جهت گيري تحولات آينده منطقه از چشم بازيگران سياسي بين المللي مخفي نماند.

٨- داخل كردن سه "مساله ملي"، "مساله ترك" و "مساله آزربايجان جنوبي" به گفتمان سراسري: در عرصه روند سياسي شدن جنبش ملي دمكراتيك خلق ترك نيز، اين واقعه نه تنها نشان داد در ايران سه "مساله ملي"، "مساله ترك" و "مساله آزربايجان جنوبي" وجود دارند، بلكه اين مسائل سه گانه را به گفتمان سياسي قوم فارس-گروههاي سراسري تحميل نمود. از اين پس، مسائل فوق صرفا مسائل ملت ترك و آزربايجان نبوده عينا و در شمار مسائل هميشگي قوم فارس و فارسستان نيز مي باشند.

٩- اعلام كف مطالبات عيني ملت ترك: اين واقعه چهارچوب اساسي مطالبات خلق ترك را به شكل "به رسميت شناخته شدن ملت ترك در ايران، هويت و نام تاريخي اش"، "رسميت و دولتي شدن زبان تركي در ايران"، "تاسيس نهادهاي فرهنگي، تحقيقاتي و علمي ملي مانند فرهنگستان زبان و تاريخ تركي"، "تاسيس رسانه هاي سراسري جمعي از جمله روزنامه، راديو و تلويزيون به زبان تركي"، "پايان دادن به تجزيه ارضي آزربايجان بين دوازده استان"، "آغاز تعليم و تربيت به زبان تركي در سراسر ايران و در همه مقاطع تحصيلي و آموزشي"، و .... يكبار ديگر ترسيم نموده اند.

١٠- تثبيت ايران به عنوان كشوري كثيرالمله: دست آوردهائي كه فوقا ذكر شد در مجموع در خدمت تكامل ملي تركزبانان ايران و منطقه و يا به عبارت ديگر تسريع كننده روند ملت شدنشان بود. اما در اين ميان دست آورد ديگري نيز وجود دارد كه بسيار بيشتر به اين روند خدمت كرد و حقيقتا جهشي در روند ملت شدن تركزبانان ايران بشمار مي رود و آن انشقاق و افتراق بيسابقه دو هويت ملي ترك و هويت ملي فارس در ايران است. هرگز كسي گمان نمي كرد كه يك كاريكاتور نقشي اين چنين عظيم در روند تكامل يك ملت و تثبيت ايران به عنوان كشوري كثيرالمله داشته باشد، امري كه اين كاريكاتور به آساني آنرا محقق كرد اما شوروي سابق در آن موفقيتي بدست نياورده بود. تركان ايران اقلا از اين جنبه، مي بايست همواره سپاسگذار كاريكاتوريست مانا نيستاني باشند.

پيدايش قطعي دو هويت ملي متمايز ترك- آزربايجان و فارس-فارسستان

با تظاهرات گسترده و قيامهاي توده اي در اعتراض به كاريكاتور، نه تنها حركت ملي دمكراتيك خلق ترك در ايران به مرحله جديدي گام نهاد بلكه تركان ايران نيز تحول كيفي سترگي را تجربه كردند. سال گذشته مرحله اي تاريخي و برهه اي بسيار مهم در عرصه ملت شوندگي تركزبان ايران بود. در قيام اخير و يك سال پس از آن دو روند موازي در جريان بوده است:

الف- همگرائي داخلي تركان: در يك طرف توده اي شدن جنبش هويت خواهي ترك كه باعث تعميق خودآگاهي بر مشتركات زباني و فرهنگي در ميان ترك زبانان ايراني مي گردد. نتيجه طبيعي اين خودآگاهي توده اي، همجوشي ملي و انسجام داخلي بين تركزبانان پراكنده در ايران به همراه ايجاد وقوف جمعي در ميان توده ترك بر غيريتشان با فارسها است.
ب- واگرائي خارجي بين تركان و فارسان: در طرف ديگر سياست انكار-امحاء فارسي كه خود را به شكل سركوب و امحاء آشكار از طرف دولت و سكوت و حمايت ضمني همكشوريهاي فارس و نخبگان سياسي و فرهنگي اش در مقابل تشديد تضييقات از طرف دولت نمايان مي سازد. نتيجه طبيعي اين سياست سرخوردگي هر چه بيشتر توده ترك از دولت و قوم فارس و دوري روزافزون از آنها است.

