Summary

For most Muslims of the Caspian region, Islam serves as a component of their ethnic and regional identity, but is not their primary collective identity. Loyalties to family, clan, region, and ethnic group are more important than religion; but the rhetoric of Islamic revival is used by political forces, both governments and opposition movements, to stigmatize their enemies and bolster their cause. The role of Iran itself has less to do with Islamic fundamentalism than with conventional geopolitical concerns, most notably worries about the spread of ethnic assertiveness among the Azerbaijanis who inhabit North-Western Iran.

With the Soviet breakup, estimates abounded that Central Asia and the Caucasus would be transformed into an arena of instability, specifying that the demise of Soviet power created a political "vacuum" providing fertile ground for Islamic radicalism and Iranian influence, and that the Caucasus had emerged as a "fault line" between Orthodox Christianity and Islam.

In contrast to those initial assessments, events suggest that religion plays a small role in the conflicts raging in the region, especially in the Karabakh conflict, and that these conflicts, are largely based on other collective identities, such as regional or ethnic groupings, are highly influenced by the policies of the major secular powers in the region, such as Russia. Moreover, Iran's policy in the region is largely guided by geo-political state interests and less by ideological goals, such as promotion of Islam. In areas not bordering Iran's territory, such as Tajikistan and Uzbekistan, the ideological Islamic element seems to have more impact on Tehran's policy.

One of the important factors contributing to the relative internal stability in the new Muslim states in the Caspian region since the Soviet breakup is the strength of the local, traditional power structures that have survived as a bulwark against major turmoil in the region, allowing continuity in leadership and reducing the influence of external, radical forces. These local power structures, such as family and regional groupings, endured in the Soviet period and the Soviet-era political elite in the region were most often grounded in these traditional structures. Their survival under the Soviet Union and their duration after its demise help explain why no "vacuum" was created that could have been utilized by foreign or other radical factors.

Collective identity exists on a variety of levels in the Caspian region: family or clan, regional grouping, ethnic group, religion, state and, for some, a certain "Soviet" identity. Whereas in the West, ethno-linguistic identity is often the object of primary collective, in the Caspian region it is not a priori the chief identity of the residents of the region. Thus, the potential for internal tensions on an ethnic basis, for instance, seems to have been unduly overemphasized in the West, especially in the case of Kazakhstan, where instability was anticipated due to the multi-ethnic character of the population, despite the fact that relative co-existence between the various ethnic groups there prevails. These traditional groupings, such as extended family networks in Azerbaijan, have filled some of the functions no longer executed by the state and thus softened the blows of the shift to market economy and the collapse of the social net previously provided by the state. The relative lack of violence inside states like Azerbaijan, even during heightened political upheaval, can be partially explained by the functioning of the extended family representatives serving as a facilitator between parts of the government and the demands of the wider public. Moreover, family ties are held with highest regard among most of the peoples of the Caspian region, and frequently link members of rival political camps, such as Heydar Aliyev and Abulfez Elchibey in Azerbaijan, and members of the Kazakh opposition and government. Thus, often periods of instability and political upheaval in the region, such as those in Azerbaijan, are not marked with high degrees of violence. The common primary allegiance to extended family members weakens the potential allure of other collective ideologies, such as Islam, although, of course, it is also present in the region. At the same time, these strong family allegiances impede state-building and foster national solidarity, which can be sources of stability.

Islam in the Caspian Region

For most of the Muslims of the Caspian region, Islam serves as a component of their ethnic and regional identity, but is not their primary collective identity. Solidarity on an Islamic basis with Muslims beyond Central Asia and the Caucasus is minimal. Most members of the region hold in high regard their local cultures, and are not particularly susceptible to primary identification with the broader Muslim world. Furthermore, Islam rarely serves as a unifying ideology or primary identity uniting the Muslims residents in the region. Islam came late to some parts of the region, such as most of Kazakhstan, and in these areas its hold on the majority of the population is quite superficial.

The overwhelming majority of the Muslims of the Caspian region are Sunni, whereas the Azerbaijanis are predominantly Shi's. However, the Shi's factor has no influence on the Azerbaijanis' political orientation or activity; actually Azerbaijan has tense relations with its Shi's neighbor, Iran. In the region, Islam is predominately a cultural force, and scarcely a political force, especially in Azerbaijan. Islam forms the framework for marking major rites of passage, such as birth, death, and marriages, but appears in few political contexts. In the northern Caucasus, Sufi Islam has been very prominent and does not traditionally aim for the formation of political or highly institutionalized frameworks, and as such can potentially contribute to fostering political moderation. The ruling regimes in the new states in the Caspian region have declared in their constitutions a clear separation between religion and state and have not granted any special status to Islam. In contrast, in the north Caucasus within Russia, some of the local regional governments granted special status to Islam. As part of their drive for clear separation between religion and state, courts in Azerbaijan demanded that women remove head coverings for photos for their official documents, and most of the states of the region have declared religious parties of any denomination illegal.

All the Muslim states of the Caspian region have, with varying degrees of success, established official clerical hierarchies, mosques, and institutions of religious learning, predominantly in the attempt to control Islam and mobilize segments of its proponents in service of the regime. The official clerical establishment in most of the Caspian region tends to promote stability and discourage any form of Islamic radicalism and most kinds of Islamic-based political activity. These elements are seen as their rivals for power and position. In many instances, such as in Chechnya and in connection to the Karabakh conflict, the Muslim clerical establishment has promoted moderation and attempted to advance conflict resolution. Nonetheless, it must be noted that due to their collaboration with the ruling state elite in the region, most of the establishment clerics are delegitimized in the eyes of the more radical and devout Muslims in the region. Subsequently, they have little influence over extremist Muslims in the area, and many influential independent clerics are operating in the region.

Not having undergone Western colonialism, many residents of the area do not harbor an anti-Western orientation; however, they maintain an ambivalent relationship toward Moscow. Even enthusiastic supporters of the region's independence are often willing to recognize the contributions that the interaction with Russia played in their national development. At the same time, some residents of the region are angered by the incursion on traditional local values and culture by the onslaught of Western culture in the post-Soviet period. Yet, it seems that Moscow and the West are equally blamed for that cultural assault.

Outside forces have too easily labeled mass forms of dissent in the region as "Islamic." For example, when Azerbaijanis removed border posts in December 1989 in an attempt to make contacts with their co-ethnics beyond the border in Iran, Western sources tended to interpret this as a desire for cultivating ties to "Khomeinism" in Iran. More recently, the activity of Chechens involved in what they view as a national struggle for independence has predominately been termed in the West as "Islamic" violence and activity, despite the fact that Islam plays a secondary role in the conflict. Islam in and of itself is not destabilizing and not all ethnic or regional conflicts in which Muslims are involved are inherently religious. Nor should all acts of violence and terror perpetrated by Muslims be seen as Islamic terror. The Islamic label and the Muslim origin of most of the people of the Caspian region are being manipulated by a variety of forces, both within and from outside the region, for promotion of their own agendas. With Western audiences, Moscow forthwith throws the Islamic label on movements of Muslims within its border demanding political independence or autonomy in order to cast aspersion on them and to attain American sympathy and acceptance of its policies against the insurgents. Muslim radicals in the Middle East are also likely to attach the Islamic stamp to uprisings in the wider Caspian region, and often grant support to political movements in this area, even if the basic goal of the movement is not Islamic in nature. In the long run, the radicals can gain influence in this manner.

Religious based radical behavior seems most prevalent in areas of the region where many people live outside their traditional places of residence. Affected by the alienation of new surroundings, often in large cities, without the welfare safety nets provided by their homes or social constraints on their behavior, individuals are more susceptible to radical influences and prone to behavior of this type in their non-traditional settings.

In attempt to assess the extent of the hold of Islam on the population in the Caspian region, it is important to distinguish between indicators of social conservatism and Islamic piety. In many parts of the region, social norms, many of them pre-dating Islam's arrival to the region, are in place, which mandate strict behavioral codes in fields such as sexual activity and dress. Many factors such as social segregation and occupational differentiation between the sexes, modest dress and the covering of the hair among the women have been interpreted by many researchers as external signs of Islamic religiosity and identity. Many Azerbaijanis, for instance, are secular in their outlook and do not observe many explicit Islamic laws (such as the prohibitions on alcoholic drinks and eating pork), even though they observe many conservative social customs. It seems that much of this traditional behavior is rooted in practices that the practitioners did not necessarily associate with the Islamic religion when observing them.


Nearby examples of the results of wide political violence and Islamic radicalism, such as neighboring Afghanistan and Tajikistan, and to an extent Chechnya, serve as constant reminders to the residents of the Caspian region of the dangers of extremism of this type. Even many religious people in the region have stated that radical Islamic-based political action must be avoided so that their country doesn't become "another Afghanistan."

In terms of export of Islamic radicalism to the Caspian region, the most active external forces are from countries with a Western security orientation, such as Pakistan, Saudi Arabia, and Turkey. Although most of the Islamic groups are not associated with the ruling governments, many are in opposition to the regimes, especially in Turkey. Ankara is also active in fostering its official version of Islam in the region through the institutions and employees of its Ministry of Religious Affairs. Residents of the Caspian region have remarked that even Turkey's version of non-political Islam is more religious than that which is prevalent in the region and, thus, Ankara may inadvertently be promoting Islam through these programs. Moscow's recent actions in the name of combating potential Islamic terror against "Caucasians" residing in the capital and other major cities in Russia, booting them home to the Caucasus and depriving many of their livelihood, may bolster the potential supporters for Islamic and other radical politics and add to the instability of the region.

A source of potential instability in the region emanates from the "Afghani Arabs." This term is used to refer to the Arab and other Muslim volunteers that came from outside Afghanistan and joined in the struggle in the 1980s against the Soviet Union. Service together in Afghanistan created an international network of Islamic radicals, sharing knowledge and experience in low-intensity warfare and terror. This network often offers assistance to different movements in the region and attempts to encourage them to undertake radical activity. Some of the local movements have accepted this aid. All in all, though, external elements have not been able to turn Islamic-based political activity into a major force at this juncture in the Caspian region.

Iran and the Caspian Region

With the collapse of the Soviet Union, Iran grasped that its once stable northern border had been replaced by a potentially conflict-laden zone and that influences from the new states could permeate the internal Iranian arena. From the inception of its independence, Tehran took a very sober attitude toward the establishment of the new Muslim republics, seeing in this development the dangers that emanate from the internal ethnic factor in addition to the opportunities for expanded influence.

The first ground for concern from the point of view in Tehran is the lack of political stability in the newly independent republics. The unstable conditions in those republics could be a serious cause of insecurity along the lengthy borders (over 2,000 kilometers) Iran shares with those countries. Already foreign hands can be sensed at work in those republics, especially in Azerbaijan and Turkmenistan, with the ultimate objective of brewing discord among the Iranian Azeris and Turkmen by instigating ethnic and nationalistic sentiments. Iran is a multi-ethnic society with approximately 50 percent of its citizens of non-Persian origin. The largest minority group is the Azerbaijanis, which comprise close to a third of the population of Iran. Other major groups include the Kurds, Arabs, Baluch, and Turkmen. Many of these groups are concentrated in Iran's frontier areas, and most have ties to co-ethnics in adjoining states, such as Azerbaijan, Turkmenistan, Pakistan, and Turkey. Thus, Iran's ethnic groups are especially subject to influence by events taking place in these bordering states, and the ethnic question is not merely a domestic matter. One of Tehran's chief goals in the region has been to prevent both destabilization in Iranian Azerbaijan and a rise ethnic-based activity among the Azerbaijanis in Iran.

Iran's cautious attitude toward the Caspian region is quite justified. Following the independence of the Republic of Azerbaijan, a flurry of activity associated with the probing of ethnic and national identity occurred among Azerbaijanis in Iran. The establishment of the Republic of Azerbaijan challenged the national identity of co-ethnics beyond the borders of the new state, and served as a stimulant for many Azerbaijanis in Iran to identify with the Azerbaijani ethnic group, though not necessarily with the new state itself. In the early 1990s, a significant rise in expressions of Azerbaijani ethnic identity in Iran has been observed, as well as important political manifestations of this identity. This rising Azerbaijani identity has generated few calls for the Azerbaijani provinces to secede from Iran and join the new republic, but rather has provoked calls for increased cultural rights within Iran.

The non-ideological nature of Iran's policy toward the region is illustrated by its close relations with Armenia. Despite its rhetoric of neutrality in the Karabakh conflict, which is in and of itself inconsistent with the official ideology of a state that portrays itself as the protector and champion of the Shi'i in the world, throughout most of the post-independence period, Iran has cooperated with Armenia despite its struggle with Shi'i Azerbaijan for control of Karabakh. Evidently, Iran prefers overall that the Republic of Azerbaijan remain involved in a conflict, making it less attractive to Iran's Azerbaijanis and unable to allocate resources to stir-up "South Azerbaijan." Tehran adopted anti-Armenian rhetoric only at times when the results of the conflict directly threatened Iranian state interests. Yet, the non-ideological nature of Iran's policy toward the Karabakh conflict, for instance, has not strengthened the stability of the region. Rather, Iran's cooperation with Armenia and its tacit support in the conflict with Azerbaijan over Karabakh strengthened Yerevan's actual and perceived power and consequently may have lessened its sense of urgency to resolve the conflict. Moreover, Iran's perception of fear of the Republic of Azerbaijan serving as a model for rising ethnic-based identity of its own Azerbaijani community has led it to have an interest in prolonging the Karabakh conflict, albeit on a low level of intensity. Iran has come to share an interest with Russia in protracting the strife. Thus this factor has cemented Russian-Iranian cooperation in the Caucasus, additionally complicating conflict resolution here. Russia is interested in sustaining the conflict since it provides a means of influence and manipulation to promote Moscow's strategic, economic and political interests in the Caucasus, an area which it still considers a zone of highest importance, especially in the military and economic spheres. Moreover, the perpetuation of the conflict provides a means of preserving Yerevan's dependence on Moscow and thus its acquiescence to the stationing of Russian troops in its territory. External involvement and manipulation has been a major factor that has aggravated the Karabakh conflict, contributing to its protraction and escalation.

Moreover, the dispute over the rights of the Azerbaijani minority in Iran and Baku's often irredentist activities serve as a major factor of tension in the relations between the Republic of Azerbaijan and Iran which have led to an increase in Baku's sense of isolation and vulnerability. This tension has impeded cooperation between Iran and Azerbaijan. It has also aversely affected wider regional cooperation, while contributing to Baku's drive to seek association with Western security systems, advancing the projection of Iranian-American rivalry into the already troubled Caucasus region. The advancing Western presence in the Caspian region has reinforced Iran's threat perception from these developments in an area that borders its territory, and added an element of potential instability.

Two-way Influence with the Middle East

The stability of the Caspian region may be affected by future political developments in Iran, where they appear to be headed toward serious intensification. The question is often posed as to the impact of ideologies and events in the Middle East on the new Muslim states in Central Asia and the Caucasus. However, it is important to inquire as to the opposite flow of influence, investigating how the establishment of six new Muslim states in the region has impacted the Middle East, and especially Iran, which shares a border with two of the new states (Azerbaijan and Turkmenistan). Also, significant numbers of co-ethnics from both of these states live in Iran. The establishment of these new states has already served as a catalyst for rising ethnic identity among some of the Azerbaijanis in Iran. This is a factor that can affect the overall stability of the ruling regime in Iran, and can cause Iran to concentrate its resources on its internal situation. Moreover, if the new states in the Caspian region succeed in establishing pluralistic, open and prosperous societies, they may serve as an example to their neighbors and encourage the fostering of open societies with strong ties to their Muslim culture while enacting tolerance and pluralism. This indeed is the chief importance of the Caspian region to the West, something which extends far beyond the question of energy resources.

Abstract:

The use of religious labels regarding the various sides to the hostilities in the Caucasus contributes little to understanding the roots of these conflicts and subsequently, finding appropriate solutions. Islam is not the primary collective identity of most of the Muslims of the Caucasus, and plays only a minor role in the conflicts afflicting the region. Not all violence perpetrated by Muslims is Islamic terror, and not all political movements involving Muslims are Islamic movements. Most of the observant Muslims in the region are not connected to Wahabbism and this label is often inappropriate. The major coalitions of states involved in the conflicts are not based on religious affinity. In terms of external actors involved in Islamic radicalism in the region, most of them originate from countries with are considered pro-Western: Saudi Arabia, Pakistan and Turkey (primarily non-official groups). The activity of "Afghani Arabs" in the region is a source of instability and concern. Iran's policy in the region is based primarily on geopolitical concerns, and the propagation of Islamic fundamentalism is only a minor facet of their activity in the region.


Introduction

Many of the reports and analysis on the Caucasus often describe the conflicts as emanating from ancient hatreds, religious differences and as long-rooted. When describing the motivations and behavior of Muslims involved in the conflicts, such as Chechens and Azerbaijanis, the descriptions overwhelmingly assume that Islam is their primary collective identity, that their struggles are based on Islam, and that their religious beliefs make them prone to hate non-Muslims and to act in a violent way. For instance, Chechens are usually described as "Islamic insurgents", while the forces from Moscow are "Russian soldiers", described by their ethnic and state affiliation, but not by their religion. The conflict in Karabagh is frequently described as a dispute between Christian Armenia and Shi'i Muslim Azerbaijan, while religion plays little role in the conflict. Samuel Huntington explains the conflicts in the Caucasus as emanating from the location at a "fault line" between Orthodox Christianity and Islam, assuming that the coalitions in the area largely break down on a Christian/Muslim basis. Accepting these explanations of the origins of the conflicts assumes that the behavior of local elites and of external powers did not cause the conflicts, but that the religious differences and the history of interaction of the peoples of the Caucasus made these conflicts almost inevitable. Logical extension of this analysis of the inevitability of these conflicts is that little can be done to rectify the situation by way of changing the behavior of the external powers in the Caucasus region.

In contrast, evidence suggests that history of hatred and reasons for enmity exist almost everywhere, yet conflicts do not erupt in every region. Moreover, even in places where there is a history of positive interaction, mutual tolerance, and religious affinity, conflicts often breakout. It seems that these conflicts are not pre-determined by ancient hatred and religious differences, but shaped by current behavior and polices of local elites and regional powers. Moreover, in the case of the Caucasus, especially in the interaction between Armenians and Azerbaijanis, there is as much historical evidence of positive interaction as there is attesting to negative interplay, thus the chronicle of the relations of the two peoples has little to do with the conflict that emerged between them. Furthermore, different religious affiliations play only a small role in the conflicts currently waging in the Caucasus and specifically Islam plays no role in the Karabagh conflict with Armenia and only a minor role in the Chechnya war in Russia. In terms of the role of Islam in the conflicts in the Caucasus, a variety of assertions will be made:

Islam is not the primary collective identity of the majority of the Muslims of the Caucasus. Especially in the case of Azerbaijan, ethno-national identity is clearly stronger than Islamic identity.

The major coalitions of states involved in the conflicts are not based on religious affinity. For instance, the Islamic Republic of Iran has joined in cooperation with Armenia and Russia to the disadvantage of Shi'i Azerbaijan.

Iran's policy toward the conflicts in the Caucasus is driven by its state geo-political interests, and little by Islamic ideology. Moreover, Iran engages in Islamic propagation in the Caucasus almost exclusively when it cannot damage its strategic interests in the area, and often uses Islam manipulatively in order to advance those interests, primary vis-a-vis Russia.

Family ties play a role in the political processes in the region, adding a dimension to ethnic ties. For instance, they play an important part in preserving the attachment between Azerbaijanis in the republic and beyond its border in Iran, as well as between Armenians in the state and in Karabagh and Georgia. The common primary allegiance to extended family members weakens the potential allure of other collective ideologies, such as Islam, although, of course, it is also present in the region. At the same time, these strong family allegiances also serve as an impediment to state-building and fostering national solidarity, which can be sources of stability.