برآيند اين دو روند همسو و موازي، يكي در همگرائي داخلي تركان و ديگري در واگرائي خارجي بين تركان و فارسان، در جهت تعميق شكاف هويتي و جدائي احساسي ميان خلق ترك و خلق فارس عمل مي كند. به نحوي كه اكنون مرزي بسيار روشن بين "ماي ترك" و "آنهاي فارس"، آنهم در قالب دو هويت ملي متفاوت- شكلي كه هرگز در تاريخ ايران سابقه نداشته- ترسيم شده است. اكنون يكسال پس از قيام خرداد ماه توده ترك و حوادث روز جهاني زبان مادري، تعميق اين تشخص٬ انشقاق، شكاف و پيدايش قطعي دو هويت ملي تماما متمايز ترك- آزربايجان و فارس-فارسستان در ايران با موضعگيريهاي ناشيانه، خصمانه و در عين حال خودافشاگرانه دولت جمهوري اسلامي و گروههاي سياسي و فرهنگي فارس در مقابل آنها به صورت روندي برگشت ناپذير جلوه مي نمايد. مبالغه نخواهد بود اگر گفته شود كه اين نتيجه، به تنهائي بزرگترين و تاريخي ترين دست آورد سلسله قيامهاي مردمي خلق ترك بوده است. پس از قيام خرداد، فارغ از خواست و تمايل اين و يا آن روشنكر و نهاد، ديگر صحبت راندن از "ملت واحد ايران"٬ انكار وجود دو "ملت ترك" و "ملت فارس" و سرپوش گذاردن بر مجادله سرنوشت ساز اين دو ملت بر سر اقتدار سياسي در ايران به شوخي اي تلخ و سخت زشت مي ماندּ

بحران مشروعيت ملي دولت جمهوري اسلامي و گروههاي سراسري فارس

از ديگر دستاوردهاي حركت مردمي خرداد، تثبيت و تحميل شخصيتها و نهادهاي فرهنگي و سياسي هويتخواه ترك و آزربايجاني، به عنوان يگانه نماينده واقعي و مشروع خلق ترك بر گروههاي سياسي سراسري-فارس و حتي دولت ايران و موسسات بين المللي و دولتهاي خارجي بود. در قيام مردمي خرداد و تظاهرات روز جهاني زبان مادري و پس از آن نخبگان و گروههاي سياسي سراسري – فارس، روحانيت شيعه فارس و دولت جمهوري اسلامي -به عنوان عاليترين تشكل سياسي عنصر قومي فارس كه طرف، مخاطب و متاسفانه مخالف مطالبات ملت ترك مي باشد- در جوهر خود يكپارچه بر عليه مردم ترك و آزربايجان موضع گرفته و عمل كردند. اين مواضع و اعمال شايد ناخواسته، بر واگرايي و انشقاق بين خلق ترك از يك طرف و جمهوري اسلامي و گروههاي سراسري – فارسي از طرف ديگر افزوده و هويت و ماهيت آنها را به شكل نهادها، زائده ها و نمايندگان سياسي قوم فارس تسجيل نمود.

امروز علي رغم هشدار ملت ترك در قيام خرداد، قانون اساسي جمهوري اسلامي همچنان زبان قوم اقليت فارس را تنها زبان رسمي اعلام ميكند٬ رهبر نظام خامنه اي به كرات زبان فارسي، زبان مادريش را همه چيز ايرانيان و حتي همه ايرانيان و كشور ايران را فارس زبان مي خواند و آزربايجانيان و توده ترك خواهان ابتدائي ترين حقوق بشري خود را عمال بيگانه مي نامد؛ رئيس مجمع مصلحت نظام رفسنجاني ضد ترك و ضد آزربايجاني صراحتا به حمايت از ايده هاي پان ايرانيستي بر ميخيزد؛ رئيس مجلس شوراي اسلامي حداد عادل دست در دست اشغالگران ارمني به توطئه بر عليه سرزمينها و ملل اسلامي مشغول است؛ رئيس اسبق سپاه پاسداران رضائي در هوس ميني امپرياليستي تبديل زبان قوم فارس به زباني منطقه اي است؛ شوراي امنيت ملي زبان استعماري فارسي را رمز هويت ملي تعريف مينمايد؛ اسامي تركي از طرف شوراي عالي انقلاب فرهنگي ممنوع ميشوند و عوض ميگردند؛ ملت ترك در مدارس مجبور به آموختن زبان بيگانه و تحميلي فارسي ميشود و نشريات دانشجوئي به جرم بكار بردن زبان بيگانه تركي توقيف مي شوند، آيه الله هاي آرياگرا در صف صليبيان از اشغال ايران شمالي سخن مي رانند؛ رهبر تروريستهاي فدائيان اسلام خواهان الحاق جمهوري آزربايجان مي شود، براي كودكان ترك صندوق جريمه تركي صحبت كردن مي گذارند؛ يك نشريه و يا كانال راديويي و يا تلويزيوني سراسري تركي وجود ندارد؛ فرهنگستان فارسي براي فارس كردن مردم آزربايجان تنها شعبه خود را در مركز آزبايجان باز ميكند ....

نتيجه طبيعي اين جهت گيريها و ساختار بشدت ضدانساني و ضدمردمي دولت جمهوري اسلامي، سلب حق، صلاحيت و مشروعيت تمثيل خلق ترك و آزربايجان از سوي دولت جمهوري اسلامي، همچنين از ميان رفتن مشروعيت تدابير و قوانين اين دولت در آزربايجان و ديگر مناطق ملي ايران است. به نحوي كه اكنون با قطعيت مي توان گفت دولت ايران با بحران مشروعيت و تمثيل ملي روبروست. بديهي است نظامي با ماهيتي اين چنين تركستيز و خصلتي اين چنين آشكارا ضدآزربايجاني، به سختي ميتواند ممثل، نماينده و يا حافظ منافع ملي، فرهنگي، زباني، سياسي و اقتصادي خلق ترك و آزربايجان شمرده شود. ديگر نمي توان دولت فارسگراي جمهوري اسلامي ايران را به سهولت نماينده ملل غيرفارس ساكن در ايران و بويژه ملت ترك بشمار آورد٬ همانگونه كه پس از حوادث بالكان ديگر نميشد دولت يوگسلاوي را به منوال سابق نماينده سياسي و مشروع همه ملل اين كشور بشمار آورد. بواقع دولت يوگسلاوي با اعمال نادرست و ناشايست خود٬ و بدست خويش خود را به عنوان دولت منحصرا صربستان تثبيت نمود و راي به پايان عمر دولت و هويتي بنام يوگسلاوي دادּ دولت جمهوري اسلامي نيز كه رهبر آن در پاسخ به خواست ميليونها شهروند خود براي آموزش و رسمي شدن زبان تركي، آنان را عمال خارجي ناميده سركوب كند و همزمان ميليونها دلار براي چاپ و پخش كتب و گسترش مدارس فارسي در تاجيكستان و افغانستان و ديگر نقاط دنيا صرف نمايد، فوتبال را به ستارگان پارسي، اسكناسها را به مردان پارسي و گاويان را به پارسان مزين كند، ديگر نماينده مشروع سياسي ملت ترك و آزربايجان نبوده، صرفا ممثل فارسستان و خلق فارس ميباشدּ

مساله ملي تركان، مساله فارسها است، روشنفكران و خلق فارس از صدر تا ذيل مسئول اند.