Not all acts of violence and terror perpetrated by Muslims should be seen as Islamic terror. The Islamic label and the Muslim origin of many of the peoples of the Caucasus is often manipulated for promotion of their own agendas by a variety of forces, both within and from outside the region. With Western audiences and at home, Moscow forthwith throws the Islamic label on movements of Muslims within its border demanding political independence or autonomy in order to cast aspersion on them and to attain American sympathy and acceptance of its policies against the insurgents. In the Soviet period, pious Muslims were generally referred to by the misnomer "Wahabbists", which had a more frightening association then simply observant. Russia has continued with this labeling of Muslim activists, despite the fact that few of the Muslims in the Caucasus are actually connected to Wahabbist movements. Muslim radicals in the Middle East also like to attach the Islamic stamp to uprisings in the Caucasus and Central Asia and often grant support to political movements in this area, even if the basic goal of the movement is not Islamic in nature, although in the long run, they can gain influence in this manner. Many of the fighters in the Caucasus, such as Shamil Bashayev, like to attach the Islamic label to their struggle in order to add an air of legitimacy and respectability to their often power-based struggles and violent behavior, when in their personal habits they show little signs of religious piety.

The overwhelming majority of the Muslims of the North Caucasus are Sunni, whereas the Azerbaijanis are predominantly Shi'i. However, the Shi'i factor has no influence on the Azerbaijanis' political orientation or activity, and actually Azerbaijan has tense relations with its Shi'i neighbor, Iran. In the region, Islam is predominately a cultural force, and scarcely a political force, especially in Azerbaijan. Islam forms the framework for major rites of passage, such as marking birth, death and marriages, but appears in few political contexts. In the northern Caucasus, Sufi Islam is very prominent and popular and does not traditionally aim for the formation of political or highly institutionalized frameworks, and as such can potentially contribute to fostering political moderation. Sufi Islam is as a whole highly condemned by Wahabbist ideology, and does not seem to be good breeding ground this movement, further weakening Moscow' s claims of the Wahabbist basis of the Chechen movement.

Azerbaijan declared in its Constitution clear separation between religion and state and did not grant any special status to Islam. Moreover, religious parties are illegal and clerics may not run for office in Azerbaijan. As part of their drive for clear separation between religion and state, courts in Azerbaijan have demanded that women remove head coverings for photos for their official documents. Azerbaijan has a long tradition of secularism. With their inclusion in the Russia Empire, the Azerbaijanis were among the first Muslim groups to fall under European colonial rule. In keeping with Russian colonial policy, most of the powers of the Muslim clerical establishment were usurped. Freed from the constraints of the ulema, the Azerbaijanis and other Muslims in Russia became a bridgehead of secularism and proponents of modern education in the Muslim world.

In the north Caucasus, in contrast, some of the local regional governments have granted special status to Islam.

However, local identity is very strong and it does not seem likely that the universalistic Islamic identity will surpass it as the primary collective identity of the different groups in the North Caucasus.

In Azerbaijan and in the north Caucasus, official clerical hierarchies, mosques and institutions of religious learning are functioning, predominantly in the attempt to control Islam and mobilize segments of its proponents in service of the regime. The official Islamic institutions have achieved varying degrees of success. In terms of the conflicts afflicting the region, the official clerical establishment in the Caucasus tends to promote stability and is adverse to any form of Islamic radicalism and most kinds of Islamic-based political activity. Moreover, these elements are viewed by the official clerics as their rivals for power and status. In many instances, such as in Chechnya and in connection to the Karabagh conflict, the establishment Muslim clerics have promoted moderation and attempted to advance conflict resolution. Nonetheless, it must be noted that due to their collaboration with the ruling state elites in the region, most of the establishment clerics are delegitimized in the eyes of the more radical and devout Muslims in the region and subsequently they have little influence over extremist Muslims in the area, and many influential independent clerics are operating in the region.

Not having undergone Western colonialism, many residents of the area do not harbor an anti-Western orientation, and many maintain an ambivalent relationship toward Moscow. Even enthusiastic supporters of independence of the region, often are willing to recognize the contributions of the interaction with Russia played in their national development. At the same time, some residents of the region are angered by the incursion on traditional local values and culture by the onslaught Western culture in the post-Soviet period, but it seems that Moscow is as blamed for that cultural assault as much, if not more so, than the West.

Political activity involving Muslims and the patterns of their struggles do not necessarily conform to the image of Muslim behavior associated with radical Arab movements in the Middle East. The absence of use by the Azerbaijanis of terror against civilian Armenian targets in the Karabagh conflict illustrates this point.

Religious based radical behavior seems most prevalent in the region in places where many people live outside their traditional places of residence. Affected by the alienation of new surroundings, often in large cities, without the welfare safety nets provided by their homes as well as the social constraints on their behavior, individuals are more susceptible to radical influences and prone to behavior of this type in their non-traditional settings.

In attempt to assess the extent of the hold of Islam on the population in the Caucasus region, it is important to separate between indicators of social conservatism and Islamic piety. In many parts of the region, social norms are in place, many pre-dating Islam's arrival to the region, that mandate strict behavioral codes in fields such as sexual activity and dress.

Many factors such as social segregation and occupational differentialization between the sexes, modest dress and the covering of the hair among the women have been interpreted by many researchers as external signs of Islamic religiosity and identity. Many Azerbaijanis, for instance, are secular in their outlook and do not observe many explicit Islamic laws(such as the prohibitions on alcoholic drinks and eating pork), even though they observe many conservative social customs. It seems that much of this traditional behavior is rooted in practices, which the practitioners did not necessarily associate with the Islamic religion when observing them.

Close-by examples of the results of wide political violence and Islamic radicalism, such as neighboring Afghanistan and Tajikistan, and the results of the Chechen conflict, serve as constant reminders to the residents of the Caucasus of the dangers of extremism of this type and even many religious people in the region have stated that radical Islamic-based political action must be avoided so that their country doesn't become "another Afghanistan."

In terms of export of Islamic radicalism to Caucasus, the most active external forces are from countries with a Western security orientation, such as Pakistan, Saudi Arabia and Turkey, although most of the Islamic groups are not associated with the ruling governments there and many are in opposition to the regimes, especially in Turkey. Ankara is also active in fostering its official version of Islam in the region through the institutions and employees of its Ministry of Religious Affairs, although many of these may not be actually promoting the agenda that their sponsor would like. Moreover, residents of the region have remarked that even Turkey's version of non-political Islam, is more religious that that which is prevalent in the region, and thus Ankara may inadvertently be promoting Islam through these programs. Moscow's recent actions in the name of combating potential Islamic terror against "Caucasians" residing in the capital and other major cities in Russia, booting them home to the Caucasus and depriving many of their livelihood, may bolster the potential supporters for Islamic and other radical politics and add to the instability of the region.

A source of potential instability in the region emanates from the "Afghani Arabs." This terms is used to refer to the Arab and other Muslim volunteers that came from outside Afghanistan and joined in the struggle in the 1980s against the Soviet Union. Service together in Afghanistan created an international network of Islamic radicals, sharing knowledge and experience in low-intensity warfare and terror. This network often offers assistance to different movements in the region and attempts to encourage them to undertake radical activity, and some of the local movements have accepted this aid. All in all, though, external elements have not been able to turn Islamic-based political activity to a major force at this juncture in the Caucasus.

Iran and the Caucasus

Iran's policy in the region is largely guided by geo-political state interests and less by ideological goals, such as promotion of Islam. With the collapse of the Soviet Union, Iran grasped that a potentially conflict- laden zone had replaced its once stable northern border and that influences from the new states could permeate the internal Iranian arena. From the inception of their independence, Tehran took a very sober attitude toward the establishment of the new Muslim republics, seeing in this development the dangers that emanate from the internal ethnic factor in addition to the opportunities for expanded influence:

The first ground for concern from the point of view in Tehran is the lack of political stability in the newly independent republics. The unstable conditions in those republics could be serious causes of insecurity along the lengthy borders(over 2000 kilometers) Iran shares with those countries. Already foreign hands can be felt at work in those republics, especially in Azerbaijan and Turkmenistan republics, with the ultimate objective of brewing discord among the Iranian Azeris and Turkmen by instigating ethnic and nationalistic sentiments.

Iran is a multi-ethnic society in which approximately fifty percent of its citizens are of non-Persian origin. The largest minority group is the Azerbaijanis, which comprise close to a third of the population of Iran. Other major groups include the Kurds, Arabs, Baluch and Turkmen. Many of these groups are concentrated in Iran's frontier areas, and most have ties to co-ethnics in adjoining states, such as Azerbaijan, Turkmenistan, Pakistan, Iraq and Turkey. Thus, Iran's ethnic groups are especially subject to influence by events taking place in these bordering states, and the ethnic question is not merely a domestic matter. One of Tehran's chief goals in the region has been to prevent destabilization in Iranian Azerbaijan and a rise in ethnic-based activity among the Azerbaijanis in Iran.

Iran's cautious attitude toward the Caucasus is quite justified. Following the independence of the Republic of Azerbaijan, a flurry of activity associated with the probing of ethnic and national identity occurred among Azerbaijanis in Iran. The establishment of the Republic of Azerbaijan challenged the national identity of co-ethnics beyond the borders of the new state and served as a stimulant for many Azerbaijanis in Iran to identify with the Azerbaijani ethnic group though not necessarily with the new state itself. In the early 1990s, a significant rise in expressions of Azerbaijani ethnic identity in Iran has been observed, as well as important political manifestations of that identity. This rising Azerbaijani identity has generated few calls for the Azerbaijani provinces to secede from Iran and join the new republic, but rather for increased cultural rights within Iran.

Its close relations with Armenia illustrate the non-ideological nature of Iran's policy toward the region. Despite its rhetoric of neutrality in the Karabagh conflict, in and of itself inconsistent with the official ideology of a state that portrays itself as the protector and champion of the Shi'i in the world, throughout most of the post-independence period, Iran cooperated with Armenia despite its struggle with Shi'i Azerbaijan for control of Karabagh, evidently preferring overall that the Republic of Azerbaijan remain involved in a conflict, making it less attractive to Iran's Azerbaijanis and unable to allocate resources to stir-up 'South Azerbaijan.' Tehran adopted anti-Armenian rhetoric only at times when the results of the conflict directly threatened Iranian state interests. Yet, the non-ideological nature of Iran's policy toward the Karabagh conflict, for instance, has not strengthened the stability in the region. Rather, Iran's cooperation with Armenia and its tacit support in the conflict with Azerbaijan over Karabagh strengthened Yerevan's actual and perceived power and consequently may have lessened its sense of urgency to resolve the conflict. Moreover, Iran's perception of fear of the Republic of Azerbaijan serving as a model for rising ethnic-based identity of its own Azerbaijani community has led it to have an interest in prolonging the Karabagh conflict, albeit on a low level of intensity. Iran has come to share an interest with Russia in protracting the strife; thus this factor has contributed to the cementing of Russian-Iranian cooperation in the Caucasus, additionally complicating conflict resolution here. Russia is interested in sustaining the conflict since it provides a means of influence and manipulation to promote Moscow's strategic, economic and political interests in the Caucasus, an area which it still considers a zone of highest importance, especially in the military and economic spheres. Moreover, the perpetuation of the conflict provides a means to preserve Yerevan's dependence on Moscow and thus its acquiescence to the stationing of Russian troops in its territory. External involvement and manipulation has been a major factor that has aggravated the Karabagh conflict and contributed to its protraction and escalation.

Moreover, the dispute over the rights of the Azerbaijani minority in Iran and Baku's often irredentist activities serve as a major factor of tension in the relations between the Republic of Azerbaijan and Iran which have led to an increase in Baku's sense of isolation and vulnerability. This tension has impeded cooperation between Iran and Azerbaijan and aversely affected wider regional cooperation, while contributing to Baku's drive to seek association with western security systems, advancing the projection of Iranian-American rivalry into the already troubled Caucasus region. Advancing of Western presence in the Caspian region has reinforced Iran's threat perception from these developments in an area that borders its territory, adding an element, which contributes to instability in the region.

Tehran's policy toward the Karabagh conflict is a good example of the diversity of opinions, which contrasts with its monolithic image, evident in the foreign policy-making process in Iran. The prevailing official Iranian foreign-policy establishment promoted tacit support for Armenia in the conflict and expanding cooperation with Yerevan, evidently as a counter to potential Azerbaijani irredentism. This policy was reflected in journals such as Tehran Times. This policy, set by overriding state interests, encountered open opposition from ideological steadfasts, who advocated adopting Islamic solidarity toward the Azerbaijanis in articles in Jomhuri-ye Islami. Even with the Iranian Foreign Ministry, there seemed to be diverging opinions over the fitting policy toward the conflict. Some actors, such as Deputy Foreign Minister, Va'ezi, seemed to have an institutional interest in Iran serving as a successful sponsor of the negotiation process between the conflicting sides and thus he seemed to play a candid role in conducting them in the early 1990s.

Va'ezi's criticism of Russia as a spoiling factor in the negotiations at this time contrary to the evolving trend of Tehran-Moscow rapprochement is an indication of his apparent veracity in the negotiation process on his part that may not have reflected the prevailing Iranian policy. Moreover, members of Iran's minorities- both Azerbaijanis and Armenians- lobbied and pressed for Iran's promotion of policies that favored their respective co-ethnics beyond Iran's borders and directly organized aid to their corresponding groups. This urging itself reflects that significant numbers of Azerbaijanis and Armenians in Iran identify with co-ethnics in the newly established republics, many evidently, parallel, to identifying as Iranians. The different viewpoints of various policy-making factors in Iran toward the conflict and relations with Azerbaijan and Armenia can partially explain some policy inconsistency and shifts in relating to Karabagh.

Iran's reactions to both the first and second Chechen conflicts in the 1990s illustrate the non-ideological nature of its policy toward the Caucasus. Iran attaches high importance to its relations with Russia, who has become a major political ally and an important partner for both economic and military cooperation, thus was careful not to harm its relations with Moscow. Overall, the official Iranian statements and media was quite mild in its criticism of Russia in these wars, despite the Muslim background of the Chechen rebels, and Iranian officials frequently commented that the conflict was an internal Russian matter. Official Iranian condemnation was only aired at times that other issues in the state-to-state relations between Iran and Russia were in conflict over other issues. Moreover, Iran's complaisance on the Chechen issue was often rewarded by Moscow by a reaffirmation of its commitment to supply Tehran with its strongly sought after nuclear reactors.

Conclusions

The conflicts in the Caucasus have created interesting bedfellows, beyond the cooperation between Iran, Armenia and Russia, diverging from nominal lines of religious or "civilizational" affinity. For instance, Chechen activists assisted Moscow in aiding the Abkhaz in its struggle with Georgia. Furthermore, initially after the Soviet break-up, transports of food supplies to Armenia went through Turkish territory, often to the chagrin of Baku.

The use of religious labels to categorize the various sides to the hostilities in the Caucasus contributes little to understanding the roots of these conflicts and subsequently, finding appropriate solutions. Western relative lack of a business-like approach to the grievances of the Muslim peoples of the Caucasus and their assumptions concerning their motivations in the struggles can act like a self-fulfilling prophesy and push many of the Muslim peoples of the Caucasus into radical Muslim arms.

İran ile Azerbaycan arasında Hazar'daki kaynakların paylaşımı sebebiyle yaşanan askeri ve diplomatik krizler, yıllardır kamuoyunun dikkati dışında kalmayı başaran İran Azerilerini de yeniden gündeme getirdi. Harvard Üniversitesi Hazar Araştırmaları Merkezi Direktörü Brenda Shaffer, İran ile Azerbaycan arasındaki krizin İran Azerileri üzerindeki etkisini, ''anne-baba kavgasına şahit olan çocuklara'' benzetiyor.

70 milyon nüfuslu İran'ın, üçte birinden fazlasını Azeriler oluşturuyor. Türkiye, Ermenistan ve Azerbaycan sınırına yakın bölgelere dağıtılmış durumda olan İran Azerileri, Tebriz, Erdebil ve Urumiye bölgelerinde yoğun olarak yaşıyorlar. Başkent Tahran'daki nüfusları da oldukça yüksek. Tahran pazarına büyük oranda Azeri tüccarlar hakim. İran Azerilerinin bulundukları coğrafi konumlarını ticari kazanıma dönüştürdüklerini belirten Shaffer, Tebriz'in yer aldığı Doğu Azerbaycan bölgesinin, İran'daki bölgeler arasında en yüksek dış ticarete sahip olmasını buna örnek gösteriyor.


Kültürel hakları yok

Ülke nüfusunun önemli bir bölümünü oluşturmalarına rağmen İran Azerileri, kendi dillerinde yayın ve eğitim gibi önemli kültürel haklara sahip değiller. İran Azerileri konusunda çalışmalar yapan Shaffer, bu sebeple, Azerilerin en temel isteklerinin başında kültürel haklar geldiğini belirtiyor. Azeriler, bu sebeple Anayasa'nın 15'inci maddesinin işletilmesini istiyorlar. Söz konusu madde, ''yerel ve azınlık dillerinin konuşulmasına izin veriyor''. Tv'ler imaj değiştirdi

İran Azerilerinin, son yıllarda kültürel taleplerinde bir canlanma olmasını ise, iki temel sebebe bağliyor, Shaffer. Birincisi, 1991 yılında, Azerbaycan'ın bağımsızlığını kazanması. Bu önemli gelişmenin, İran Azerilerinin, etnik kimlikleri üzerinde daha da bir bilinçlenmeye sebep olduğunu vurguluyor. İkincisi ise, 1992 yılından itibaren Türk televizyonlarının uydu vasıtasi ile seyredilmeye başlanması. Shaffer'a göre, bu ikinci gelişme de, Azerilerin dil bilincinin canlanmasına sebep oldu. Daha da önemlisi, İran'da onur kırıcı fıkraların 'aptal adam' kahramanı olarak gösterilen Azeriler, bu yayınlar sayesinde dolaylı bir cevap verdiler. Türklerin, eğitimli, zeki ve başarılı olabileceğini İranlılara gösterdiler.


'İbo, eşiyle barıştı mı?'

Türk televizyonlarının bu etkisi, özellikle gençler arasında Türk pop şarkıları ve türkülerinin de yaygınlaşmasını beraberinde getirmiş. Tahran'da bindiğiniz bir arabada veya bir lokantada rahatlıkla, Türk sanatçıların kasetleri ile karşılaşmanız mümkün. İran pazarında 'kızıl tüccarı' (kuyumcu) 36 yaşındaki bir Azeri'nin, ekibimize yönelttiği, ''İbo, eşiyle küsmüştü. Barıştı mı?'' sorusu da, Türk televizyonlarını oldukça yakından takip ettiklerini gösteriyor.

İran Azerilerinin, kültürel hakları üzerindeki baskılar, Türk hanedanının tahti 1925 yılında Pehlevi hanedanına devretmesi ile başlıyor. Pehlevilerin devrildiği 1979 yılına kadar, eğitim ve yayın dilinin Farsça olması için büyük bir baskı uygulanıyor. Bunun tek istisnası, 1945-46 yıllarında Azerilerin yoğun yaşadığı bölgelerde, Demokratik Azerbaycan Cumhuriyeti'nin ilan edilmesi ile yaşanıyor. Sovyetler Birligi'nin, İkinci Dünya Savaşı sırasında isgal ettiği yerlerde, sosyalist Azeri liderlere kurdurttuğu bu devlet kendisine resmi dil olarak, Türkçeyi seçiyor. 1946 yılında Tahran'ın yeniden denetimi sağladığı bölge, Farsçaya dönmek zorunda kalıyor.

İran Azerileri, kültürel haklar konusunda bir ayrımcılığa uğrasalar da, kamu hizmetleri konusunda bu durum söz konusu değil. Orduda, kamu hizmetinde, polis teşkilatında, birçok görevde yer alıyorlar. Hatta, dini liderler arasında da çok sayıda Azeri var. Ayetullah Şeriatmedari, Ayetullah Erdebili gibi. Daha da önemlisi, İran devrimi sonrasında dini lider Ayetullah Humeyni'nin yerine gelen Ayetullah Ali Hamaney de bir Azeri. Çok güzel Türkçe konuşuyor. Ancak, bir Azeri milliyetçisi değil. Brenda Shaffer, Hamaney'in durumunu, Stalin'in Gürcü olmasına benzetiyor. Yani, ''ülkenin çıkarlarını öne alarak hareket ediyor, ait olduğu etnik grubun çıkarlarını öne almıyor''.

Hamaney örneğinde olduğu gibi, İran devriminin başarılmaında Azerilerin etkinligi büyük. Şah karşıtı protestoların en sarsıcıları da, Tebriz'de yaşanmış. Humeyni'nin iktidari ele geçirmesinde, Tahran Pazarı'na hakim Azeri işadamları ve Tebriz halkının katkısı büyük. Ancak, devrimle birlikte daha demokratik bir ortam oluşturmayı ve kültürel haklarını ele geçirmeyi bekleyen Azeriler, büyük bir hayal kırıklığı ile karşılaşıyorlar.