برای دهه ها، تركان مبارزه کرده اند که حقوق ملي و زباني و فرهنگيشان در زمره حقوق بشر شناخته شود و بعنوان ترك از حقوقی مساوی و احترامی برابر با فارسها برخوردار باشند. این تلاشی شريف است که هر فارس آزاده ای نيز باید در آن شرکت ‏کند. اما تاكنون تعداد بسيار اندکی از هم كشوريهاي فارس در این جنبش شرکت کرده اند. این حقیقت که تركان و ديگر ملل ايراني هنوز از نابرابری ملي رنج میبرند و در برابر قانون از ‏حقوق زباني و فرهنگي و ملی یکسان برخوردار نیستند نشانگر این است که فارسان بسیار کمی بر اين مسئولیت خود واقف اند و يا آنرا پذیرفته اند. تركان ايران بعنوان ترك بايد مسئولیت خود را جدی گرفته، برای روشن کردن افکار، بالا بردن صداي اعتراض توده ترك کار كنند و ‏برای از بین بردن سريع اجحافات علیه خود تلاش نمايند. اما باید به همین اندازه از فارسها بخواهند که آنها نيز مسئولیتشان را جدی بگیرند و در غير اينصورت از آنها در مقابل اعمالشان و يا بي عملي شان مواخذه نمايند.‏ کشور ايران، نمیتواند بدون شرکت تركان و ديگر ملل ايران، با حقوق برابر و یکسان، بصورتی عادلانه اداره شود. فارسها باید مسئولیت خود را در ‏این امر تشخیص دهند و تعداد بسیار بیشتری در تحقق آن شرکت کنند. تا هنگامی که در اجتماعي زندگی میکنند که تركان در برابر قانون از حق مساوی برخوردار ‏نیستند و ناعادلانه مورد تضييق قرار میگیرند و به اسم قانون زبان و فرهنگشان به مرگی غیرمنصفانه محکوم میشود، تا هنگامی که زبان و فرهنگ تركي در خطر نابودي بوسیلۀ سیستم آموزشي، سياسي، فرهنگي، اداري و قضائی بوجود آمده به دست فارسگرايان و به اسم فارسي تعريف شده به عنوان ركن هويت ايراني است، فارسها و فارسزبانها مسئول هستند. تا هنگامی که جوكهائي بر عليه تركان و به زبان فارسي گفته مي شود و اين بي فرهنگي بخشي مركزي از فرهنگ عمومي فارسي و ذوق استتيك اين قوم شمرده مي شود، فارسها مسئولند.

"در يك جامعه ليبرال مي توان با آرامش وجدان كمونيست بود، ماند و در راه آن تلاش كرد ولي در يك جامعه غيرليبرال مانند شوروي كمونيستي نمي توان. در جامعه اي سكولار ميتوان ديندار بود و بدون دغدغه از آن لذت برد ولي چنين چيزي در جمهوري اسلامي ممكن نيست". در كشور ايران كه سياست رسمي دولت، تحميل زبان و فرهنگ فارسي به اكثريت غيرفارس و فارسسازي آنهاست، نمي توان فارس زبان بود و از فارس بودن و زبان و فرهنگ فارسي با آرامش وجدان لذت برد. برعكس چون نسل كشي فرهنگي، نژادپرستي زباني، يكسانسازي ملل غيرفارس ساكن در ايران و استعمار فرهنگي، سياسي و اقتصادي خشن مناطق ملي آنها به نام زبان ملي فارسي و ادبيات پارسي و پرشيا .... انجام مي شود؛ اين نسل كشي، نژادپرستي و استعمار در درجه اول با فارسها و فارسزبانها ارتباط دارد. در ايران، فارسها، فارسزبانها و علاقمندان به زبان و ادب فارسي بايد براي ادامه حيات فارغ از عذاب وجدان و عاري از احساس گناه و مسئوليت، مرزبندي صريح خود را با سياستهاي جمهوري اسلامي اعلان كنند. فارسها بايد بيشترين اعتراض و عكس العملها را در مقابل تحميل زبان و فرهنگ فارسي بر ملل غيرفارس نشان دهند، در غير اين صورت بايد اعمال ضدانساني دولتهاي فارسگرا و وزارتخانه ها و دانشگاهها و صدا و سيماها و فرهنگستانهاي فارسي و .... را به پاي فارسيت و همه فارسزبانها نوشت. مگر آنكه فارسها از اين سياستها اعلان برائت كنند، همانگونه كه جلال آل احمدها كردند.

Azeris caught in US-Iran tussle

A planned protest Tuesday highlights long-brewing frustrations of Iran's largest minority, which some say Washington is trying to exploit to undermine Tehran.

Baku, Azerbaijan - When ethnic Azeris take to the streets of northern Iran Tuesday, they'll be closely watched for signs of a growing nationalist movement – one that may be getting caught up in a larger tussle between Washington and Tehran.

Nominally, Azeri Iranians will be marking the first anniversary of large protests sparked by an insulting cartoon of a cockroach speaking Azeri. But at a deeper level, they're driven by long-brewing frustration that their cultural rights have not been respected in Persian Iran, where they have a history of being on the front lines of upheaval.

Tehran is wary because, according to some, the US has tried to tap into those ethnic tensions as a possible pressure point for promoting regime change within Iran.

Though interest from US Department of Defense officials and others has receded over the past year, at least publicly, ethnic Azeris say they feel even more vulnerable as a result.