Ev hapsinde ölüm

Tüm yetkilerin dini lidere devredilmesine ve merkezileşmeye karşı çıkıyorlar. Ayetullah Kazım Şeriatmedari'nin liderliginde, Humeyni ile ters düşüp, anayasa referandumuna yüzde 80 oranında katılmıyorlar. Ancak, Tebriz'de başlayan ayaklanma, Aralık 1979'da bastırılıyor. Şeriatmedari de, 6 yıl süren bir ev hapsinden sonra ''tedavisine müsaade edilmediği için'' vefat ediyor.

İran'ın bugün de, kültürel haklar gibi taleplerle öne çıkan Azeri entelektüellere karşı genel tutumunda bir değişiklik olmadığı belirtiliyor. Azericenin serbest bırakılmasını savunan Dr. Muhammed Çehregani'nin, 1996 ve 2000 yılındaki parlamento seçimlerine katılmasının engellenmesi ve halen ev hapsinde tutulması bunu gösteriyor.

İran, Azeri halkına karşı kamusal hizmet ayrımı yapmamakla birlikte, nüfusun üçte birini teşkil eden bu insanların olusturduğu potansiyel bölünme tehlikesini engellemeye yönelik tedbirler alıyor. Harvard Üniversitesi uzmanı Shaffer, bu tedbire oldukça ilginç bir örnek gösteriyor. Shaffer'a göre, İran'ın Ermenistan ile ilişkilerini ''fiili'' olarak gelişkin tutmasında ve Karabağ konusunda net tavır almamasında bu korkunun rolü var. ''İran, 'zayıf bir Azerbaycan, Azeriler için cazibe merkezi olmaz.' görüsünde.'' diyor, Shaffer.


Devrimlerde etkili rol

İran'ın Azerilere yönelik temkinli hareket etmesinde, bugüne kadarki devrimlerde bu grubun oynadığı kilit rollerin de etkisi var. İran'ın asırlarca Türk hanedanlar tarafından yönetilmiş olması, 1906 Anayasa devriminin Avrupa'ya giden Azeri gençler eliyle sağlanması, 1920 ayaklanması, 1945-1946 bağımsızlık tecrübesi ve nihayet İran devriminde oynadıkları etkin roller. İran'ın tek korkusunun, Azeriler olduğunu söylemek de mümkün değil. İran, en az homojen toplumlardan birisi. Azeriler, Türkmenler, Kürtler, Beluciler ve Araplar, aslında nüfusun yarıdan fazlasını oluşturuyor. Shaffer, kültürel hakların serbest bırakılmasının, SSCB benzeri bir çözülmeye sebep olmasından korkulduğuna işaret ediyor. Bu sebeple, İran'ın, yıllardır 'demir yumruk' politikası sürdürmesinin ana sebeplerinden birisi de bu.


Konsolosluk açtırılmadı

Resmi rakamlara göre, Türkiye dışında Türklerin en çok yaşadığı ülke olan İran, Azerbaycan'ın sahip olduğu nüfusun yaklaşık dört katı Azeri'yi barındırıyor. Azerbaycanlıların, ''Güney Azerbaycan'' adını verdikleri İran'ın kuzeyi, bu sebeple iki ülke arasında yaşanan gerginliklerin de 'hassas karnını' oluşturuyor. Azerbaycan Devlet Başkanı Haydar Aliyev'in, birçok defa ertelenen İran gezisinin eylül ayında gerçekleşecek olması da, bu açıdan bir ilki oluşturacak. Aliyev, bu seyahatını geçtiğimiz yıllarda, Tebriz'i ziyaret etmesine izin verilmediği için iptal etmişti. İki ülke arasındaki bir diger sorun da, Tebriz'e Azerbaycan'ın konsolosluk açmasına izin verilmemesiydi. Shaffer, ''Düşünün, Nahçıvan'da İran konsolosluğu var. Ancak, Tebriz'de Azerbaycan konsolosluğunun açılmasına izin verilmiyor.'' sözleri ile bu çelişkiye dikkat çekiyor.


Ya anne-baba ayrılırsa?

İran ile Azerbaycan arasındaki iliskiler, SSCB sebebiyle 70 yıllık bir 'hafıza kaybı' yaşamış durumda. Ancak, iki ülke arasında artan ticaret ve gerginlikler, birbirlerini daha iyi anlamalarını zorunlu kılıyor. 'Borders and Brethren' reveals the dilemmas of ethnic politics in Iran

The Azerbaijani people have been divided between Iran and Russia for more than 150 years. But as Brenda S. Shaffer, Ph.D. Research Director of the Caspian Studies Program in Harvard University shows in her new Borders and Brethren book, they have yet retained their ethnic identity. In her book Brenda Shaffer examines trends in Azerbaijani collective identity from the period of the Islamic Revolution in Iran through the Soviet breakup and the beginnigs of the Republic of Azerbaijan (1979-2000). She analyzes how Azerbaijanis have maintained their identity and how that identity has assumed different forms in the former Soviet Union and Iran. In addition to contributing to the study of ethnic identity, the book reveals the dilemmas of ethnic politics in Iran. 525ci Gazet interviewed Shaffer on her new book.

BSS: Borders and Brethren is based on my doctoral dissertation work. I had noticed many years before I began my doctoral work that the ethnic borders and the political borders between the Caucasus and Central Asia and the Middle East are not the same. This may be trivial sounding to someone living in Azerbaijan, but many westerners assume that states are mostly nation-states and that the Kazakhs live in Kazakhstan, the Tajiks in Tajikistan and that, for instance, since there is an Afghanistan state, certainly there is an Afghani ethnic group. Little do they know that there are many ethnic groups, for instance, in Afghanistan, except for Afghanis! Most Americans, for instance, have no idea that Iran is a multi-ethnic state and that close to half the residents of Tehran speak a language other than Persian at home. I was fascinated by the question of how the existence of a political border between divided peoples affects their separate political and cultural development and if they retain a common identity despite the political separation. This question became especially interesting to me after the establishment of an independent Republic of Azerbaijan. I postulated that this event impacted the self-identity of the Azerbaijanis in neighboring states, and I set out to test that through the dissertation and in the subsequent book. During the period of researching the book, I began my first visits to Azerbaijan and really became interested in the culture and state. Many scholars in Baku helped me in this initial period of research, especially Prof. Nasib Nasibli from Khazar University, and I am grateful for this help and support.

I was also very interested in examining Iran as a multi-ethnic state. Most researchers when examining questions of ethnicity, identity, nationalism, etc ignore the Iranian case. Most accept the view that the regime tries to project that all the ethnic groups feel primarily Iranian. I have a different view. I feel that identity is always a fluid situation. A group can in a certain period strongly identity in one way, such as with a certain state, but that this is subject to change. Also, I believe that most people possess multiple identities and that they are often compatible. For instance, one may possess family identity, regional identity, ethnic identity, religious identity, state identity, ideological identity and more. To most of us, it is not clear which one is primary and it often depends on the situation we are in. For instance, when a citizen of Azerbaijan is at home, he/she may feel "Ganjavi" or "Yevlakhi" or even Lezgin or Jewish. But, he goes abroad and suddenly feels strongly Azerbaijani. It often depends on the situation.

CAN YOU GIVE SOME THOROUGH INFORMATION ON THIS BOOK?
BSS: This book is being published by a series of Harvard University which publishes at MIT Press. This will give wide exposure to issues connected to Azerbaijani culture and history and the question of ethnic politics in Iran. Many of the Azerbaijanis in the US are of South Azerbaijani or Iranian Azerbaijani background, thus this book will give opportunity for their children, many who were born in the US, to learn about the modern history of the Azerbaijanis in Iran.

WHAT ARE THE IDENTITIES OF AZERIS YOU DESCRIBE HERE?
BSS: In the book, I discuss the various collective identities that the Azerbaijanis have explored both in Soviet Azerbaijan (and the Republic of Azerbaijan) and in Iran since the late 1970s through 2000. Among the identities explored: Islam, Turkluk, regional identities, Soviet identity, Iranian identity. It discusses the relationship between the state (both Iran and the Republic of Azerbaijan) and the ethnic identities of the Azerbaijanis on both sides. The book also explores the question of mutual relations between the Azerbaijanis on both sides of the border and how they have developed, as well as how the mutual ties between the Azerbaijanis affects politics in Iran.

I believe that the establishment of the Republic of Azerbaijan challenged the identity of co-ethnics beyond the borders of the new state and fostered identification among many Azerbaijanis in Iran with the Azerbaijani ethnic group, though not necessarily with the new state itself. Since the early 1990s, political expressions of Azerbaijani ethnic identity in Iran have increased. This rising Azerbaijani identity has generated few calls for the three Azerbaijani provinces to secede from Iran and join the new republic, but rather has focused on attaining cultural rights within Iran. I think this point is often misunderstood both in the Republic of Azerbaijan and Iran-many Azerbaijanis in Iran identify ethnically as Azerbaijanis, but that does not mean that they want to break-away from Iran.

One of the most momentous developments was the establishment of formal, direct cooperation and interchange between the local government of the Azerbaijani provinces in Iran and the Republic of Azerbaijan, circumventing Tehran. These ties are boosting the strength of the Azerbaijani provinces within Iran and thus affecting center-periphery relations in the state. Having conducted many of the cooperative endeavors directly with Baku, circumventing Tehran, representatives of the Iranian Azerbaijani provinces express increased interest in additional unimpeded ties with foreign states and provinces, mainly of Turkic background, and especially Turkey.

For instance, representatives of the Iranian Azerbaijani provinces and the republic signed protocols and agreements for direct bilateral technical and economic cooperation. In 1992, cooperation and regular exchanges were inaugurated between Tabriz University and the Azerbaijani Academy of Sciences and two of Baku's leading universities --Khazar University and Baku State University.

Throughout 1992-1993, convoys of supplies and other aid were sent directly from the Azerbaijani provinces to the needy and to refugees in the republic; initially Azerbaijani representatives from the Iranian provinces had coordinated these convoys. For instance, in June 1992 a delegation from Urmiya set up a refugee center in Nakhichevan, and the East Azerbaijan Province opened a refugee camp within the territory of the republic in September 1993.

These direct interchanges and cooperation efforts seem to have contributed to an increased desire for more local control over affairs in the Azerbaijani provinces, especially in East Azerbaijan province. One of the most significant challenges to central authority was the request by Majlis Deputy Saraf for more independent authority for officials in East Azerbaijan province to organize assistance to the Republic of Azerbaijan without the interference of Iranian customs authorities. The governors and security officials of the Azerbaijani provinces and adjoining Azerbaijani-populated cities met in Tabriz in March 2001, and called for more local authority in security matters.

Among the north Azerbaijanis, there was an extensive outpouring in the 1980s and early 1990s of desire for ties with their co-ethnics in Iran, which served as a major focal point for expressing their own sense of Azerbaijani national identity and pride in their culture. This drive for expanded contact both in the cultural and political realms, increased as restrictions were lifted in the USSR and as Moscow's control eroded. Western researchers have tended to portray the "longings" (hasret) during the Soviet period for ties with the Azerbaijanis in Iran purely as part of Moscow's "campaigns" for gaining influence in Iran. While Moscow was unquestionably aware of Baku's activity in this regard, and often purposely encouraged that policy when it served its interests, the augmentation of this desire after the disintegration of Soviet power, demonstrates that the yearning for ties was also based in local and deeply rooted sentiments that existed in the north.

WHAT CAN YOU TELL ON THE IRANIAN POLICY ON SOUTHERN AZERIS?
BSS: Tehran has shown that it is sensitive to assertions of Azerbaijani ethnic identity and that it fears Baku as a potential source of attraction for the Azerbaijanis in Iran. The emergence in the early 1990s of coordinated Azerbaijani political activity in Iran rang alarm bells for Tehran and this greatly affected its policies toward the Caucasus.

Iran's fear that the establishment of a strong and attractive Republic of Azerbaijan could lead to a rise in identity of its own Azerbaijani minority has led Iran to adopt a policy of de facto support of Armenia in the conflict with Azerbaijan for Karabagh. Iran's Deputy Foreign Minister, Mahmud Va'ezi, pointed to internal considerations as one of Iran's major factors in its policy toward the Nagorno-Karabagh conflict. Despite its rhetoric of neutrality in the conflict -- in itself inconsistent with the official ideology of a state that portrays itself as the protector and champion of the Shi'i -- throughout most of the period, Iran co-operated with Armenia. Evidently, it preferred that the Republic of Azerbaijan remained involved in a conflict, making it less attractive to Iran's Azerbaijanis and unable to allocate resources to stir-up 'South Azerbaijan.' Perhaps the best indication of Iran's tilting towards Armenia was the fact that Yerevan and the Nagorno-Karabagh Armenians repeatedly praised Iran's role in the negotiation process and expressed their preference for Tehran over many other foreign mediators. In the spring of 1992, during the at one of the heights in the battles between Azerbaijan and Armenia, Tehran signed a number of economic agreements with Yerevan. At times Iran served as Armenia's main route for supplies and energy and provided an outlet for it's trade. In April 1992, at one of the most crucial points in the escalation of the conflict between Azerbaijan and Armenia, Iran agreed to supply natural gas and fuel to and improved transportation links with Armenia. Moreover, fuel from Russia was often delivered to Armenia by way of Iran. Without this vent from the Azerbaijani blockade and Turkish embargo, Armenia's war effort could have hardly been sustained, not to say escalated. Armenian Prime Minister and Vice President Gagik Arutyunyan pointed at Tehran's role in helping Armenia to circumvent Baku: At a ceremony commemorating the opening of a bridge over the Araz River linking Armenia and Iran, he stated that the bridge would contribute to stabilizing the economic situation in the republic created by the blockage.

On 9 May 1992 Armenian combatants captured Shusha, which was one of the turning points in the military confrontation, while Tehran was hosting a so-called peace summit between the leaders of Armenia and Azerbaijan. Indeed, following major Armenian successes in the battlefield, Tehran negotiated a cease-fire between Armenia and Azerbaijan that went into affect on 21 March 1992. The cease-fire institutionalised a situation that was unfavourable to Azerbaijan.

Perhaps the best indication of Iran's tilting towards Armenia was the fact that Yerevan and the Nagorno-Karabagh Armenians repeatedly praised Iran's role in the negotiation process and expressed their preference for Tehran over many other foreign mediators. They also called for the deployment of Iranian observers at the border between Azerbaijan and Armenia and in the Nakhchivan area. According to Armenia's President Levon Ter-Petrossian, 'the Iranians have proved their complete impartiality in this issue, respecting the rights of both sides and striving for a just solution, and therefore the sides trust Iran.'

In contrast, on the grassroots level, many Azerbaijanis in Iran expressed their solidarity with the Republic of Azerbaijan in its struggle with Armenia over the control of Nagorno-Karabagh, and criticized Iran's cooperation with Armenia during this conflict. On May 25, 1992, 200 students demonstrating at Tabriz University chanted "Death to Armenia." They pointed a finger at Tehran when they condemned the "silence of the Muslims" in the face of the Armenian activities as "treason to the Koran." On April 13, 1993, Tehran University students held a demonstration in front of the Armenian Embassy to show their support for the Republic of Azerbaijan in its struggle with Armenia. Azerbaijani language publications in Iran showed a special interest in the Nagorno-Karabagh conflict and carried many articles that expressed solidarity with the plight of the Azerbaijanis there.

Initially, Iran welcomed the interchange between its Azerbaijani citizens and their co-ethnics in the Republic of Azerbaijan, and saw it as an opportunity to spread Iran's influence in the new Muslim republics and build economic and other types of cooperation with them. However, toward the end of 1992, Tehran saw that influence could flow two ways, and that the interaction could contribute to a rise in Azerbaijani identity in Iran. Iran tried to regain control over the connections and put them under central control, and toward the end of 1992 began to create obstacles to direct contacts between the Azerbaijanis. Evidently fearing a permanent Azerbaijani presence in the center of Iranian Azerbaijan, Tehran has not allowed the Republic of Azerbaijan to open a consulate in Tabriz, despite the fact that the two countries signed an agreement in August 1992 permitting each of them to open one, and notwithstanding that Tehran had already established its own consulate in Nakhchevan. Iran prevented high-level officials from the Republic of Azerbaijan from making official visits to Tabriz and other cities in the Azerbaijani provinces.
The policies of the various regimes in Iran themselves are often self-defeating. Tehran considers any articulation of ethnic identity as something threatening. However, most Azerbaijanis in Iran want more ethnic and language rights while at the same time they wan to remain a part of Iran and identify also as Iranian citizens. The desire for more cultural rights as Azerbaijanis is not viewed by most as contradicting their identity as Iranians and most view Iranian identity as supra-ethnic that can accommodate different ethnic identities as well. However, Tehran finds it difficult to accept this premise. It generally views most attempts at asserting ethnic identity and language and related demands such as the rejection of the forced use of Persian as disloyalty to Iran. Thus, it is the government policies in Iran, like those of the Pahlavi regime before it, that often forces the ethnic minorities to choose between their ethnic identity and their Iranian identity and can lead to the escalation of demands. Khatami is aware of the rise in ethnic-base identity and has attempted to politically profit from it: he has distributed election materials in Azerbaijani and Kurdish and promised to the voters that the Iranian constitution will be respected and they will have the right to conduct schools in the ethnic languages. However, Khatami made these promises but took no steps to implement them.

WHAT ARE THE DILLEMMAS OF ETHNIC POLITICS IN IRAN WHICH ARE REVEALED IN THIS BOOK?
BSS: The establishment of the independent Republic of Azerbaijan in 1991 challenged the identity of the Azerbaijanis in Iran, and caused many of them to redefine it, either reaffirming their identity as Iranians, or augmenting their self-perception as Azerbaijanis. Azerbaijanis in Iran maintain a variety of collective identities as Iranians, Muslims, Azerbaijanis, regional identity, in addition to a number of other forms of identification. The expressions of Azerbaijani identity that surfaced in the 1990s illustrates that this identity has remained a potent force among Azerbaijanis in Iran. This assertion that an Azerbaijani distinctive identity exists on a meaningful level in Iran challenges the view propounded by the mainstream of contemporary Iranian studies, which contends that Azerbaijanis in Iran are a "well-integrated minority," harbor little "sense of separate identity," and have assimilated into the Iranian identity. Evidence of growing Azerbaijani identity in Iran indicates that the Azerbaijani ethnic factor must be a part of studies on Iranian society. Considering the fact that Azerbaijanis comprise about a third of the population in Iran, no assessment of regime stability there is complete without looking at the Azerbaijani ethnic factor.

Many of the calls for extension of cultural and linguistic rights in Iran came from establishment Azerbaijanis who held important positions in the regime. Students and others who do not have a stake in the preservation of the existing regime frequently make calls for political and social change. However, in the Azerbaijani case, individuals who are identified with the regime establishment also expressed desire for Azerbaijani language and cultural rights, endowing them with added consequence. The weight of establishment Azerbaijanis was particularly present in the debate over the boundaries and names of the Iranian Azerbaijani provinces in the first half of the 1990s.

The Iranian Majlis was also an important venue for establishment Azerbaijanis to act to advance Azerbaijani based rights. One of the most important political developments was the formation in 1993 of a faction in the Majlis--The Assembly of Azerbaijan Majlis Deputies--composed of delegates from the Azerbaijani provinces; it focused on issues concerning the Azerbaijani provinces and the fostering of relations with the Republic of Azerbaijan. In addition, Azerbaijani members of the Majlis openly aired their opinions about problems affecting all Azerbaijanis, and not just those living in their provinces. For instance, in July 1993, one representative, Ibrahim Saraf, openly criticized Tehran for appointing many non-Azerbaijani officials to the Azerbaijani provincial government bodies, and for central government discrimination against Azerbaijanis. Iranian Majlis deputies from the Azerbaijani provinces were especially active in facilitating Iran's relations with the Republic of Azerbaijan. Members of the Assembly of Azerbaijani Deputies caucus conducted visits and initiated cooperation projects with members of parliament from the Republic of Azerbaijan. Assembly members issued protests against Armenia, and deputies from the Azerbaijani provinces led campaigns pressuring Tehran to minimize its relations with Armenia. In the Majlis, they openly called for Tehran's assistance to Azerbaijan, and participated in demonstrations against Armenia. On April 13, 1993, Kamel Abedinzadeh, Azerbaijani deputy from Khoi, even spoke in Azerbaijani in the Majlis when he condemned Armenian actions against Azerbaijan. In addition, he issued press releases for publication in Hamshahri and other journals on this issue.1 On April 6, 1993, Mohammed 'Ali Nejad-Sarkhani, a deputy from Tabriz, read a resolution in the name of the Assembly of Azerbaijan Majlis Deputies condemning Armenia's attacks on Azerbaijan and calling for Iranian support for the Republic of Azerbaijan. In this statement to the Majlis, which showed his knowledge of the history of the Azerbaijanis in the north, the deputy drew a parallel between the "Russian-assisted Armenian attack on Azerbaijan" and the "crimes committed in 1920 by the Ninth Regiment of the Red Army in Azerbaijan.