"These US officials have actually damaged our cause," says Ahmad Obali, a US-based Azeri Iranian activist and head of GunazTV, which broadcasts to ethnic Azeris in Iran. "Not only have we not received anything, but Iran is blaming us for being sponsored by them."

Hersh: US recruiting Azeris in Iran

Seymour Hersh brought widespread attention to claims of covert operations in Iran when he reported in an April 2006 New Yorker article that US troops in Iran were recruiting local ethnic populations, including the Azeris, to encourage local tensions that could undermine the regime.

The US has denied such reports, though it acknowledges several initiatives related to Iran: It's established an Office of Iranian Affairs; committed $75 million to promoting democracy in Iran; installed an "Iran watcher" in Baku, Azerbaijan's capital, as well as other cities near Iran; and helped Azerbaijan build a radar station on the Iranian border for the stated purpose of monitoring the Caspian Sea.

But Mr. Hersh and others, such as Massoud Khodabandeh, an Iranian analyst at the Paris-based Center of Research and Terrorism, suggest the State Department may not be apprised of everything the CIA might be doing in the region. Mr. Obali says Hersh's article was based on valid information at the time of publication, but that the situation has since changed.

Ethnic Azeris have meanwhile taken pains to distance themselves from these reports, which, along with the declared $75 million for democracy promotion within Iran, have been used by the Iranian government as a basis for crackdowns and arrests.

Azeri legacy of challenging Tehran

By far the largest of Iran's minority groups, ethnic Azeris have long played a complicated role in Iran's domestic policies. A greater Azerbaijan was split into northern and southern parts in 1828. The northern half became independent Azerbaijan in 1991, while the southern half remains part of Iran.

In Iran, ethnic Azeris have a history of being well integrated into the highest power structures – Supreme Leader Ayatollah Khamenei, for one, is Azeri – as well as a legacy of frequently pushing the Iranian government hard on its policies.

Revolutionary activity in Iran in the early 1900s was centered in Tabriz, a majority ethnic Azeri city. After a failed attempt at autonomy in 1944, an ethnic Azeri group threw its weight behind the Islamic Revolution in the 1970s in the hopes of regaining their cultural rights, but those, too, were dashed.

The current nationalist movement, which has gathered strength since Azerbaijan's emergence, has been hamstrung by an internal lack of unity and threats from the Iranian government.

"We want to function systematically, not secretly," says Sadiq Isabeyli, head of public relations for the Baku branch of an Azeri Iranian activist group based in Iran. "But the government says we're enemies of the state and promote the interests of foreign countries and the United States."

Just how much the US has been supporting ethnic Azeris within Iran is unclear. A bulk of the funding is going to radio and television programming. Yet only one Azeri Iranian radio program – Window Into Iranian Azerbaijan – is broadcast into Iran, for only 10 minutes once a week. And support for the program, which comes from Voice of America – the US government's official radio and television service – started years earlier, says its host, Khadija Ismayilova.

The US has also courted ethnic Azeri activists, such as the prominent Mahmudali Chehrengali, granted asylum in the US several years ago, who claims that initial interest from various high-ranking officials has tapered off.

"The usual suspects in the administration who are hawkish have tried to pick up this issue [of tapping ethnic minorities in Iran], but cooler heads have prevailed," says Svante Cornell, research director of Johns Hopkins Central Asia-Caucasus Institute and an expert on Azerbaijan.

Why US backed off

Part of the moderates' cautionary message appears to be based on the US experience in Afghanistan and Iraq, which is rife with sectarian fighting.

"I think the US government is very cautious that it could influence the domestic policy in the country, because it has had such failures recently in that regard," says Patrick Clawson, deputy research director at the Washington Institute for Near East Policy and a leading expert on Iran.

Analysts say there are several key reasons why the US has stepped back from working too closely with ethnic minorities: fear of alienating Persian Iranians who are well represented in the US, the Azeri movement's ultimate goal of full independence, and the desire to prevent antagonizing Iran.

"While not excluding any Iranian citizens, we're not targeting ethnic minorities," says a US official familiar with US policy in Iran. "To single them out is to support Iranian accusations that we want revolution."

Mr. Cornell agrees. "If you were going to do something serious and subversive in Iran, you would use the Azerbaijani minority," says Cornell. "But the US doesn't want to split up Iran; it wants to change it internally."