The independence of the Republic of Azerbaijan paved the way to renewed intensive interaction between the Azerbaijanis on both sides of the Araz River. For most people the interaction seems to have had a sobering effect; after an initial "honeymoon" period following the establishment of the Republic of Azerbaijan, in renewal of ties, Azerbaijanis from both sides of the border seemed to have felt a sense of mutual disappointment, having discovered many differences in the prevailing attitudes and cultural norms on the opposite side. Many northerners commented that the Azerbaijanis in Iran were too religious and conservative, while many southerners viewed the Azerbaijanis in the republic as very "Russified," and as having lost Azerbaijani culture. In the interviews, many of the Azerbaijanis expressed a sense of "superiority" over their co-ethnics from other side, with the northerners tending to view themselves as more cosmopolitan than the southerners, whereas the southerners tended to view themselves as culturally richer and more "civilized" than their co-ethnics from the north. A sense of rivalry was detected, with each side seeing their own as the center and the other group as the periphery. Many people interviewed from both the Republic of Azerbaijan and from Iran used the metaphor of East and West Germany, paralleling the differences between the two sides that were caused by the separation. Yet, even those who perceived vast differences declared that they view all the Azerbaijanis as part of one people.

Since the early 1990s, many Azerbaijanis in Iran challenged public and media sources that ridiculed their accents and portrayed the "Turk" as uncultured, often referred to as the "Turki-khar" (Turk essek). Azerbaijani activists frequently put this treatment, which they perceived as "humiliating," on the same plane as demands for expanded tangible rights. This seems to have been due to a heightened ethnic pride and assertiveness that emerged in this period. The establishment of the Republic of Azerbaijan-a state based on their ethnic culture-- plus the introduction of the Turkish television broadcasts seem to have contributed to their enhanced ethnic self-esteem. Many Azerbaijanis responded to the gap they perceived between their high structural status and their low social status in Iran. By the early 1990s, Azerbaijanis comprised a large proportion of the governing elite in the country and dominated important business sectors. For example, the spiritual leader Khamane'i is Azerbaijani. Nonetheless, Azerbaijanis continued to be ridiculed in Iranian society, and many felt they had to assimilate and Persianisize in order to advance and succeed. The first half of 1990s was marked by many expressions of indignation over a low social status that contrasted with their extensive political and economic success.

مقدمه

با وجود اينکه ايران کشوري چند قومي است و حدود 50% جمعيت آن را شهروندان غيرفارس زبان تشکيل مي­دهند، بيشتر محققان، اصطلاح "ايراني" و " فارس" را معادل هم به کار مي­برند و نسبت به واژه ايران به معني قوميتهاي غيرفارس زبان بي­توجه هستند. آذربايجانيها که نزديک به يک سوم جمعيت ايران را تشکيل مي­دهند، بزرگترين اقليت قومي ايران مي­باشند. کردها، عربها، بلوچها و ترکمن­ها، ديگر اقليتهاي قومي ايران هستند.[1] از آنجا که اکثر جمعيت غيرفارس در مناطق مرزي متمرکز هستند و با هم قومهاي خود در کشورهاي مجاور مانند آذربايجان، ترکمنستان، پاکستان و عراق پيوند دارند، بايد گفت که قوميتهاي ايران در مقابل جريانات خارجي بسيار حساس بوده و به طور قابل ملاحظه­اي از حوادثي که بيرون از مرزهايشان اتفاق مي­افتد تاثير مي­پذيرند.

حدود هفت ميليون آذربايجاني در جمهوري آذربايجان ساکن هستند که در همسايگي ايران زندگي مي­کنند.[2] بيشتر آذربايجانيها بخش شمال غرب ايران را «آذربايجان جنوبي» مي­نامند. در طول مرز جمهوري آذربايجان سه استان ايران يعني آذربايجان شرقي­، آذربايجان غربي و اردبيل[*] قراردارند که غالب جمعيت اين استانها را آذربايجانيها تشکيل مي­دهند.

حقوق فرهنگي و فعاليتهاي سياسي اقليتهاي قومي ايران در هر دو دوره سلطنت پهلوي(1979-1921) و جمهوري اسلامي ايران (- 1979) شديداً محدود بود. رياست جمهوري ايران آقاي خاتمي با روي­گرداني صريح از سياستها و فعاليتهاي گذشته به خواسته­هاي قومي توجه کرد و از نظر سياسي نيز روي آنها سرمايه گذاري کرد. به عنوان مثال در انتخابات 1997 رياست جمهوري ايران، حاميان خاتمي در تبليغات انتخاباتي خود، به زبانهاي آذربايجاني و کردي، تاکيد کردند که خاتمي ترکيب چند قومي ايران و اهميت دستيابي قومهاي غيرفارس به زبان مادري خود را به رسميت مي­شناسد. رهبري خاتمي در انتخابات شوراهاي محلي 1999 نشان دهنده تمايل وي به بيرون کشيدن ايران، و در پي آن اقليتهاي قومي ايران، از حاشيه، به عنوان بخشي از جدال وي با سردمداران حاکم در ايران مي­باشد.

اين مقاله بر آن است تا هويت جمعي آذربايجاني­هاي ايران را پس از انقلاب اسلامي و پس از استقرار جمهوري آذربايجان در همسايگي آن مورد بررسي قرار دهد.[4] اين مقاله همچنين قصد دارد تا رابطه پيچيده موجود ميان هويت قومي آذربايجاني و هويت دولتي ايران را در بين آذربايجانيهاي اين کشور مورد بررسي قرار دهد. بيشتر افراد[ آذربايجانيهاي ايران] داراي چند هويت جمعي [ايراني، مسلمان، ترک و...] مي­باشند اما هرگز تعريف مشخصي از هويت جمعي اصلي خودشان ندارند و هويت اصلي آنها هميشه دستخوش تغيير قرار مي­گيرد. آذربايجانيها به عنوان مردمي ترک­زبان، مسلمان ( شيعه) و ساکن در خطوط مرزي ايران، روسيه و ترکيه از اين سه امپراطور بزرگ تاثير پذيرفته و در عين حال بر آنها تاثير گذاشته­اند، بنابراين داراي هويتهاي چندگانه و گاهاً رقيب از قبيل ترک، ايراني، مسلمان و هويت مجزاي آذربايجاني مي­باشند.

اطلاعاتي که در اين تحقيق ارائه مي گردد، ديدگاه حاکم در مورد هويت قومي ايرانيها را به چالش مي­کشد و بيانگر اين است که هويت آذربايجاني هميشه در ايران به طور جدي مطالبه شده و در طول دوره انقلاب اسلامي نقش مهمي در تحولات سياسي داشته است. همچنين اين تحقيق بر آن است که نشان دهد استقرار جمهوري آذربايجان در سال 1991 هويت ملي هم قومهاي خود در آن سوي مرزهاي کشور جديد را به چالش کشيده و مشوقي براي آذربايجانيهاي ايران گرديد تا هويت قومي خود يعني آذربايجاني بودن را با نگاه به مسائل آن سوي مرزها و بدون توجه به دولت حاکم جستجو نمايند. همچنين اين مقاله، ديدگاه مطرح شده در مقالات مربوط به شوروي سابق را که تمايل دارند حرکت و جنبش آذربايجانيها را اختراع شوروي سابق و صرفا ابزار سياستهاي مسکو در قبال ايران بدانند به چالش مي­کشد.[5] اين مقاله نشان مي­دهد که در ايران احساسات قومي آذربايجاني هميشه وجود داشته و در دوره­هايي که شوروي آنها را به اين کار تشويق نکرده هم به طور فراوان بروز يافته­است.

مطالعه آذربايجان مي­تواند به فهم روابط ديگر کشورهاي تازه استقلال يافته با هم قومي­هاي خود در آن سوي مرزها­ي سرزمين­هاي مجاور کمک کند. همچنين به ما کمک مي­کند تا تاثير تاسيس دولتهاي جديد، که تنها بخشي از جمعيت و سرزمين تاريخي خود را شامل مي­شوند، بر هم قومي­هايشان در خارج از مرزهاي خود را که اکثريت جمعيت آن ملت را تشکيل مي­دهد درک کنيم. کشورهايي که به اين صورت شکل مي­گيرند سريعاً در نظام بين المللي به معيار تبديل مي­شوند.

فاکتور آذربايجانيهاي ايران تاثير بسيار زيادي بر روابط ايران و جمهوري آذربايجان دارد و استراتژي تهران در قفقاز را تحت تاثير قرار مي­دهد. به عنوان مثال، نگراني ايران از شکل­گيري يک جمهوري قوي و جذاب به نام آذربايجان که باعث افزايش هويت­جويي اقليت آذربايجاني در داخل مرزهايش خواهد شد، باعث شده در مناقشه قره باغ بين آذربايجان و ارمنستان، عملاً از ارمنستان حمايت کند.

انقلاب اسلامي و آذربايجاني ها

انقلاب اسلامي 1979 ايران توجه عده کثيري از محققان را به خود جلب نموده و موضوع صدها تحقيق تاريخي و تحقيقات­ ديگر قرار گرفته­است. عليرغم کثرت تحقيقات انجام گرفته درباره انقلاب و عليرغم اين واقعيت که حکومت [آيت الله] خميني در بهار 1979 از سوي تمامي گروههاي قومي در ايران به چالش کشيده شد و با کردها برخورد نظامي کرد، آثار بسيار اندکي نقش ويژه و اهداف اقليتهاي قومي در دوره انقلاب را مورد تجزيه و تحليل قرار داده­اند. کارهاي اندکي هم که در مورد نقش اقليتهاي قومي در انقلاب ايران صورت گرفته مربوط به کردها، عربها و ترکمنها است. و تعداد­ خيلي کمي از اين تحقيقات در مورد نقش آذربايجان در انقلاب مي­باشد.[6] با اين حال اين مطلب حقيقت دارد که تبريز شهر مرکزي استانهاي آذربايجان يکي از مراکز اصلي فعاليتهاي انقلابي بود که منجر به سقوط سريع رژيم پهلوي گرديد. آذربايجانيان مخالف[آيت الله] خميني در دسامبر 1979[ دي 1357] عملا کنترل تبريز را بيش از يک ماه در دست گرفتند و روياوريي[آيت الله] خميني با آيت­الله کاظم شريعتمداري (بزرگترين مرجع تقليد آذربايجان در زمان انقلاب) يکي از مهمترين تهديدات رژيم اسلامي در ابتداي انقلاب بود.

در اواخر سال 1977 فعاليتهاي ضدشاهي در ايران بسيار جدي گرديده و مخالفان، مخصوصا در تبريز، علناً مخالفت خود را با شاه اعلام کردند. گرچه بيشتر اين فعاليتها بخشي از جنبش انقلابي کل ايران بود اما اين حقيقت که اين فعاليتها مخصوصا در استانهاي آذربايجاني شديدتر بود نشان مي­دهد که مردم اين مناطق به طور ويژه­اي از رژيم فاصله گرفته­بودند. اوايل دسامبر 1977 دانشجويان دانشگاه تبريز موجي از تظاهرات عليه رژيم شاه برپا داشتند. دانشجويان 12 دسامبر را براي اين تظاهرات انتحاب نمودند ( در تقويم ايران 12 دسامبر مصادف با 21 آذر مي­باشد) انتخاب اين تاريخ براي تظاهرات معني خاصي براي آذربايجاني­ها داشت زيرا اين تاريخ، يعني 21 آذر، ياد و خاطره تشکيل حکومت ايالتي آذربايجان توسط پيشه­وري را زنده نگه مي­داشت. اين حکومت يعني حکوت ملي آذربايجان در 21 آذر سال 1945 تشکيل يافته و در 21 آذر سال 1946 سقوط کرد.

گرچه اکثر شعارهاي آنها اهداف عمومي ايران را بيان مي­کردند اما انتخاب اين تاريخ به عنوان تاريخ تظاهرات نشان دهنده آگاهي تظاهرکنندگان از هويت آذربايجاني خود و اهميت پيوند آنها به مبارزات پيشينيان خود مي­باشد.[7] حکومت پهلوي که به نشانه­هاي فعاليت سياسي قومي و ارتباط دادن وقايع آن روزها به فعاليتهاي سياسي اقوام حساس بود، با گزارش اين تظاهرات در روزنامه "اطلاعات" در 28 آذر، تلاش کرد ارتباط اين تظاهرات را با حوادث تاريخي از بين برد.[8]

فعايتهاي ضد شاهي تبريز در 18 فوريه سال 1978[ 29 بهمن 1356] وارد مرجله جديدي شد. آيت­الله شريعتمداري در واکنش به کشتار تقريبا 162 نفر از تظاهرکنندگان قم مردم ايران را دعوت کرد تا در چهلم شهداي قم که در نهم ژانويه کشته شده بودند تظاهراتي برپا نمايند.[9] در تمامي ايران تظاهراتي برپا گرديد، اما شديدترين تظاهرات در تبريز برگزار شد و سرانجام نيز به خشونت کشيده شد. وقايع تبريز اغتشاشهايي را در سراسر ايران به دنبال داشت و اين رويدادها ميزان رويارويي با رژيم پهلوي را افزايش داد.



جمهوري اسلامي



فعاليتها و بيانيه­هاي اوليه آذربايجانيها پس از بازگشت آيت­الله خميني و استقرار رسمي جمهوري اسلامي نشان دهنده تنوع هويت جمعي آنها در اين دوره مي­باشد. حتي طرفداران خودمختاري آذربايجان به هر دو هويت آذربايجاني و ايراني تکيه داشتند و معتقد بودند که دموکراسي خودمختاري را نيز [ براي آذربايجان] به ارمغان خواهد آورد. بنابراين آنها، با اين اميد که دموکراسي به خودمختاري آذربايجان منجر خواهد شد، براي ايجاد دموکراسي در سراسر ايران مبارزه ­کردند. تعداد زيادي از پيشگامان جمهوري اسلامي، آذربايجاني بودند. آيت الله موسوي اردبيلي، خويي، خامنه­اي، خلخالي، و مهدي بازرگان، اولين نخست وزير منتخب از جانب [آيت­الله] خميني، جزء اين پيشگامان بودند. وجود اين گروه و نقش ممتازي که آنان در انقلاب اسلامي بازي کردند بيانگر اين حقيقت بود که بخش مهمي از جمعيت آذربايجان به هويت اسلامي - ايراني اعتقاد داشتند. با اين حال حتي عده زيادي از اعضاي اين گروه نقش مهمي در شکل­گيري هويت جمعي آذربايجانيها داشتند. بر خلاف دوران پهلوي، اعضاي آذربايجاني نخبگان روحاني جمهوري اسلامي همانند آيت­الله موسوي اردبيلي و خلخالي در مجامع عمومي زبان آذربايجاني را به کار مي­بردند.[10] به نظر بيشتر آذربايجانيهايي که آن زمان در ايران بودند، سخنراني در مجامع عمومي به زبان آذربايجاني از طرف روحانيون آذربايجاني فاکتور مهمي در شکستن و از ميان برداشتن موانع رواني ممنوعيت زبانهاي غيرفارس دوران پهلوي داشت و در مردم حسي از غرور ايجاد کرد و به استفاده از اين زبان مشروعيت داد. استفاده از زبان مادري توسط روحانيان آذربايجاني به علت ظهور هويت آذربايجاني در صنف آنها نبود، بلکه به خاطر اين بود که برخي از آنها در تکلم به زبان فارسي مشکل داشتند و همينطور مي­خواستند با توده مردم، که فارسي نمي­دانستند ارتباط برقرار نمايند.[11] با اين حال، تصميم آنها در به کارگيري زبان آذربايجاني در مجامع عمومي بر استفاده آشکار مردم آذربايجان از زبان مادريشان تاثير گذاشت.

در طول دوران اوليه انقلاب، هنگامي که مشکلي در استانهاي آذربايجان رخ مي­داد روحانيون آذربايجاني به خاطر ارتباط خاصي که با محل تولد خودشان داشتند و همينطور به خاطر توانايي در تکلم به زبان آذربايجاني به عنوان نماينده رژيم و براي حل و فصل مسائل به اين مناطق اعزام مي­شدند. مهدي بازرگان اصالتاً يک آذربايجاني بود ولي به زبان فارسي پرورش يافته بود و بيشتر فعاليت او در راستاي اهداف عمومي ايران بود. او هنگامي که 25 مارس 1979 در اجتماع مردم تبريز سخنراني مي­کرد به خاطر صحبت به زبان فارسي از هم قوميهاي خود عذرخواهي کرد: " من آرزو مي­کردم که البته اين درست­تر هست که مي­توانستم به زبان ترکي صحبت کنم."[12] و بدين طريق حمايت خود را از حقوق فرهنگي اقوام اعلام کرد.

بلافاصله پس از فرار شاه نشريات زيادي به زبانهاي غيرفارس از قبيل آذربايجاني، کردي و ارمني انتشار يافتند.[13] يک روز پس از فرار شاه از ايران، فعالان آذربايجاني نخستين روزنامه آذربايجاني دوران شاه را به نام "اولدوز" منتشر نمودند.[14] نويسندگان اولدوز در پي يافتن راهي براي احقاق اقليتهاي قومي مخصوصا استفاده از زبان آذربايجاني بودند.[15] اين فعاليتها نشان دهنده خواسته­هاي قومي بودند که در زمان گذشته بي­جواب مانده بودند و آذربايجاني­ها تصور مي­کردند انقلاب زمينه آزادي فعاليتهاي فرهنگي را براي آنها فراهم خواهدآورد.[16] جمهوري اسلامي در سال اول در قبال انتشارات موضعي ملايم داشت اما پس از استحکام پايه­هاي خود، حکومت بسياري از نشريات غير فارسي از جمله اولدوز را تعطيل کرد و چاپ کتاب به زبانهاي قومي بسيار سخت گرديد.

تنها نشريه آذربايجاني که اوايل انقلاب انتشار خود را آغاز کرد و اينک نيز چاپ مي­شود نشريه "وارليق" مي­باشد. اين نشريه تحت نظارت پروفسور دکتر جواد هئيت و موسسان نخستين آن يعني دکتر نطقي و شاعراني چون ساوالان و سونمز به چاپ مي­رسيد.

وارليق به دو زبان ترکي آذربايجاني ( با الفباي عربي) و فارسي منتشر شده و در بخش شعر خود از اشعار شعراي ترکيه و هر دو آذربايجان ( ايران و شوروي ) استفاده کرده­است. در نخستين شماره آن که در ژوئن 1979 انتشار يافت وارليق ارگان انجمن آذربايجان، که مسائل فرهنگي و ادبي آذربايجان را دنبال مي­نمود، معرفي گرديد. وارليق بيانيه خود را به زبان آذربايجاني به چاپ رسانده بود.

"همه خلق دنيا حق قانوني و تاريخي دارند که فرهنگ ملي، هويت و زبان خود را حفظ نمايند و اين مساله که در اين ملتها از چه زماني با ديگر ملتها در طول تاريخ ارتباط برقرار کرده­اند هيچ تاثيري در اهميت موضوع ندارد. خلق آذربايجان همواره با ديگر ملتهاي ساکن در ايران سونوشت مشترک يافته­اند و در شکل­گيري فرهنگي مشترک که خصيصه­هاي ملي، و زبان مادري ملتها و...را دربر مي گيرد تاثيري زيادي داشته اند. خلق آذربايجان درعين حال که فرهنگ و زبان ملي خودراحفظ نموداند اما به ايران بيشترازآنها ي که پرچم وحدت ملي را سرمي­دهند وفادار بوداند، خلق آذربايجان هيچگاه درانجام وظايف تاريخي وانقالبي خود دچارسستي نشده اند وهرجاکه به خدمت آنها نياز بوده به وظايف خود به طور کامل عمل نموده اند.[17]"

بنيانگذاران وارليق در اين بيانيه فرهنگ، هويت و زبان ملي خود را آذربايجاني و هويت دولتي خود را ايراني اعلام کردند و به اشتراکات خود با ديگر ايرانيان در يک فرهنگ مشترک نيز تاکيد ورزيدند. نويسندگان اظهار کردند که انتظار دارند ابراز فرهنگ قومي و آزادي در نظام آتي ميسر خواهد شد. وارليق در اولين شماره خود شعري به نام زبان مادري از بختيار وهاب­زاده، شاعر آذربايجان شمالي، چاپ کرد. اين امر نشان مي­دهد که دست­اندرکاران وارليق با هم قوم­هايشان در آذربايجان شمالي ارتباط داشته و از فعاليتهاي فرهنگي صورت گرفته در آنجا آگاه بودند.

در اين زمان يولداش که نشريه اي چپ­گرا بود در تبريز انتشار يافت و از محبوبيت زيادي برخوردار بود. پاسداران انقلاب که مکرراً اين نشريه را در مراحل اوليه توقف مي­نمودند، سرانجام نشر آن را متوقف کردند. خود حکومت در اين ايام نشريه­اي به زبان آذربايجاني به نام اسلامي بيرليک منتشر نمود. اين نشريه به اميد تاثير بر آذربايجاني­هاي شوروي به هر دو الفباي عربي و کريل انتشار مي­يافت. اين نشريه که به يمن حمايتهاي حکومت سه سال انتشار يافت، خوانندگان اندکي يافت.

در اين دوره تحقيقات دانشگاهي در مورد آذربايجان افزايش يافت و بر شان و منزلت اين زبان تاثير مثبت گذاشت. يکي از مهمترين فرهنگ لغتهاي منتشره در دوره انقلاب فرهنگ آذربايجان پيفون بود.[18] اين فرهنگ آذربايجاني- فارسي، بخش آذربايجاني( الفباي عربي) – آذربايجاني( الفباي کريل) نيز داشت تا خوانندگان مقالات منتشره در آذربايجان شوروي نيز از آن استفاده کنند. در همين زمان بسياري از روشنفکران آذربايجان اين سوال را مطرح کردند که کدام الفبا متناسب با زبان آذربايجاني مي­باشد. آنها صورت اصلاح شده­اي از الفباي عربي را به اين منظور ايجاد نمودند. در سال 1980 حبيب آذرسينا اقدام به چاپ مقاله­اي نمود که در آن صورت اصلاح شده الفباي لاتين براي زبان آذربايجان در ايران پيشنهاد شده بود. آذرسينا به خاطر چاپ اين مقاله دستگير گرديد.[19] با توجه به بيشتر بودن مصوتها در زبان آذربايجاني، بسياري از نويسندگان در آثار خود به زبان آذربايجاني چند علامت مصوت به الفباي عربي اضافه کردند.[20]



سازمانهاي سياسي آذربايجان



در طول دوران انقلاب اسلامي سازمانهاي سياسي زيادي در راستاي اهداف قومي در ايران شکل گرفتند. يک هفته پس از آنکه طرفداران خميني حزب جمهوري اسلامي را ايجاد نمودند پيروان آيت­الله شريعتمداري در 25 مارس 1979حزب جمهوري خلق مسلمان را تشکيل دادند. اين حزب گرچه همه گروههاي قومي در ايران را به عضويت تشويق مي­نمود اما اعضاي آن را اکثرا مردم استانهاي آذربايجان و بازاريان آذربايجاني مقيم تهران تشکيل مي­دادند. حزب جمهوري خلق مسلمان تقاضا کرد در داخل کشور متحد ايران به اقليتهاي قومي خودمختاري اعطا شود. آنان اين ايده را مطرح کردند که بايد هر ايالت مجلس خود را داشته باشد. اين حزب الهام­بخش ايده اعطاي حقوق براي تمام گروههاي قومي شد. خلق مسلمان، روزنامه رسمي حزب جمهوري خلق مسلمان به زبان فارسي منتشر مي­شد اما به صورتي نامتناسب موضوعات مربوط به آذربايجان را نيز طرح مي­نمود. هدف رهبران حزب محقق کردن آمال تمام ايران بود، اما حزب خلق مسلمان بيشتر در استانهاي آذربايجان فعال بوده و بر روي مسائلي از قبيل عدم تمرکز قدرت در تهران تاکيد مي­نمودند. حزب جمهوري خلق مسلمان در تمام شهرها و روستاهاي آذربايجان شعبه داشت.[21]

ارتباط ميان آيت­الله شريعتمداري و موسسين حزب خلق مسلمان بسيار نزديک بود و حسن، پسر آيت­الله شريعتمداري، يکي از رهبران حزب بود. آيت الله شريعتمداري و همينطور جنبش در مخالفت با ولايت فقيه و تمرکز قدرت در دست يک رهبر عالي اتفاق نظر داشتند. اما جنبش از شريعتمداري دستور نمي­گرفت و وي نيز تلاش نمي­کرد تا حزب را رهبري کند. همان­طور که انتخابات مجلس خبرگان نشان داد جنبش به صورت غير متمرکز فعاليت مي­کرد.[22] اعضاي مجلس خبرگان براي پيش­نويس قانون اساسي جمهوري اسلامي در آگوست 1979 انتخاب شدند. شرکت در انتخابات مجلس خبرگان نقطه اختلاف ميان شريعتمداري و حزب جمهوري خلق مسلمان بود. شريعتمداري معتقد بود که انتخابات بايد بايکوت شود، وي اساسا با پيش­نويس قانون اساسي توسط يک کيمته مخالف بود اما شاخه­ حزب در آذربايجان معتقد بود که عليرغم محدود بودن چارچوب، شرکت در پيش­نويس قانون اساسي براي تضمين حقوق اقوام بسيار مهم است و به همين خاطر تصميم گرفت در انتخابات مجلس خبرگان کانديدا معرفي کند.

در دوره تشکيل مجلس خبرگان شاخه آذربايجاني حزب جمهوري خلق مسلمان به صورت فعال سعي مي­کرد ايده تاسيس مجلس ايالتي به عنوان بخشي از مجلس تهران را مطرح سازد. در سپتامبر 1979 شاخه آذربايجاني حزب و حزب خلق متحد آذربايجان خواستار ايجاد پارلماني ايالتي شدند. مقدم مراغه­اي نماينده آذربايجان طرحي را به مجلس خبرگان ارائه نمود. اين طرح بيان مي­داشت که:

ايجاد مجالس ايالتي و مجلس ملي خلق ايران از تمرکز قدرت در دست يک قدرت مرکزي جلوگيري خواهد نمود و قدرت تصميم ايالتهاي مرکزي را کاهش خواهد داد. استقرار چنين مجلسي به خلق ايران در دست­يابي آنها به تساوي واقعي ياري خواهد رساند.[23]

اين فعاليتها و اظهارات نشان دهنده تمايل وسيع استانها و اقليتهاي قومي به ويژه آذربايجانيها براي اعطاي قدرت تصميم­گيري به استانها مي­باشد.

يکي از مهمترين سازمانهايي که پس از استقرار رژيم جديد در سال 1979 شکل گرفت انجمن آذربايجان بود. انجمن با انتشار بيانيه­اي خواستار به رسميت شناخته شدن زبان و فرهنگ ملي آذربايجان، حق استفاده آذربايجانيها از زبان مادريشان در دادگاهها و ساير ادارات دولتي، ايجاد مدارس در سال تحصيلي آتي و تاسيس رسانه به زبان ترکي شدند.[24] انجمن با درخواست ايجاد ارتباط کنفدراتيو با تهران، سطح مطالبات خود را افزايش داد. در حاليکه به صورت رسمي فقط تقاضاي خودمختاري منطقه­اي وجود داشت، انجمن خواستار واگذاري امور اداري، فرهنگي، قضائي، اقتصادي و حتي امنيتي به نمايندگي­ها و شوراهاي محلي، که مستقيماً با راي مردم آذربايجان انتخاب مي­گرديد، شدند.[25]

در اوايل انقلاب بسياري از سياستمداران و روشنفکران آذربايجان در قالب تشکيلات عمومي همانند انجمن نويسندگان و در قالب انبوه جنبشهاي سياسي ايرانيان تلاش کردند حقوق زباني اقليتهاي قومي را در قانون اساسي جمهوري اسلامي بگنجانند. اصل 15 قانون اساسي جمهوري اسلامي ايران مي­گويد: « استفاده از زبان­هاي محلي و ملي در مطبوعات و رسانه­هاي عمومي آزاد بوده و تدريس ادبيات آنها در مدارس رسماً آزاد است.» [26] گرچه رژيم از اجراي اين اصل ممانعت به عمل آورده ولي همين اصل بعدها مبناي اعتراضات فعالان آذربايجاني به دولت ايران در راستاي پيگيري حقوق زباني شد. وجود اين اصل در تدوين قانون اساسي نشان دهنده آن است که تقاضاي حق استفاده از زبان در دوران انقلاب مطرح بود.

حمايتي که آذربايجانيها در طي سال 1979 و با علم به رويارويي ميان آيت الله شريعتمداري و [آيت­الله] خميني، از شريعتمداري به عمل آوردند، نشان دهنده وسعت تحرکات سياسي اقوام در دوران انقلاب مي­باشد. اين رويارويي در تدوين قانون اساسي جمهوري اسلامي شدت يافت. آيت­الله شريعتمداري با تمرکز قدرت در دست يک نفر به نام ولايت فقيه مخالف بود و معتقد بود که اين عمل حق حاکميت را از مردم سلب کرده و در دست يک نفر متمرکز خواهد ساخت لذا خواستار اعطاي حقوق محلي شد. اکثر آذربايجانيها که به آيت الله شريعتمداري وفادار بوده و با ديدگاه او در اين مورد که تمرکزگرايي افراطي منافع استانهاي آذربايجاني را به خطر خواهد انداخت، موافق بودند به همراه ساير قوميتهاي غير فارس رفراندام دوم دسامبر قانون اساسي را تحريم نمودند.



ناآرامي در تبريز



عليرغم اينکه آيت الله شريعتمداري شديداً با قانون اساسي پيشنهادي مخالف بود راديو تبريز اقدام به پخش اطلاعيه­اي از سوي آيت الله شريعتمداري نمود که در آن به مقلدان خود فتوي داده بود که در انتخابات شرکت نمايند اين کار راديو تبريز به صورت هدف­دار براي فريب مردم آذربايجان طراحي شده بود. هنگامي که آنان به اين حيله پي بردند سخت عصباني شدند. دوم دسامبر 1979 تظاهرات گسترده­اي در تبريز برپا شد. مردم تظاهرات کننده تعامل نادرست رسانه­ها با آذربايجانيها را محکوم کرده و انتخابات انجام شده را تقلبي و باطل اعلام نمودند.[27]

در پنجم دسامبر 1979 مردم آذربايجان از تمام استانها روانه تبريز گرديدند تا تظاهراتي که حزب جمهوري خلق مسلمان براي ششم دسامبر برنامه­ريزي کرده بود شرکت نمايند. در پنجم دسامبر اهالي آذربايجان به خاطر حمله به خانه آيت­الله شريعتمداري در قم، که باعث کشته­شدن يکي از محافظان وي هم شده بود، عصباني­تر شدند. اين حقيقت که حمله به خانه شريعتمداري پس از درخواست رژيم از او براي لغو تظاهرات ششم دسامبر صورت گرفت نشان دهنده آن است که حکومت با اين عمل قصد ترساندن آيت الله شريعتمداري و حزب جمهوري خلق مسلمان و گردن نهادن آنها به خواسته هاي خود را داشت.

تظاهرات گسترده ششم دسامبر هم به مخالفت و اعتراض به قانون اساسي جديد تبديل گرديد وهم حمله به خانه آيت­الله شريعتمداري را شديداً محکوم نمود. تظاهرات کننده­گان به مرکز راديو تبريز، به عنوان عامل فريب مردم، حمله کرده و آنجا را اشغال کردند. مطالبات مردم تظاهرات کننده و شدت اقدام آنها نشان دهنده اين مطلب است که موضوع قانون اساسي و حمله به خانه آيت­الله شريعتمداري تنها به عنوان نقطه شروع فعاليتهاي ضد نظام مردم بود. خواسته­هاي تظاهرات کنندگان دو موضوع کنترل محلي بر عملکرد مسولان در آذربايجان و رسانه­هاي آذربايجان را که در سراسر تابستان 1979 مورد اختلاف ميان رژيم و نمايندگان آذربايجان بود منعکس مي­کرد.[28] راهپيمايان کنترل فرودگاه شهري را به دست گرفتند و نيروي نظامي مستقر در تبريز از رويارويي با معترضين اجتناب کرد. تظاهرات کنندگان از حمايت نيروهاي هوايي واحد تبريز برخوردار بودند و در سه مورد تظاهراتي که براي حمايت از آيت الله شريعتمداري در اين دوره برگزار شد، سربازان اين واحد با لباس نظامي شرکت کردند.[29]

ناآرامي به سرعت به شهرهاي اطراف نيز کشيده شد و اپوزيسيون آذربايجاني کنترل بسياري از مراکز دولتي را در سراسر استان، مثلا در اورميه و اردبيل به دست گرفت. شاخه­هاي حزب جمهوري خلق مسلمان در اورميه و ديگر شهرهاي آذربايجان حمايت خود را از ناآرامي­ها اعلام داشته و از آيت­الله شريعتمداري
[...] جانبداري نمودند. تعدادي از شهروندان اورميه به تبعيت از وقايع تبريز اقدام به تصرف مرکز راديو اورميه نمودند ولي اقدام آنها در آخرين لحظات به انحراف کشيده شد.[30] در شهر گرمي واقع در نزديکي­هاي شهر اردبيل، نيروهاي محلي کنترل تمام موسسات دولتي از جمله زندان گرمي را به دست گرفتند. آنها تمام زنداني­ها را آزاد کرده و به جايش اعضاي گارد انقلاب شهر گرمي را زنداني کردند.[31]

در برخي موارد شورشيان تمايل مردم را در به دست گرفتن کنترل امور استاني تشديد کردند. به عنوان مثال حزب جمهوري خلق مسلمان در اطلاعيه­اي که از راديو پخش شد از مردم خواست نماينده­هاي آيت­الله خميني و عوامل حکومت مرکزي را از قدرت ساقط نمايند. در اين اطلاعيه احترام به حقوق مردم آذربايجان و همينطور کردها تقاضا شده بود.[32] در طي تظاهرات تبريز حزب جمهوري خلق مسلمان پلاکاردهايي را به معرض نمايش گذاشت که در آنها حق تعيين سرنوشت خود براي مردم ايران خواسته شده بود. به گفته يک شاهد عيني که در تظاهرات شرکت کرده بود اين پلاکارد به صورت کاملاً حرفه­اي طراحي شده بود و حق تعيين سرنوشت براي مردم ايران را يکي از اهداف صريح حزب جمهوري خلق مسلمان بر مي­شمرد. شرکت­کنندگان در تظاهرات روايت مي­کنند که تمام سخنراني­ها به زبان آذربايجاني بود و هر کس، به جز افراد غير آذربايجاني که قصد داشتند حمايت خود را از اعتراضها اعلام کنند، که تلاش مي­کرد به فارسي سخنراني کند توسط مردم هو مي­شد.[33]

هنگامي که حکومت، شريعتمداري را تهديد نمود و از همگام شدن صددرصد وي با تظاهرات کنندگان جلوگيري به عمل آورد به معترضين ضربه سنگيني وارد شد. ششم دسامبر [ نماينده حکومت] به خانه آيت­الله شريعتمداري [در قم] رفت، طي اين ديدار، که در ظاهر ملاقات آشتي معرفي شده­بود، [وي] به شريعتمداري هشدار داد اگر در 24 ساعت آينده معترضين مرکز راديو را تخليه نکنند، تبريز بمباران خواهند شد.[34] در همين زمان گارد انقلاب از طريق هلي­کوپتر در دانشگاه تبريز، که در کنترل نيروهاي چپ آذربايجان بود، مستقر شدند. در اين رويارويي چپي­ها عمدتاً از حکومت مرکزي جانبداري مي­کردند. شريعتمداري نگران شد که رژيم، آذربايجان را به کردستان دوم تبديل کند. در کردستان سرکوب ناآرامي­ها توسط حکومت منجر به کشته شدن عده زيادي از کردها گرديد. بنابراين شريعتمداري تصميم گرفت از خونريزي اجتناب کند و از درگيري طرفداران خود با حکومت جلوگيري به عمل آورد. او از مردم خواست که کنترل مرکز راديو و ساير موسسات دولتي را رها سازند. فراخوان شريعتمداري براي تخليه مرکز راديو تحريف شد. اعلام کردند که شريعتمداري با حکومت به توافق رسيده که در کنترل موسسات دولتي به آذربايجانيها اختيارات بيشتري داده شود و انتصابات آذربايجان با تاييد وي صورت گيرد. از آنجا که شريعتمداري مخالف دخالت مستقيم روحانيون در سياست بود، هرگز چنين نقشي را تقاضا نمي کرد. و همين امر مي­تواند غير واقعي بودن مسئله را نشان دهد.

بنابر تقاضاي شريعتمداري، تظاهرات­کنندگان در نهم دسامبر کنترل مرکز راديوي تبريز و ديگر موسسات دولتي را به افراد خميني واگذار کردند. نيروهاي حکومت به محض اشغال مجدد موسسات دولتي به دفاتر حزب جمهوري خلق مسلمان حمله کرده و بسياري از فعالين اين حزب را دستگير نمودند. گرچه تطاهرات­کنندگان از ماهيت واقعي ملاقات حکومت و [آيت­الله] شريعتمداري بي­اطلاع بودند ولي سريعا به اين نتيجه رسيدند که حکومت قصد ندارد به حقوق اقليتها احترام بگذارد و آنها مرکز راديو و ساير موسسات دولتي را بيهوده رها ساخته­اند. آگاهي مردم از اين فريبکاري به دور جديدي از ناآرامي­ها بين معترضين و نيروهاي حکومت منجر گرديد. معترضين دوباره کنترل مرکز راديو را به دست گرفتند و اين محل براي دومين بار بيش از پنج هفته به دست معترضين افتاد.

در طول هفته اول درگيري معترضين متحمل ضربه سنگيني گرديدند. سربازي که در بيرون شهر تبريز مستقر بود و با حزب توده( که آن هنگام از حکومت طرفداري مي­کرد) همدلي داشت، فرستنده ارتباطي را در بناب قطع کرد و برج راديوي تبريز از کار افتاد. به اين ترتيب تصرف ايستگاه راديويي بناب بي­فايده شد.[35] بنابراين حزب جمهوري خلق مسلمان وسيله ارتباطي خود را از دست داده و در سازماندهي و به حرکت درآوردن مردم ناتوان ماند. با وجود اين 13 دسامبر تعداد تظاهرات کنندگان در تبريز که از شريعتمداري حمايت مي­کردند به 700000 نفر رسيد. يکي از خواسته­هاي آنان عقب­نشيني نيروهاي غير آذربايجاني از استانهاي آذربايجان بود.[36] حکومت مجبور شد براي سرکوب قيام، نيروهايي را از بيرون آذربايجان به منطقه اعزام نمايد. تظاهرات بلافاصله بعد از اعدام 11 نفر از اعضاي حزب جمهوري خلق مسلمان در 12 ژانويه و تصرف دفاتر آنها توسط گاردهاي انقلاب شدت يافت. شريعتمداري هرگز به خواسته­هاي حکومت مبني بر تعطيلي رسمي حزب جمهوري خلق مسلمان گردن ننهاد. شريعتمداري خواسته حکومت را با بدگماني چنين پاسخ داد که با سياستهاي فعلي نظام نيازي به انحلال حزب وجود ندارد، چون اين نظام "خود مي­تواند تدريجا فعاليت تمام احزاب سياسي را با ايراد اتهام­هايي از قبيل آمريکايي، صهيونيستي و ضد انقلاب، غير­قانوني اعلام کرده و سرانجام آنها را از فعاليت ساقط نمايند."[37] او در اين گفته به فعاليتهاي حکومت در تلاش براي افترا زدن به اعضاي حزب جمهوري خلق مسلمان اشاره داشت. حزب جمهوري خلق مسلمان هرگز به صورت رسمي منحل نگرديد.