While the US may have backed off from supporting Iran's ethnic minorities, its desire for end results may be unchanged. "Right now the trend I see is that the US is hoping the minorities will do something as a unit," says Mr. Obali, the GunazTV head. "But having an interest and hoping for something doesn't necessarily mean they are going to spend money."

Iranian nationality does not exist. Persian nationalism is a minority position in a country where half the population is not even Persian. Many of Iran’s 16-17 million Turks are in revolt against Persian cultural imperialism. So let us have no more reports from Tehran stressing the country’s national unity. In our times, multinational states either decentralize or break up more or less violently; Iran is not decentralizing, so its future seems highly predictable.........

We devote too much attention to a mostly stagnant Middle EastTuesday, May 08, 2007
Why are Middle East experts so unfailingly wrong? The lesson of history is that men never learn from history, but Middle East experts, like the rest of us, should at least learn from their past mistakes. Instead, they just keep repeating them. The first mistake is "five minutes to midnight" catastrophism. The late King Hussein of Jordan was the undisputed master of this genre. Wearing his gravest aspect, he would warn us that with patience finally exhausted the Arab-Israeli conflict was about to explode, that all past conflicts would be dwarfed by what was about to happen unless, unless ... And then came the remedy - usually something rather tame when compared with the immense catastrophe predicted, such as resuming this or that stalled negotiation, or getting an American envoy to the scene to make the usual promises to the Palestinians and apply the usual pressures on Israel. We read versions of the standard King Hussein speech in countless newspaper columns, hear identical invocations in the grindingly repetitive radio and television appearances of the usual Middle East experts, and are now faced with Hussein's son Abdullah periodically repeating his father's speech almost verbatim.

What actually happens at each of these "moments of truth" - and we may be approaching another one - is nothing much; only the same old cyclical conflict which always restarts when peace is about to break out, and always dampens down when the violence becomes intense enough. The ease of filming and reporting out of safe and comfortable Israeli hotels inflates the media coverage of every minor affray. But humanitarians should note that the dead from Jewish-Palestinian fighting since 1921 amount to fewer than 100,000 - about as many as are killed in a season of conflict in Darfur.

Strategically, the Arab-Israeli conflict has been almost irrelevant since the end of the Cold War. And as for the impact of the conflict on oil prices, it was powerful in 1973 when the Saudis declared embargoes and cut production, but that was the first and last time that the "oil weapon" was wielded. For decades now, the largest Arab oil producers have publicly foresworn any linkage between politics and pricing, and an embargo would be a disaster for their oil-revenue dependent economies.

In any case, the relationship between turmoil in the Middle East and oil prices is far from straightforward. As Philip Auerswald recently noted in The American Interest magazine, between 1981 and 1999 - a period when a fundamentalist regime consolidated power in Iran, Iran and Iraq fought an eight-year war within view of oil and gas installations, the Gulf war came and went and the first Palestinian intifada raged - oil prices, adjusted for inflation, actually fell. And global dependence on Middle Eastern oil is declining: Today the region produces under 30 percent of the world's crude oil, compared to almost 40 percent in 1974-75. In 2005, 17 percent of American oil imports came from the Gulf, compared to 28 percent in 1975, and President George W. Bush used his 2006 state of the union address to announce his intention of cutting US oil imports from the Middle East by three quarters by 2025.

Yes, it would be nice if Israelis and Palestinians could settle their differences, but it would do little or nothing to calm the other conflicts in the Middle East from Algeria to Iraq, or to stop Muslim-Hindu violence in Kashmir, Muslim-Christian violence in Indonesia and the Philippines, Muslim-Buddhist violence in Thailand, Muslim-animist violence in Sudan, Muslim-Igbo violence in Nigeria, Muslim-Muscovite violence in Chechnya, or the different varieties of inter-Muslim violence between traditionalists and Islamists, and between Sunnis and Shiites, nor would it assuage the perfectly understandable hostility of convinced Islamists toward the transgressive West that relentlessly invades their minds, and sometimes their countries.

Arab-Israeli catastrophism is wrong twice over, first because the conflict is contained within rather narrow boundaries, and second because the Levant is just not that important any more.