به نظر مي­رسد دسامبر 1979 براي آذربايجانيها از لحاظ ارتباط با جمهوري اسلامي نقطه عطفي به شمار مي­آيد. آنهايي که تصور مي­کردند انقلاب خواهد توانست به ممنوعيت استفاده از زبان مادري و فرهنگشان پايان دهد متوجه شدند که بيش از حد خوش­بين بوده­اند. آن دسته از مردم آذربايجان که از شريعتمداري جانب­داري­ مي­کردند، به ويژه پيرمردان و محافظه کاران، مشاهده کردند که حکومت جديد قصد تحقير و انزواي وي را دارد. اين کار در آنها احساس بيزاري از حکومت را برانگيخت. پس از سرکوب جنبش، ميزان مشارکت آذربايجانيها در انتخابات مربوط به نهادهاي حکومتي کاهش يافت. آنان به اين نتيجه رسيده بودند که نمي­توانند با شرکت در انتخابات بر اين نهادها تاثير بگذارند.[38]

شريعتمداري پس از وقايع آذربايجان، اگر چه هر روز صدها آذربايجاني مقلد خود را در منزلش در قم به حضور مي­پذيرفت، از اظهار نظر در مجامع عمومي خوداري نمود و با کسي مصاحبه نکرد. اما هنگامي که حکومت حتي پس از خروج نيروهاي عراقي نيز نتوانست جنگ ايران و عراق را خاتمه دهد، شريعتمداري به تدريج در مخالفت با جنگ با مقلدان خود صحبت مي­نمود. حاکميت اين مساله را عين تهديد عليه نظام تلقي نمود و در آوريل 1982 شريعتمداري را متهم به همدستي با کودتاچيان کرد. البته واقعيت آن است که شريعتمداري نسبت به مقاصد کودتاچي­ها چيزهايي شنيده بود اما هرگز با آنان همکاري ننمود و چنين فرض نمود که اگر او در مورد اين کودتا چيزهايي مي­داند مطمئناً مقامات حکومتي نيز از آن اطلاع دارند. لذا از گزارش اين مساله خودداري نمود. همچنين اين ايده که شريعتمداري به صورت فعالانه قصد داشت حکومت را از آن خود کند، با عقيده محوري وي که مخالف حضور روحانيون در پستهاي سياسي بود تناقض دارد. شريعتمداري فقط هدايت و راهنمايي سياستمداران را وظيفه روحانيون مي­دانست. يکي ديگر از مسائلي که دست داشتن شريعتمداري در کودتا را نادرست نشان مي­دهد آن است که اپوزيسيون آذربايجاني هميشه با گلايه اظهار مي­کردند که از شريعتمداري نااميد شده­اند چرا که وي در رويارويي با حکومت جدي عمل نکرده و فعاليت سياسي نمي­کند.

حکومت توطئه کودتا را به عنوان عذري موجه براي عزل شريعتمداري از مقام آيت­الله العظمائي[ مرجعيت] به کار بست. حکومت هم چنين با حبس خانگي و جلوگيري از دسترسي وي به مراقبتهاي بهداشتي مناسب تا زمان مرگ وي در آوريل 1986 عملا وي را در افکار عمومي تحقير کرد. بر اثر چنين برخوردهايي بود که [برخي از]آذربيجانيها حکومت را باعث مرگ شريعتمداري قلمداد نمودند. بايد گفت حتي اگر اقدامات حکومت تاثير چنداني بر مرگ شريعتمداري نداشته­باشد، با اين حال اين امر نشان مي­دهد که آذربايجانيها چه احساسي نسبت به حکومت دارند و اين احساس چگونه بر هويت آنها به عنوان ايراني تاثير گذاشته است. در واکنش به عزل شريعتمداري و دستگيري وي در سال 1982 طرفداران وي روز 20 آوريل در تبريز شورش و ناآرامي برپا نمودند.[39] درهمان موقع بسياري از مقلدان آذربايجاني او از تبريز به قم آمدند تا حمايت خود را از وي نشان دهند. شريعتمداري به آنها گفت که به آذربايجان برگشته و به خاطر او هيچ اقدامي نکنند.

فرايند شکل­گيري هويت جمعي آذربايجان پس از آشکارشدن ماهيت انقلاب اسلامي سرعت گرفت اما به يک دفعه حکومت با سرکوب و قتل عام مخالفين سياسي در سالهاي 1982-1983اين فرايند به زير خاکستر رفت، نقطه اوج سرکوبها، سرکوب حزب توده در آوريل 1983 بود.[40] مطالبات آشکار براي برآورده شدن حقوق اقوام تا آخر اين دوره تحمل نشد و به خاطر جنگ با عراق زمينه براي فعاليتهاي فرهنگي و سياسي براي اقوام مناسب نبود. اين مطالبات پس از پايان جنگ نيز، البته متاثر از نتايج جنگ، دوباره مطرح گرديدند. بعضي از آذربايجانيها به خصوص روستائيان با وارد شدن در نيروهاي نظامي اولين برخورد تنگاتنگ خود با فارسها را تجربه کردند. آنها اکثراً قبل از اعزام به خط مقدم در شهرهاي فارس­نشين آموزش مي­ديدند.[41] اين برخورد­ها عده­اي را متوجه تفاوتشان با فارسها کرد و آنها نسبت به جايگاه قوميت خود در ايران آگاه گشتند. برخي از سربازان جديد آذربايجاني به خاطر قوميتشان و داشتن لهجه در تکلم به زبان فارسي مورد استهزا و تمسخر قرار گرفتند. اين تبعيض­ها هويت آنها را به عنوان يک ترک و يک آذربايجاني تحکيم مي­کرد. البته عده­اي بر خلاف آنچه که گفته شد معتقدند مشارکت آذربايجانيها در جنگ باعث تقويت ارتباط آنها با رژيم و ايران گرديد.[42]

در سالهاي آخر جنگ و در دوره فضاي باز سياسي بعد از جنگ تعدادي کتاب شعر و نثر به زبان آذربايجاني منتشر گرديد. اين پديده نشان مي­دهد که تحقيق و تاليف آثار غالباً در دوره جنگ صورت گرفته بود ولي انتشار آنها تا پايان جنگ و پيدايش يک فضاي سياسي مطلوب به تاخير افتاده بود. بعضي از اين شعرها به موضوعاتي مي­پرداختند که در همان زمان توسط چهره­هاي روشنفکري آذربايجان شوروي مطرح مي­شدند و در طي دهه 1980 شاعران آذربايجاني از دو سوي ارس به همديگر شعر اهدا مي­نمودند.[43]

پس از پايان جنگ ايران و عراق سخنهايي در مورد لزوم گسترش زبان آذربايجاني در ايران شنيده مي­شد. روزنامه کيهان در ژوئن 1988 مقاله­اي با عنوان " چند پيشنهاد در رابطه با تقويت زبان آذربايجاني" به چاپ رساند که نويسنده براي افزايش استفاده از زبان آذربايجاني در ايران چندين راه پيشنهاد کرده بود:

« توجه به زبان، ادبيات و فرهنگ آذربايجاني اهميت زيادي دارد از آنجا که صدا و سيماي ايران بزرگترين نهاد تبليغي انقلاب اسلامي مي­باشد پيشنهاد مي­شود که اين نهاد با مجوز شوراي عالي انقلاب فرهنگي اقداماتي جهت گسترش زبان آذربايجاني از قبيل تاسيس گروه­هاي اين زبان در دانشگاه­ها، ايجاد فرهنگستان اين زبان، انتشار روزنامه و مجله به زبان آذري به عمل آورد.

... صدا و سيماي ايران ... بايد تمام اقدامات ممکن را جهت توجه به اين امر به کار گيرد که در ايران اقوام و زبانهاي متعددي وجود دارد و انجام فعاليت­هايي براي معرفي و ترويج اين زبانها از اهميت زيادي برخوردار است.»[44]



تاثير جمهوري مستقل آذربايجان



به دنبال استقلال جمهوري آذربايجان، آذربايجانيان ايران در راستاي شناسايي هويت ملي و قومي خود فعاليتهاي زيادي انجام دادند. استقرار جمهوري آذربايجان هويت هم­قومي­هاي آن سوي مرز( آذربايجانيهاي ايران) را با بحران مواجه کرد. اين مسئله عده زيادي از آذربايجانيهاي ايران را تحريک کرد تا با گروه قومي آذربايجاني احساس يگانگي بکنند اگر چه الزاما احساس مشابهي را نسبت به کشور جديد آذربايجان نداشتند. متعاقبا از اوايل دهه 1990 نمونه­هايي از بيانات سياسي در رابطه با هويت قومي در آذربايجان به چشم مي­خورد. اين هويت­جويي فزاينده در بين آذربايجانيها به معني جدايي استانهاي آذربايجاني از ايران و الحاق آنها به جمهوري آذربايجان نبوده بلکه بيشتر خواهان احقاق حقوق فرهنگي آذربايجانيها در چهارچوب مرزهاي کشور ايران بود.

يکي از مظاهر ظهور هويت­ آذربايجاني در ايران پس از تاسيس جمهوري آذربايجان، تمايل روزافزون بين آنها به معرفي خود به عنوان " آذربايجاني" يا " آذري" بود. قبلاً همه خود را " ترک" معرفي مي­کردند. واژه "­ترک" به خاطر سوءاستفاده­هاي رژيم پهلوي و جوکهاي بسيار زيادي که براي آن ساخته بودند، براي برخي معني ضمني منفي داشت. اين تغيير، تاثير تاسيس جمهوري آذربايجان بر خود- تعريفي آنها را هم منعکس مي­کند.

حق استفاده از زبان آذربايجاني در ايران يکي ازموضوعات مهم فعاليتهاي سياسي در اين دوره بود. دانشجويان آذربايجاني در نامه­اي سرگشاده به رهبر ايران نوشتند:

« ديگر زمان آن رسيده که با اجراي اصل قانون اساسي جمهوري اسلمي ايران مدارس دوزبانه درايران تاسيس گردند اين امرباعث جدايي ما نخواهد بود زيرا همه ما مسلمان بودن و ايراني بودن باهم پيوند داريم نه درزبان پارسي .بايد بدانيم که اگرمساله زبانهاي بومي ايرانيان رادرنظرنگيريم وفرهنگ وديگر خواسته هاي آنان راناديده بگيريم درآينده شاهد پيامدهاي ناخوشايند خواهيم بود.»[45]

در نيمه نخست دهه 1990 ادبيات آذربايجان در ايران احياء گرديد. نويسندگان زيادي که به گسترش و ترويج زبان آذربايجاني نوشتاري علاقمند بودند، براي تسهيل خواندن متون آذربايجاني و نتيجتا افزايش تعداد خوانندگان آذربايجاني، الفباي عربي به کار گرفته­شده در ايران براي نوشتن آذربايجاني را با افزودن برخي علائم مصوت اصلاح کردند. فرهنگ لغتها و کتابهاي گرامر آذربايجاني که در اوايل دهه 1990 منتشر شدند جدول متقابل الفباي عربي و الفباي کيريل را نيز درج مي­کردند. اين امر نشان دهنده وجود علاقه به خواندن متون منتشره در جمهوري آذربايجان مي­باشد.[46] از سال 1991 تا 1992 بسياري از روزنامه­هاي سراسري ايران مانند کيهان، اطلاعات و جمهوري اسلامي صفحه­اي به زبان آذربايجاني داشتند. در اين زمان آگهي­هايي در روزنامه­هاي فوق و روزنامه­هاي باکو چاپ شدند که با آنها آذربايجانيان به دنبال خويشاندان خود، که در دوره شوروي رابطه آنها با يکديگر قطع شده بود، بودند.

در اواخر سال 1991 رژيم به چاپ منظم يک مجله آذربايجاني به نام يول مجوز داد. هر شماره از يول داراي صفحه­اي به نام سوزلوک بود که به منظور گسترش سواد آذربايجاني خوانندگان، معني فارسي چند اصطلاح آذربايجاني را مي­آورد. اين قضيه نشان مي­دهد که نويسندگان يول کتابها و مقالات منتشره در جمهوري آذربايجان را مطالعه مي­نمودند و با خيلي از اصطلاحاتي که در آنجا براي مفاهيم جديد آکادميک وضع مي­گرديد آشنا بودند. يول همچنين ضميمه­اي حاوي داستان و سرگرمي براي کودکان و نوجوانان داشت که با قصد ايجاد علاقه در نسل جديد براي خواندن متنهاي آذربايجاني منتشر مي­شد. يول بين آذربايجاني­هاي ايران محبوبيت زيادي داشت اما پس از دو سال انتشار حکومت آشکارا از اين محبوبيت احساس خطر نموده و چاپ آن را متوقف نمود.

عليرغم رواج استفاده عمومي از زبان آذربايجاني در دوران جمهوري اسلامي، محتواي سخنرانيهاي رسمي هنوز به شدت توسط حکومت کنترل مي­شد و برنامه­هاي آذربايجاني رسانه­هاي عمومي رسمي به­ وسيله غير آذربايجاني­ها يا آذربايجاني­هاي که شديدا در فرهنگ فارسي آسيميله شده بودند صورت مي­گرفت. حسين قلي سليمي در مجله وارليق زباني را که در راديو تبريز به کار مي­رفت مورد انتقاد قرار داده و اين زبان را پيدجن ( انگليسي دست و پا شکسته و مخلوط با اصطلاحات چيني) آذربايجاني ناميد. او همچنين بيان داشت که اين زبان به اصطلاح آذربايجاني که در راديو به کار گرفته مي­شود ساخت جمله­اي فارسي داشته و مخلوطي از لغات فارسي و آذربايجاني مي­باشد.[47]

تاثير استقلال جمهوري آذربايجان بر مطالبات آذربايجاني­هاي ايران در نامه­اي که آذربايجاني­ها به خاتمي رئيس جمهوري ايران نوشته بودند به وضوح قابل مشاهده است. در بهار 1998 گروهي بالغ بر60 نفر از روشنفکران آذربايجاني از خاتمي خواستند که حقوق مدني مردم به خصوص حقوق فرهنگي و زباني را افزايش دهد. آنها در اين نامه اظهار داشته بودند که زبان آنها دقيقاً همان زباني است که در جمهوري آذربايجان رايج است و بر خلاف ايران در آنجا آثار زيادي به اين زبان منتشر مي­شود. نويسندگان نامه در تقاضا براي استفاده از زبان آذربايجاني در رسانه­هاي محلي ايران، گفته بودند که زبان آنها در برنامه­هاي پخش شده از يک رسانه­ خارجي (باکو) بسيار بهتر و درست­تر از برنامه­هاي پخش شده از رسانه­هاي ايران به کار گرفته مي­شود.[48]

در اوايل دهه 1990 برخورد آذربايجانيها با جوکهاي گفته شده در مورد قوميتشان تغيير قابل توجهي پيدا کرد. برخي از آذربايجانيها بر خلاف گذشته در برابر اهانت به قوميت خود واکنشي تند نشان دادند. بسياري از بيانيه­هايي که در اين دوره توسط آذربايجانيها منتشر شد نه تنها خواهان گسترش حقوق فرهنگي و زباني بودند بلکه مساله­اي که آن را تحقير فرهنگي مي­ناميدند نيز مطرح مي­کردند. احساس تحقير شدن توسط حکومت به خصوص در رسانه­هاي آن در نامه­ سرگشاده دانشجويان آذربايجاني دانشگاه تهران به نمايندگان آذربايجاني مجلس شوراي اسلامي نيز عنوان شده بود. نويسندگان نامه سياستهاي صدا و سيماي جمهوري اسلامي را توهين به زبان مردم شيعه آذربايجان عنوان نموده و پرسيده بودند که کي به اين تحقيرها و مسخره­بازيها خاتمه داده خواهد شد؟[49] اين تغيير احتمالاً تا حدي نتيجه اعتماد به نفس قومي­يي بود که متاثر از استقلال جمهوري آذربايجان شکل گرفت. تقاضاي حقوق غير­اساسي در کنار حقوق اساسي از آگاهي بالاي قومي حکايت مي­کند. نتيجه يک نظرسنجي صورت گرفته در بهار 1995 توسط صدا و سيماي جمهوري اسلامي از پيش­داوريهاي منفي گسترده فارسي­زبان درباره آذربايجاني­ها پرده برداشت.[50] سوالات طرح شده در اين نظرسنجي و پاسخهاي داده شده خشم آذربايجانيها را بر­انگيخت و باعث واکنش­هاي تند آنها شد. سلام در 21 مي 1995 خبرداد که تعدادي از دانشجويان دانشگاه تبريز و دانشجويان آذربايجاني دانشگاه تهران در شهر تبريز در مخالفت با اين نظرسنجي دست به تظاهرات خواهند زد. بنا بر گزارش سلام تظاهرات کنندگان اين نظرسنجي را توهين به مردم آذربايجان ايران اعلام نموده بودند.[51] ده روز پس از انتشار نظرسنجي مقامات صدا و سيماي جمهوري اسلامي هرگونه ارتباط با اين نظرسنجي را انکار کرده و اعلام داشتند که تنها مرکز تحقيقات اين سازمان اقدام به چاپ نتايج نظرسنجي کرده­است. پس از اين کار، دانشجويان آذربايجاني نامه­هايي به دفاتر رئيس جمهوري، نمايندگان مجلس و امامان جمعه استانهاي آذربايجان، زنجان و اردبيل نوشته و از آنها خواستند که از به­کارگيري و ايجاد رشته زبان آذربايجاني در دانشگاه تبريز حمايت نموده و نظرسنجي را محکوم نمايند.

يکي از مهمترين پديده­هايي که بر هويت جمعي آذربايجانيهاي ايران تاثير گذاشت تماشاي برنامه­­هاي تلويزيون ترکيه از سوي اکثريت مردم از آغاز سال 1992 به اين سوي بود.[52] برنامه­هاي تلويزيون ايران به خاطر جنبه مذهبي براي اکثريت عامه مردم چندان دلپسند نبود. بنابراين بسياري از ايرانيها کانال­هاي خارجي قابل دريافت با ماهواره را ترجيح دادند. در سال 1992 قيمت ماهواره­هاي خانگي به يک باره کاهش چشمگيري يافت و تهيه آنها براي خانواده­ها بسيار آسان گرديد. به نظر مي­رسد همين مساله پيامدهاي اجتماعي زيادي به بار آورد. آذربايجانيها که ترکي را به راحتي متوجه مي­شوند ترجيح دادند که تلويزيونهاي ترکيه را تماشا کنند.

آذربايجانيهاي تهران و استانهاي آذربايجاني مي­گويند که از سال 1992 به بعد برنامه­هاي ترکيه در خانه­هاي آذربايجاني به طور منظم تماشا مي­شده­­ است. برنامه­هاي تلويزيون ترکيه حتي از برنامه­هاي پخش شده از باکو و شبکه­هاي انگليسي زبان بيشتر تماشاگر داشت. بيشتر افرادي که مصاحبه شده­اند اظهار کرده­اند که اين مساله تاثير عميقي بر هويت آنها به عنوان يک آذربايجاني و ترک داشت. بسياري از مصاحبه­ شونده­ها خاطر نشان کرده­اند که براي اولين بار ديده­اند که يک ترک، درست بر عکس آن چيزي که در رسانه­هاي ايران مي­توان ديد، به طور مثبت، مثلا تحصيل کرده، موفق و ثروتمند تصوير شده­است. در رسانه­هاي ايران ترک اغلب به عنوان "ترک خر"، مستخدم و يا يک دهاتي بي­فرهنگ به تصوير کشيده مي­شد.