The second repeated mistake is the Mussolini syndrome. Contemporary documents prove beyond any doubt what is now hard to credit: Serious people, including British and French military chiefs, accepted Mussolini's claims to great power status because they believed that he had serious armed forces at his command. His army divisions, battleships and air squadrons were dutifully counted to assess Italian military power, making some allowance for their lack of the most modern weapons but not for their more fundamental refusal to fight in earnest. Having conceded Ethiopia to win over Mussolini, only to lose him to Hitler as soon as the fighting started, the British discovered that the Italian forces quickly crumbled in combat. It could not be otherwise, because most Italian soldiers were unwilling conscripts from the one-mule peasantry of the south or the almost equally miserable sharecropping villages of the north.

Exactly the same mistake keeps being made by the fraternity of Middle East experts. They persistently attribute real military strength to backward societies whose populations can sustain excellent insurgencies but not modern military forces.
In the 1960s, it was Gamal Abdel Nasser's Egypt that was mistaken for a real military power just because it had received many aircraft, tanks and guns from the Soviet Union, and had many army divisions and air squadrons. In May 1967, on the eve of war, many agreed with the prediction of Field Marshal Montgomery, then revisiting the El-Alamein battlefield, that the Egyptians would defeat the Israelis forthwith; even the more cautious never anticipated that the former would be utterly defeated by the latter in just a few days. In 1973, with much more drama, it still took only three weeks to reach the same outcome.

In 1990 it was the turn of Iraq to be hugely overestimated as a military power. Saddam Hussein had more equipment than Nasser ever accumulated, and could boast of having defeated much more populous Iran after eight years of war. In the months before the Gulf war, there was much anxious speculation about the size of the Iraqi Army - again, the divisions and regiments were dutifully counted as if they were German divisions on the eve of D-Day, with a separate count of the "elite" Republican Guard, not to mention the "super-elite" Special Republican Guard - and it was feared that Iraq's bombproof aircraft shelters and deep bunkers would survive any air attack.

That much of this was believed at some level we know from the magnitude of the coalition armies that were laboriously assembled, including 575,000 US troops, 43,000 British, 14,663 French and 4,500 Canadian, and which incidentally constituted the sacrilegious infidel presence on Arabian soil that set off Osama bin Laden on his quest for revenge. In the event, two weeks of precision bombing were enough to paralyze Saddam's entire war machine, which scarcely tried to resist the ponderous ground offensive when it came. At no point did the Iraqi Air Force try to fight, and all those tanks that were painstakingly counted served mostly for target practice. A real army would have continued to resist for weeks or months in the dug-in positions in Kuwait, even without air cover, but Saddam's army was the usual Middle Eastern facade without fighting substance.

Now the Mussolini syndrome is at work over Iran. All the symptoms are present, including tabulated lists of Iran's warships, despite the fact that most are over 30 years old; of combat aircraft, many of which (F-4s, Mirages, F-5s, F-14s) have not flown in years for lack of spare parts; and of divisions and brigades that are so only in name. There are awed descriptions of the Revolutionary Guards, inevitably described as "elite," who do indeed strut around as if they have won many a war, but who have actually fought only one - against Iraq, which they lost. As for Iran's claim to have defeated Israel by Hizbullah proxy in last year's affray, the publicity was excellent but the substance went the other way, with roughly 25 percent of the best-trained men dead, which explains the tomb-like silence and immobility of the once rumbustious Hizbullah ever since the cease-fire.

Then there is the new light cavalry of Iranian terrorism that is invoked to frighten us if all else fails. The usual Middle East experts now explain that if we annoy the ayatollahs, they will unleash terrorists who will devastate our lives, even though 30 years of "death to America" invocations and vast sums spent on maintaining a special international terrorism department have produced only one major bombing in Saudi Arabia, in 1996, and two in the most permissive environment of Buenos Aires, in 1992 and 1994, along with some assassinations of exiles in Europe.

It is true enough that if Iran's nuclear installations are bombed in some overnight raid, there is likely to be some retaliation, but we live in fortunate times in which we have only the irritant of terrorism instead of world wars to worry about - and Iran's added contribution is not likely to leave much of an impression. There may be good reasons for not attacking Iran's nuclear sites - including the very slow and uncertain progress of its uranium enrichment effort - but its ability to strike back is not one of them. Even the seemingly fragile tanker traffic down the Gulf and through the Straits of Hormuz is not as vulnerable as it seems - Iran and Iraq have both tried to attack it many times without much success, and this time the US Navy stands ready to destroy any airstrip or jetty from which attacks are launched.