تکه تکه کردن استانهاي آذربايجان



در اکتبر 1992 تهران تصميم گرفت که استان آذربايجان شرقي را به دو استان تقسيم کرده و استان جديدي در منطقه اردبيل ايجاد نمايد.[53] نامهاي سبلان، سهند[54] و اردبيل براي نامگذاري استان جديد پيشنهاد گرديد. بحث در اين خصوص نشان داد که بسياري از آذربايجانيها که در ميان آنها افراد منتصب به حکومت نيز وجود داشتند تمايل داشتند که رژيم را در اين مسئله صراحتا مورد انتقاد قرار دهند. حتي آنهايي که خود را ايراني مي­دانستند از ابقاي نام آذربايجان در اين منطقه حمايت مي­کردند. در مخالفت با حذف نام آذربايجان از اين منطقه نامه­هايي در مطبوعات به چاپ رسيد. در اين رابطه نامه­اي به قلم يکي از اهالي اردبيل در مجله وارليق به چاپ رسيد :

”... گذاشتن هر نامي بر استان جديد به جز نام سرزمين مادريمان آذربايجان منطقاً درست نمي باشد.... درست است که سبلان بلندترين کوه آذربايجان و يکي از زيباترين کوههاي جهان است ولي آيا صحيح است که فقط نام يک کوه جايگزين منطقه با شکوه آذربايجان گردد؟...اسم "اردبيل" يکي از مراکز فرهنگي آذربايجان نمي تواند جايگزين مناسبي براي آذربايجان باشد...استان جديد ترکيبي از شهرهاي سراب، آستارا، مشکين شهر، خلخال و... مي باشد. ساکنان اين مناطق اردبيلي نبوده در حاليکه آذربايجاني هستند. بنابراين انتخاب نام آذربايجان شرقي براي استان جديد با مرکزيت اردبيل منطقي­تر به نظر مي رسد. حذف نام آذربايجان از استان جديد با مرکزيت اردبيل، قديمي­ترين فرزند سرزمين مادريمان، از نظر ما اردبيلي­ها ستم به ما و سرزمين مادريمان مي­باشد آيا اينگونه نيست؟؟"[55]

ابتدا در 15 اکتبر 1992 دولت تصميم خود را براي تاسيس استان جديد و نامگذاري آن به­ نام "سبلان" اعلام نمود.[56] در ژانويه 1993، در حاليکه مخالفت با تغيير نام ادامه داشت، کميسيون امور داخلي مجلس در آخرين اظهار نظر نام آذربايجان شرقي را براي استان جديد قانوني اعلام نموده و استان آذربايجان شرقي به مرکزيت تبريز نيز به آذربايجان مرکزي تغيير نام يافت.[57] يکي از اعضاي کميسيوني که مسئول اين تغيير نام بود، لايحه را ارائه کرده و گفت:

" دولت در لايحه نام سبلان را براي استان جديد انتخاب نموده بود ولي با توجه به راي کميته و با توجه با اين واقعيت که نام آذربايجان هميشه با تاريخ درخشان مردم شجاع و فداکار و معتقد و هميشه در صحنه سراسر آذربايجان عجين بوده و باتوجه به اينکه اين نام هميشه براي مردم شريف اين منطقه يادآور حماسه هاي زيادي مي­باشد نام آذربايجان به استان جديد تقديم مي گردد در نتيجه جمهوري اسلامي ايران از اين به بعد سه استان آذربايجان خواهد داشت : آذربايجان غربي با مرکزيت اورميه، آذربايجان مرکزي با مرکزيت تبريزو آذربايجان شرقي با مرکزيت اردبيل."[58]

ولي دولت براي برداشتن نام آذربايجان از اين استان جديد پافشاري مي­کرد و اين در حالي بود که بسياري از آذربايجانيها مخالف اين اقدام دولت بودند. در نهايت دولت بر مردم غلبه کرد و در11 آوريل 1993 استان جديد با اسم اردبيل رسميت يافت.[59] نورالدين نوعي اقدم نماينده مردم اردبيل در مجلس تاسيس استان جديد با نام اردبيل را با مسئله ضرورت مبارزه با تاثير سياسي جمهوري آذربايجان مرتبط دانست. او گفت: " يکي از نتايج سياسي تصميم نهايي درباره استان جديد آن است که اين کار روياي بي­روح، جنايي و زشت پان­­ترکيسم را در منطقه (اشاره به جمهوري آذربايجان) متلاشي کرد."[60] اين اظهارات نشان مي­دهد که تصميم به تکه تکه کردن استان آذربايجان شرقي و مشخصا سماجت حکومت در ريشه­کن کردن همه نامهاي مرتبط با آذربايجان، در راستاي خواست حکومت براي از بين بردن تمام پيوندهاي موجود ميان استانهاي آذربايجان و جمهوري آذربايجان بود.

حتي بعد از تغيير نام، تعدادي از آذربايجانيها به ابراز خشم خود عليه حذف نام آذربايجان از استان جديد ادامه دادند. در سال 1994 با طومارهاي متعددي که دانشجويان آذربايجاني خطاب به سران حکومت نوشتند اين مساله دوباره مطرح شد. دانشجويان آذربايجاني دانشگاه تهران در نامه­اي سرگشاده به نمايندگان مجلس اعتراض کردند که چرا عنوان آذربايجان در نام جديد حفظ نشده­است.[61] دانشجويان مشکين­شهري (جزو استان جديد اردبيل) دانشگاههاي سراسر کشور در نامه­اي سرگشاده به حکومت جمهوري اسلامي، که ابتدا در هفته نامه اميد زنجان به چاپ رسيد، نارضايتي کامل خود را از حذف عنوان آذربايجان از استان جديد نشان ابراز کردند.[62]



فعاليتهاي سياسي



مشخصه دوران بعد از استقلال جمهوري آذربايجان، شکل­گيري فعاليتهاي آزاد و مشترک سياسي بود که همه آذربايجانيها را از سراسر ايران متحد کرد. يکي از پيشرفتهاي سياسي مهم اين دوره تشکيل مجمع نمايندگان آذربايجاني در مجلس بود که اعضاي آن را نمايندگان استانهاي آذربايجان تشکيل مي­دادند. اين مجمع مسائل مربوط به استانهاي آذربايجاني و تسريع رابطه با جمهوري آذربايجان را در راس برنامه­هاي خود قرار داد.[63] نمايندگان آذربايجاني مجلس ايران فقط به طرح مشکلات مردم حوزه انتخاباتي خود اکتفا نکرده و آشکارا درباره مشکلات همه مردم آذربايجان اظهار نظر مي­کردند. به عنوان مثال ابراهيم صراف در سال 1993 نسبت به انتخاب مديران غير­آذربايجاني براي ادارات آذربايجان و تبعيض مرکز در خصوص اين استانها به تهران اعتراض کرد.[64]

مطبوعات جمهوري آذربايجان و سازمانهاي ملي­گراي آذربايجاني فعال در بيرون از مرزهاي ايران، اغلب وجود چندين سازمان ملي­گراي آذربايجاني در ايران از جمله سازمان فدائيان آذربايجان و جبهه خلق آذربايجان جنوبي و سازمان آزادي بخش آذربايجان را گزارش مي­كردند. [65] ارزيابي گستره فعاليت اين سازمانها و ميزان تاثير آنها بر سياستهاي ايران کار دشواري است.

يکي از حوادث مهم مربوط به روند فعاليتهاي سياسي آذربايجان، در بهار1996و در جريان انتخابات مجلس رخ داد. دکتر محمود ­علي چهرگاني بيانيه­اي در تبريز منتشر نمود که در آن آشکارا گسترش استفاده از زبان آذربايجاني در آذربايجان شرقي را خواستار شده و اعلام كرده بود كه تمام تلاشهاي خود را جهت توسعه آذربايجان متمرکز خواهد نمود. يکي از اهداف مذكور در بيانيه چنين است:

«انجام اقدامات مستمر براي احياي فرهنگ ملتها درجمهوري اسلامي ،بويژه احياء و تقويت زبان، ادبيات و رسوم بومي (ترکي آذربايجاني)[66]»

اين بيانيه بي­نهايت مهم است، زيرا چهرگاني تقويت زبان ترکي- آذربايجاني را به عنوان بخشي از" فرهنگ ملي اسلامي"مي­داند. در واقع در بيانيه چهرگاني مواردي ديده مي شد که در نظام جمهوري اسلامي غير معمول و تعجب آور بودند. در صفحه اول بيانيه، که در بين مردم پخش شد، چهرگاني از راي دهندگان به عنوان آذربايجاني نام برده بود و آنان را فرزندان شجاع و وطن­پرست محمد خياباني و ستارخان خطاب کرده بود. او همچنين زير عکس خود جمله اي با اين مضمون نوشته بود:

«حيدربابا مرد اوغوللار دوغ­گينان »

حيدر بابا نام کوهي است درآذربايجان که نزد اهالي منطقه از مجبوبيت زيادي برخورداراست و براي آنها سمبل زبان وسرزمين مادري است. اين جمله که به زبان آذربايجاني نوشته شده بود به خودي خود، در ايران کار خارق­العاده­اي است. با اين اقدامات چهرگاني قصد داشت با استفاده از احساس آذربايجاني بودن در ميان مردم آنان را براي تربيت فرزندان خود بر اساس روح آذربايجاني ترغيب کند. عکس ارک تبريز که در نزد آذربايجانيها داراي ارزش زيادي است نيز بر روي بيانيه چاپ شده بود. چهرگاني به هنگام توضيح سوابق خود بر فعاليتهايش جهت افزايش استفاده از زبان ترکي آذربايجاني تاکيد کرد. او بيان داشت که موضوع رساله دکتراي وي تاثير لغات ترکي در زبان فارسي بود و يکي از يافته­هاي وي اين بود که فارسي امروزي داراي 4000 لغت ترکي است. به نظر مي­رسد چهرگاني قصد داشت با اين بحث ادعاهاي فارس زبانان مبني بر تکامل يافته­تر و ارزشمندتر بودن زبان فارسي را به چالش بکشد.

در انتخابا ت آوريل 1996چهرگاني مورد حمايت جدي مردم قرار گرفت. اما نيروهاي امنيتي به مدت دو هفته او را بازداشت نمودند و تنها هنگامي که انصراف خود را از رقابتهاي انتخاباتي اعلام نمود وي را آزاد کردند. اعلام انصراف وي ازانتخابات به تظاهرات 12مي تبريز انجاميد. بسياري از تظاهرات کنندگان دستگير گرديده و بنابر گزارش نشريات مختلف 5 نفر آذربايجاني پس از تظاهرات اعدام گرديدند. تهران ادعا کرد که 5 نفر به خاطر قاچاق موادمخدر اعدام شده­اند. اما آويزان بودن اجساد آنها بر بالاي يک جرثقيل ساختمان سازي در برابر ديدگان مردم در اين دوره بسيار غير­عادي و نوعي هشدار عمومي بود. چهرگاني پس از آزادي از زندان مکررا از سوي ماموران امنيتي براي بازجويي احضار مي­شد و در سپتامبر 1996 او دوباره به مدت 60 روز زنداني گرديد. چهرگاني تلاش نمود تا در انتخابات مجلس در فوريه 2000 نام نويسي نمايد اما از شرکت او در انتخابات جلوگيري به عمل آمد.

علاوه بر چهرگاني ديگر آذربايجانيها نيز احساس ­کردند که حکومت نسبت به رفاه و رونق تبريز و آذربايجان بي­توجه است. آنها ناراضايتي خود را از عدم توسعه آذربايجان و نياز به منابع و امکانات بيشتر را آشکارا اظهار مي­کردند. دانشجويان آذربايجاني در نامه­اي که در سال 1994 به رهبر ايران نوشته بودند، کاهش توسعه در آذربايجان را قوياً اعلام نموده و از نمايندگان مجلس خواسته بودند که تمامي تلاش خود را براي ايجاد توسعه منابع در آذربايجان به کارگيرند. آذربايجانيهاي مقيم تهران نيز نسبت به وضعيت اسفناک اقتصادي خود اعتراض نمودند در آپريل 1995 در يکي از حومه­هاي تهران به نام "اسلام شهر" که اکثر ساکنين آن را آذربايجانيها تشکيل مي­دهند، تظاهرات خشونت­آميزي بر عليه رژيم رخ داد . خواسته­هاي تطاهرات­کنندگان عمدتاً اقتصادي بود اما اين واقعيت که واکنش آذربايجانيها شديد بود نشان ­داد که آنها اين رژيم را بيگانه مي­دانند.

نويسندگان نامه­اي که دانشجويان مشکيني دانشگاهيان کشور بودند خواستار برگزاري انتخابات رسمي به وسيله ساکنين آذربايجان بودند.[67] دانشجويان انتقاد نموده بودند که استاندار اردبيل ازميان بوميان منطقه انتخاب نگرديده و حتي نمي­تواند به زبان آذربايجاني صحبت کند." متاسفانه بعد از چندين ماه انتظار، وقتي به استاندار خودمان خوش آمد گفتيم او زبان ما را متوجه نشد. اين در حاليست که نصف جمعيت اين استان هيچ آشنايي با زبان فارسي ندارند. آيا به راستي اين مساله باعث تاسف نيست و انتخاب يک استاندار از شهر مادري آيت­الله مشکيني و يا از ميان اردبيلي ناممکن است؟؟؟[68]

دانشجويان سياست استخدام مديران غير­بومي براي استان اردبيل را توهين به مديران بومي دانسته و گفته­اند:[69]« در زمان انتخاب استاندار جديد بسياري از چهره­ها­ي فعال، فداکار و انقلابي از پستهاي دولتي خود بر کنار شده اند وبه جاي آنها افراد غير بومي منصوب شده که هيچ شناختي ازمنطقه ما ندارند.آنان زبان ،فرهنگ ،ويژگيهاي جغرافيايي و ..منطقه مارا نيم دانند.اما اطمينان داريم که چنين اقداماتي باعث شکست درحوزه هاي آموزش و پرورش و مجيط زيست خواهد شد."[70]

بسياري از آذربايجانيها تهران را زير فشار گذاشته­اند تا سياست خود نسبت به مسئله قره­باغ را تغيير داده و در اين مسئله از آذربايجان حمايت کند. به نظر مي­رسد اين اقدامات، تهران را در اتخاذ سياست جديد و اصلاح موضع خود در حل مساله قره­باغ تحت تاثير قرار داده­است. در مناقشه قره­باغ بين جمهوريهاي آذربايجان و ارمنستان، تهران به خاطر ترس از روي کارآمدن يک جمهوري قدرتمند در آذربايجان و تاثير آن بر افزايش هويت­خواهي آذربايجانيان ايراني، عملاً از ارمني­ها جانبداري مي­نمود. نمايندگان آذربايجاني مجلس شوراي اسلامي ايران يک رشته فعاليتهاي تبليغاتي به راه انداخته و تهران را وادرا به قطع رابطه با ارمنستان نمودند. آنها در تظاهراتي بر عليه ايروان شرکت کردند[71] و آشکارا از تهران خواستند که در اين مسئله از آذربايجان حمايت نمايد. [72]. نمايندگان آذربايجاني طوماري را مبني بر لزوم تغيير سياست تهران در قبال مناقشه قره­باغ تهيه کرده و توانستند آن را به امضاي اکثريت مجلس برسانند.

کمال عابدين­­­زاده نماينده مردم خوي در13 آپريل 1993 هنگامي که در مجلس اقدام ارمني ها را محکوم مي­نمود به زبان آذربايجاني سخنراني کرد. او همچنين در رابطه با اين موضوع مطالبي را در روزنامه همشهري و ديگر نشريه­ها منتشر کرد.[73] محمدعلي نژادزاده نماينده مردم تبريز، در 6 آپريل 1993 قصعنامه­اي را به نام همه نمايندگان آذربايجاني قرائت نمود که در آن اقدام ارمني­ها بر عليه آذربايجانيها محکوم شده و از حکومت خواسته شده­بود که از جمهوري آذربايجان حمايت نمايد.

مردم عادي آذربايجان نيز در مناقشه قره­باغ حمايت خود را از آذربايجان در مقابل ارمنستان اعلام کرده و از تهران به خاطر حمايتش از ارمنستان انتقاد نمودند. در 25 مي 1992، 200 دانشجو که در دانشگاه تبريز تحصن نموده بودند شعار "مرگ بر ارمنستان" دادند و سکوت مسلمان به ويژه تهران در مقابل جنايت ارمني­ها را خيانت به قرآن عنوان نمودند.[74] بنا­بر گزارش روزنامه سلام تظاهرات­کنندگان مي­کردند با شعارهاي خود به تهران فشار آوردند تا در قضيه قره­باغ که در ماه مارس اتفاق افتاده ­بود به جاي ارمنستان، از آذربايجان حمايت نمايد. نشرياتي که به زبان آذربايجاني در ايران منتشر مي­شدند در مساله قره­باغ از جمهوري آذربايجان و مردم مصيبت­زده آن حمايت کرده و علاقه شديد و همبستگي قومي خود را اعلام نمودند.[75] آيت­الله موسوي اردبيلي بارها در خطبه­هاي نماز جمعه به مناقشه قره­باغ اشاره کرده و در مقايسه با روحانيان از آذربايجان بيشتر حمايت مي­کرد.[76] علاوه بر اين، آذربايجانيهاي ايران براي کمک به هم قومهاي خود در آن سوي مرزها وارد عمل شدند. در سالهاي 1992- 1993 بيشتر کمکهاي بشردوستانه که از سوي ايران در اختيار پناهندگان جمهوري آذربايجان قرار مي­گرفت، مستقيماً از استانهاي آذربايجان ايران صورت مي گرفت.[77]



پيوند موجود بين دو آذربايجان



در سالهاي 1980 و اوايل 1990 ميان آذربايجانيهاي شوروي تمايل عميقي به پيوند ميان هم قوم­هاي خود در ايران ديده مي­شد اين مساله نقطه اصلي حس هويت ­جويي آذربايجانيها و غرور فرهنگي آنان به شمار مي­رفت. اين تمايل براي ايجاد رابطه - هم از نظر فرهنگي و هم از نظر سياسي- پس از گسستن محدوديتهاي شوروي و کاهش کنترل مسکو افزايش يافت. محققان غربي گرايش داشته­اند که آرزو و حسرت آذربايجانيهاي شوروي براي ايجاد پيوند با هم قوم­هاي خود در ايرن را به عنوان ابزار مسکو براي فشار بر ايران به تصوير کشند.[78] اگر چه مسکو مسلماً از فعاليتهاي باکو در اين مورد آگاهي داشت و حتي اغلب، زماني که منافعش اقتضا مي­نمود باکو را به اين امر تشويق مي­کرد، لکن افزايش اين احساس و خواسته در بين آذربايجانيها پس از فروپاشي شوروي، نشان مي­دهد که درخواست پيوند و رابطه مبتني بر احساسات اصيل و عواطف عميقي است که در آذربايجان شمالي وجود داشت.

نمايش تاريخ و فرهنگ آذربايجان ايران به عنوان بخشي از تاريخ عمومي جمهوري آذربايجان در موزه­ باکو به خوبي علاقه آذربايجانيها را به اين پيوند نشان مي­دهد. به عنوان مثال در موزه ادبيات ملي آذربايجان(موزه نظامي) نويسندگان، چهره­هاي تاريخي و ادبي آذربايجان ايران به عنوان بخشي از ميراث ادبي مردم آذربايجان عنوان شده است. نويسندگاني همچون نظامي که از قوم آذربايجاني بودند ولي بيشتر آثار خود را به زبان فارسي نوشته بودند به عنوان نويسندگان آذربايجاني و آثار آنها به عنوان بخشي از ادبيات ملي معرفي شده­اند. هيچ تمايزي بين نويسندگان شمال و آذربايجان ايران ديده نمي­شد. علاوه بر اين در موزه فرش ملي، بر فرشهاي تبريز عنوان محصولات آذربايجان زده­شده­است..