As for the claim that the "Iranians" are united in patriotic support for the nuclear program, no such nationality even exists. Out of Iran's population of 70 million or so, 51 percent are ethnically Persian, 24 percent are Turks ("Azeris" is the regime's term), with other minorities comprising the remaining quarter. Many of Iran's 16-17 million Turks are in revolt against Persian cultural imperialism; its 5-6 million Kurds have started a serious insurgency; the Arab minority detonates bombs in Ahvaz; and Baluch tribesmen attack gendarmes and Revolutionary Guards. If some 40 percent of the British population were engaged in separatist struggles of varying intensity, nobody would claim that it was firmly united around the London government. On top of this, many of the Persian majority oppose the theocratic regime, either because they have become post-Islamic in reaction to its many prohibitions, or because they are Sufis, whom the regime now persecutes almost as much as the small Bahai minority. So let us have no more reports from Tehran stressing the country's national unity. Persian nationalism is a minority position in a country where half the population is not even Persian. In our times, multinational states either decentralize or break up more or less violently; Iran is not decentralizing, so its future seems highly predictable, while in the present not much cohesion under attack is to be expected.

The third and greatest error repeated by Middle East experts of all persuasions, by Arabophiles and Arabophobes alike, by Turcologists and by Iranists, is also the simplest to define. It is the very odd belief that these ancient nations are highly malleable. Hard-liners keep suggesting that with a bit of well-aimed violence ("the Arabs only understand force") compliance will be obtained. But what happens every time is an increase in hostility; defeat is followed not by collaboration, but by sullen non-cooperation and active resistance too. It is not hard to defeat Arab countries, but it is mostly useless. Violence can work to destroy dangerous weapons but not to induce desired changes in behavior.

Soft-liners make exactly the same mistake in reverse. They keep arguing that if only this or that concession were made, if only their policies were followed through to the end and respect shown, or simulated, hostility would cease and a warm Mediterranean amity would emerge. Yet even the most thinly qualified of Middle East experts must know that Islam, as with any other civilization, comprehends the sum total of human life, and that unlike some others it promises superiority in all things for its believers, so that the scientific and technological and cultural backwardness of the lands of Islam generates a constantly renewed sense of humiliation and of civilizational defeat. That fully explains the ubiquity of Muslim violence, and reveals the futility of the palliatives urged by the soft-liners.

The operational mistake that Middle East experts keep making is the failure to recognize that backward societies must be left alone, as the French now wisely leave Corsica to its own devices, as the Italians quietly learned to do in Sicily, once they recognized that maxi-trials merely handed over control to a newer and smarter mafia of doctors and lawyers. With neither invasions nor friendly engagements, the peoples of the Middle East should finally be allowed to have their own history - the one thing that Middle East experts of all stripes seem determined to deny them.

That brings us to the mistake that the rest of us make. We devote far too much attention to the Middle East, a mostly stagnant region where almost nothing is created in science or the arts - excluding Israel, per capita patent production of countries in the Middle East is one fifth that of sub-Saharan Africa. The people of the Middle East (only about 5 percent of the world's population) are remarkably unproductive, with a high proportion not in the labor force at all. Not many of us would care to work if we were citizens of Abu Dhabi, with lots of oil money for very few citizens. But Saudi Arabia's 27 million inhabitants also live largely off the oil revenues that trickle down to them, leaving most of the work to foreign technicians and laborers: Even with high oil prices, Saudi Arabia's annual per capita income, at $14,000, is only about half that of oil-free Israel.

Saudi Arabia has a good excuse, for it was a land of oasis hand-farmers and bedouin pastoralists who cannot be expected to become captains of industry in a mere 50 years. Much more striking is the oil parasitism of once much more accomplished Iran. It exports only 2.5 million barrels a day as compared to Saudi Arabia's 8 million, yet oil still accounts for 80 percent of Iran's exports because its agriculture and industry have become so unproductive.

The Middle East was once the world's most advanced region, but these days its biggest industries are extravagant consumption and the venting of resentment. According to the United Nations' 2004 Arab Human Development Report, the region boasts the second lowest adult literacy rate in the world (after sub-Saharan Africa) at just 63 percent. Its dependence on oil means that manufactured goods account for just 17 percent of exports, compared to a global average of 78 percent.