معروفترين ابراز احساسات براي احياي پيوندهاي موجود زمستان 1990-1989 در مرزها به وقوع پيوست. پذيرفته شدن همراه با شور و هيجان مردم آذربايجان شمالي توسط هم قومي­هاي خود در سوي ديگر مرزها، مويد اين مطلب است که عليرغم وجود تفاوتهاي عميق در ذهنيت، شيوه زندگي و ميزان رشد هويت ملي در بين آنها، بيشتر آذربايجانيها خود را متعلق به ملتي مي­دانند که به مردمان هر دو سوي آراز معلق دارد. روزنامه هاي سالهاي 1992 -1991 باکو و ايران پر از آگهي تبليغاتي مربوط به جستجوي خويشاوندان بود. اين واقعيت که عليرغم گذشت 70سال، خويشاوندها از هر دو سوي آراز به جستجوي هم پرداختند و مي­توانستند هم ديگر را بشناسند، حکايت از آن دارد که داستان خويشاوندي" آن سوي" و اطلاعات درباره از نسلي به نسلي ديگر انتقال يافته­بود. لازم به ذکر است که در فرهنگ آذربايجان بر اهميت پيوندهاي خانوادگي تاکيد شده و بيشتر آذربايجانيها خويشاوندي درآن سوي مرزها دارند. به نظر مي­رسد عليرغم تفاوتهايي که ميان دو جامعه وجود داشته، اين پيوندهاي خانوادگي نقش مهمي در ابراز احساس تعلق به ملتي واحد داشته­است. يک گزارشگر ايراني عکس­العمل متقابل بين آذربايجانيهاي دو سوي مرز را در ژانويه 1990 چنين گزارش کرده است:



همچنين آنها با ايستادن در دو سوي رودخانه با خويشاوندهاي خود پيام رد و بدل کردند. پيامها حاوي آدرس، شماره تلفن، مشخصات شناسنامه­اي بود که بر روي تکه کاغذي مچاله شده به دور تکه سنگي به آن سوي رودخانه پرتاب مي­شدند. آنهايي که پس از گذشت50 سال در جستجوي خويشاوندان خود بودند به شدت تحت تاثير احساسات خود قرار داشتند.[79]



به دنبال استقلال جمهوي آذربايجان تغييرات زيادي در ماهيت و شدت ارتباطات آذربايجانيهاي دو سوي مرزها رخ داد و همين مساله احتمالاً بر فرايند هويت­جويي تاثير گذاشته­است. بنا بر گزارش حسن رضايي، فرماندا آستارا، در سال 1992 در مزر آستارا هر هفته حدود 400 خانواده از دو سوي مرز همديگر را ملاقات مي­کردند.[80] توسعه روابط همچنين در ميزان ارتباط و حمل و نقل بين دو آذربايجان اتفاق افتاد. در11جولاي 1993پروازهاي مستقيم تبريز - باکو راه اندازي گرديد. همچنين سرويسهاي منظم اتوبوس بين جمهوري آذربايجان و شهرهاي آذربايجان جنوبي کار خود را آغاز نمودند.

يکي از پيشرفتهاي مهم در اين خصوص ايجاد همکاري و مبادله مستقيم و رسمي بين ادارات محلي استانهاي آذربايجاني ايران و جمهوري آذربايجان بود که در اين امر تهران دور زده­شده­بود. نمايندگاني از هر سه استان آذربايجان از باکو ديدار به عمل آورده و در زمينه­هاي زيادي از جمله تجاري، آموزشي و تحقيقات علمي ايجاد همکاري رسمي نمودند.[81] علاوه بر نقشي که نمايندگان آذربايجاني مجلس در تسهيل روابط تهران و باکو بازي ­کردند، آنها در ايجاد رابطه مستقيم بين جمهوري آذربايجان و استانهاي آذربايجاني نيز نقش مهمي داشتند.

تلاشهاي مزبور براي مبادلات و همکاريهاي مستقيم ميان جمهوري آذربايجان و استانهاي آذربايجاني، به ويژه استان آذربايجان شرقي، علاقه استانهاي آذربايجاني را به خود- کنترلي افزايش داد. اين همکاري دو جانبه بين جمهوري آذربايجان و استانهاي آذربايجان باعث گرديد که اين استانها بتوانند با ديگر کشورهاي خارجي به ويژه کشورهاي ترک­تبار رابطه و همکاري ايجاد نمايند. به عنوان مثال در 8 مي 1994 استاندار آذربايجان شرقي از استانبول ديدار نمود و آنجا در مورد فعاليتهاي تجاري و مبادله اطلاعات فني بين صنعتگران ترک و آذربايجان­شرقي مذاکره به عمل آورد. همچنين استان آذربايجان­غربي در 14 فوريه 1996 معاهده­اي با ايالت خودمختار تاتارستان در روسيه امضاء نمود.[82] درخواست [ابراهيم]صراف نماينده[ مردم مرند و جلفا در] مجلس براي تنفيذ اختيار از سوي مقامات ايران به دولتمردان استان آذربايجان­شرقي جهت سازماندهي همکاريهاي خود با جمهوري آذربايجان، يکي از پيشرفتهاي مهم مي­باشد.[83] همکاري و ارتباط بين استانهاي آذربايجان و جمهوري آذربايجان، اهميت اين استانها را به شدت افزايش داد. و اين در حالي بود که اقتصاد اين استانها در دوره پهلوي و جمهوري اسلامي نسبت به ديگر مناطق ايران وضعيت اسفناکي يافته­بود. تجارت خارجي در اين استانها با سرعت چشمگيري افزايش پيدا نمود و اين استانها در مبادلات تجاري بين جمهوريهاي خود مختار و تازه تاسيس شوروي و جمهوي اسلامي ايران بارزترين نقطه ترانزيت گرديدند.

نمايندگان آذربايجاني مجلس ايران اغلب به نقش اين استانها در ايجاد ارتباط با جمهوري آذربايجان اشاره نموده و قصد داشتند با اين کار اهميت استانهاي خود را نشان دهند. اين مساله ابزاري موجه براي تقاضاي بودجه از تهران بود.[84]

با اين حال دوران خوش احياء روابط ميان دو آذربايجان بعد از استقلال جمهوري آذربايجان کوتاه مدت بود، چون بعد از مدتي به نظر رسيد که آذربايجانيهاي هر دو طرف پس از پي بردن به تفاوتهاي فرهنگي، دلسرد گرديدند. ساکنين جمهوري آذربايجان ادعا مي­کردند که آذربايجان ايران بسيار مذهبي و محافظه کار مانده در حاليکه آذربايجانيهاي ايران مدعي بودند که جمهوري آذربايجان بيش از حد به حالت مسکو درآمده و فرهنگ اسلامي و آذربايجاني خود را ازدست داده است. در مصاحبه هايي که انجام شده آذربايجانيهاي شمالي و جنوبي اعلام داشتند که يک حس برتري نسبت به هم قومي هاي خود در آنسوي مرزها دارند. اهالي آذربايجان شمالي خود را نسبت به ساکنين آذربايجان جنوبي بسيار جهاني­تر، و جنوبي­ها خود را نسبت به ساکنين آذربايجان شمالي بسيار با فرهنگ­تر و متمدن­تر مي­دانستند. در مصاحبه­هايي که با آذربايجانيها شده هر دو طرف خود را به عنوان مرکز آذربايجان اعلام نموده و طرف ديگر را حاشيه قلمداد کرده اند.[85]

مردم هر دو آذربايجان شمالي و جنوبي در مصاحبه­ها، آلمان شرقي و غربي را مثال مي­زدند که جدايي ميان آنها تفاوتهايي را ايجاد کرده­بود. حتي آنهايي که تفاوتها را چشمگير مي­دانستند اظهار مي­داشتند که همه آذربايجاني­ها به يک ملت تعلق دارند. افراد و گروههاي بسياري در جمهوري آذربايجان صراحتاً اتحاد خود را با آذربايجان­جنوبي اعلام داشتداند اما در آذربايجان جنوبي عده بسيار اندکي صراحتاً اتحاد خود را با آذربايجان شمالي بيان کرده­اند. در شمال جنبشهايي ولو محدود در اين سطح وجود دارند ولي آنها هنوز همتاي فعالي در جنوب ندارند. کاملاً روشن است که چنين حرکتي از سوي تهران شديداً سرکوب خواهد شد.



نتيجه گيري



در ايران هويت متمايز آذربايجاني توسط تعداد زيادي از آذربايجانيها حفظ مي­شود. در طول قرن بيستم، هرگاه که کنترل آزادي بيان از سوي مرکز کاهش يافته، مثل دوران اوايل انقلاب، آذربايجانيها از اين فرصت براي ابراز هويت آذربايجاني خود استفاده نموده و خواستار افزايش حقوق فرهنگي اقوام شده­اند. در عين حال در رابطه با هويت اصلي، ميان آذربايجانيهاي ايران اختلاف نظر وجود دارد و تعدادي از آذربايجانيها از جمله آنهايي که سهم مهمي در دولت و حکومت دارند، خود را ايراني و مسلمان مي­نامند.[86] البته بسياري از اين افراد منکر پيوندهاي قومي خود با فرهنگ قومي آذربايجاني نبوده و خود را آذربايجاني نيز مي نامند. بقيه آذربايجانيها از جمله روشنفکراني که در طول انقلاب اسلامي فعال بوده اند، عمدتاً به هويت جمعي آذربايجاني اعتقاد دارند اما تلاش مي­کنند هويت کشوري خود را به عنوان "ايرانيان" البته در ايران چند قوميتي حفظ کنند. بيشتر آذربايجانيها اعتقاد دارند که هيچ تناقضي بين ايراني بودن و آذربايجاني بودن وجود ندارد. بقيه اگر چه هويت اصلي خود را آذربايجاني مي­دانند اما همه آنها براي شناساندن سياسي اين هويت اقدامي جدي انجام نمي­دهند. با اين حال از اوايل 1990 تعداد اندکي از آذربايجانيها در راستاي ابراز هويت آذربايجاني خود به اقداماتي سياسي دست زده اند. مخصوصا دانشجويان آذربايجاني در اين حوزه فعال شده­اند. نسبت ميان آذربايجانياني که هويت اصلي خود را ايراني مي دانند با آذربايجانياني که هويت اصلي خود را آذربايجاني مي­دانند، روشن نيست و به نظر مي­رسد که در نوسان است. با اين حال ابراز صريح هويت آذربايجاني در ايران در حال افزايش است. دليل اين امر را ميتوان مايوس شدن مردم آذربايجان از وعده­هاي جمهوري اسلامي براي ايجاد دموکراسي و گسترش حقوق فرهنگي و زباني اقوام غير فارس دانست. تاسيس جمهوري مستقل آذربايجان در آن­ سوي مرزهاي ايران و ارتباط بين مردم دو آذربايجان، و تماشاي کانالهاي تلويزيوني ترکيه از سال 1992 از ديگر عوامل گسترش و تقويت هويت آذربايجاني بوده­است.

اين نتيجه­گيري که وجود هويت متمايز آذربايجاني را در سطحي معني­دار بيان مي­کند، ديدگاه جريان اصلي مطالعات ايران­شناسي را که وجود هويت متمايز آذربايجاني را بسيار ناچيز قلمداد مي­کنند به چالش مي کشاند. اين تحقيق تاکيد مي­کند که فاکتور قومي آذربايجان بايد بخشي از مطالعات جامعه ايراني باشد و در ارزيابي پايداري حکومت ايران در نظر گرفته شود. علاوه بر اين بايد گفت که مساله قومي در ايران مساله­اي صرفا داخلي نيست و به صورت قابل توجهي از وقايعي که در بيرون از مرزها اتفاق مي­افتد، همچون تاسيس حکومتهاي قومي همچون جمهوري آذربايجان تاثيرمي پذيرد.

مورد "آذربايجانيان ايراني" نشان مي­دهد که هويت جمعي اصلي عمدتاً براي بيشتر اعضاي يک گروه روشن نيست. بسياري از آذربايجانها خود را به عنوان ايراني و در عين حال آذربايجاني مي­شناسند، و تعداد بسيار کمي از آنها تصور روشني از هويت اصلي خود دارند. بسياري اين هويتها را همزيست دانسته و اميدوارند که آنها ناسازگار نخوانهند بود. علاوه بر اين هويت اصلي يک گروه مي­تواند در طول زمان تغيير يابد. محققان اکثراً به پيوندهاي تاريخي و احساس ملي مشترک به عنوان ايرانيان اشاره کرده و از آن براي ناديده گرفتن هويت ملي متمايز آذربايجاني استفاده مي­کنند. اما بايد گفت، اگر چه پيوندهاي تاريخي بر گزينش امروزي يک ملت تاثير مي­کند ولي گزينشها را ديکته نمي­کند و شرايط جديد مي­تواند ترجيحت هويتي جديدي را براي ملتها ايجاد کند.

بسياري از آذربايجانيها درخواست گسترش حقوق فرهنگي­شان را مغاير با هويت ايراني خود نمي­دانند. و اين در حالي­است که در طول قرن بيستم شاهدان مقيم تهران و محققان خارجي همواره گرايش داشته­اند که هرگونه خواسته­هاي قومي و تقاضاي افزايش حقوق فرهنگي و زباني جنبشهاي آذربايجاني يا ساير اقوام ايراني را به عنوان تحرکات تجزيه­طلبانه و يا نتيجه دخالت بيگانگان تفسير کنند. اين اظهارات به نامشروع جلوه دادن خواسته­هاي گروههاي قومي و سرکوب فعالين آنها کمک کرده است. به منظور متهم کردن اين جريانات به تجزيه­طلبي سياستمداران و نويسندگان هم­آوا از اصطلاحاتي استفاده مي کنند که خود جنبشها هرگز از آنها استفاده نکرده­اند. به عنوان مثال آنها به حکومت استاني تبريز در سالهاي 1946-1945،" جمهوري دموکراتيک آذربايجان" نام دادند. بنابراين در ايران هميشه دولت مردم را مجبور مي­کند که از بين هويت قومي خود و هويت ايراني يکي را انتخاب کنند. اين مساله در برخي از افراد باعث تقويت هويت آذربايجاني گرديده و در عين حال باعث آسيميله شدن بقيه گشته­است.

وجود جمعيت آذربايجاني عمده در سرزمين ايران و متصل به جمهوري آذربايجان عاملي مهم در روابط باکو- تهران است. ترس ايران از اينکه استقرار جمهوري قدرتمند و جذاب آذربايجان مي­تواند حس هويت­جويي مردم آذربايجان ايران را تقويت کند او را بر آن داشت که در مناقشه قره­باغ عملاً از ارمنستان حمايت کند. به همين خاطر جمهوري آذربايجان اغلب از آذربايجاني­هاي داخل ايران براي اعمال فشار عليه ايران و وادار کردن ايران به تغيير برخي از سياستهاي خود در قبال آذربايجان کند.

در بين بيشتر آذربايجانيهاي ايران شبکه­هاي سياسي قابل توجهي وجود دارد. نوشتن طومار و نامه­هاي سرگشاده و برگزاري تظاهراتي با اشتراک دانشجويان آذربايجاني دانشگاهاي تهران، تبريز و ديگر شهرهاي پر جمعيت آذربايجان نشان مي دهد که آنها به خوبي سازمان يافته­اند و اين شبکه ها جوامع آذربايجاني مختلف را به هم مرتبط مي سازد. در اوايل دهه1990 دانشجويان آذربايجاني دانشگاهاي سراسر ايران رهبري فعاليتهاي سياسي با هدف گسترش حقوق فرهنگي خود را بر عهده داشتند. فاکتور قوميت به خاطر وجود آذربايجانيها در نقاط مختلف ايران، همکاري مردم آذربايجان تسهيل مي­کند.

تجزيه و تحليل مذاکرات مجلس نشان مي­دهد که تمايل فزاينده­اي به بومي­گرايي وجود دارد. در سخنان نمايندگان مجلس تلاش­هايي جهت به دست آوردن منابع و توزيع آن در استانهاي خودشان ديده مي­شود. بيانيه­ها و مصاحبه­هاي آنها حسي از هويت منطقه­اي آنها را نشان مي دهد. همچنين بيشتر آذربايجانيها، حتي آنهايي که هويت اوليه خود را ايراني مي­دانند، از جمله نمايندگان مجلس، يک حس وابستگي نسبت به منطقه آذربايجان دارند و به توسعه و رفاهاين منطقه علاقمند هستند. تمايلات منطقه­اي در اظهارات نمايندگان مجلس ديگر استانها نيز ديده مي­شود. ظهور گرايشات فزاينده ايالتي بودن اهرم فشار مضاعفي براي حکومت مرکزي به کار مي رود.

اگر برخورد گروههاي مختلف از مرزهاي سياسي و امکانات دولت فراتر رود، احتمال دارد که افزايش خواسته­هاي قومي، منازعات بين قومي در ايران را دوباره زنده کند. تصور رابطه آينده تهران با اقليتهاي قومي ايران به صورت کنفدراسيون يا فدراتيو ممکن است منازعاتي را بين گروهها به وجود آورد. احتمال وقوع درگيري بين آذربايجانيها و کردها بسيار زياد است. مردماني که سراسر قرن گذشته در رابطه با کنترل بعضي مناطق مورد اختلاف با همديگر درگيريهاي خشونت­باري داشتند و اين مساله احتمالاً بر ديگر عاملهاي منطقه تاثير خواهد گذاشت.[87]

اغلب گفته مي­شود هرچقدر اعضاي گروههاي غير حاکم و اقليت­ها دسترسي بيشتري به اهرمهاي قدرت دولتي داشته ­باشند به همان اندازه تمايل آنها به هويت دولتي بيشتر مي شود. مساله آذربايجانيها در ايران نشان مي­دهد که کسب تساوي در قدرت و موقعيت شغلي مي­تواند در عمل آنها را به همراهي با هويت­هاي رقيب هويت حاکم تحريک کند. چرا که هميشه بين ساختار­هاي کسب شده و ساختارهاي موجود در جامعه شکاف وجود خواهد داشت. اين تحقيق در مورد تاثير بالقوه بسياري از سياستهاي مهندسي اجتماعي شک و ترديد ايجاد مي­کند. در ايران هر چه آذربايجانيها از نظر شغلي و اقتصادي بيشتر پيشرفت نموده و پستهاي دولتي بالاتري را کسب کنند، به همان اندازه بيشتر علاقمند مي­شوند تا به بي­عدالتي­ها و شکافهاي گذشته و نوع تعامل دولت ايران با گروه­هاي محلي اشاره کنند. بسياري از آذربايجانيها ايران تحت حکومت جمهوري اسلامي به وضعيت مالي مناسب، تحصيلات عالي و پستهاي قدرت دست يافته اند، با وجود اين در محافل اجتماعي ايرانيها هنوز غريبه محسوب شده و زبان آنها در نظر ايرانيها در جايگاه پايين­تري نسبت به زبان فارسي قراردارد. نيمه نخست دهه1990 بيانيه­هايي منتشر شدند که در آن نارضايتي مردم آذربايجان از شان پايين اجتماعي شان مطرح شده بود. آنها اين جايگاه اجتماعي را در تضاد با موفقيت­هايي سياسي و اجتماعي و اقصادي آذربايجانيها مي دانستند. افزايش هويت آذربايجاني در اين دوره مردم را به جدايي از ايران تشويق نمي­کرد بلکه از رژيم مي­خواست که آزادي را افزايش داده و تمرکزگرايي را کاهش دهد. بسياري از نيروهاي سياسي ايران نسبت به اين خواسته­ها واکنش نشان داده­اند. چنانکه خاتمي روي اين مساله سمايه گذاري نمود. گفته مي شود که زنان و جوانان اغلب طرفدار خاتمي هستند بايد گروه اقليتهاي قومي را نيز به اين مجموعه اضافه کنيم. ظهور هويت آذربايجاني و مقابله آن با رابطه ميان مرکز و حاشيه و هم با تسلط فرهنگ و زبان فارسي در ايران، به يکي از مسائل مهم حوزه سياست تبديل خواهد شد و احتمالاً در پايداري رژيم تاثير خواهد گذاشت. از اين گذشته سياست خاتمي که قصد دارد خواسته­هاي محدودي از احساسات قومي و قدرت ايالتي را مطرح نمايد پيامدهاي بلند مدتي در ايران خواهد داشت. گرچه اين استراتژي در کوتاه مدت براي ايجاد پايگاه حمايتي کارايي دارد اما ممکن است گروههاي قدرت يافته ديگر از پذيرش جايگاه درجه دومي در سيستم خاتمي نيز سرباز زنند و همانند مورد دانشجويان، که خاتمي در مبارزات اصلاحات در ايران از آنها استفاده نمود، اين مساله نيز به افزايش نارضايتي­ها در ايران بينجامد.

٭ لازم به توضيح است که علاوه بر سه استان فوق، آذربايجان شامل مناطق ديگری از ايران همچون زنجان، قزوين، مرکزی، همدان، و ... نيز می­شود.

[1]. در تعداد آذربايجانيهاي ساکن ايران اتفاق نظر وجود ندارد. مقامات رسمي ايران برای عملی ساختن پروژه اکثريت فارس زبان، سعی می­کنن تا تعداد آذربايجانيها را کمتر اعلام ­کنند، از سوي ديگر فعالين سياسي آذربايجان به ويژه جمهوري آذربايجان به منظور عملی ساختن ايده ملت بزرگ و قبولاندن ادعاهای خود، تعداد آذربايجانيها را بيشتر اعلام مي­کنند. بيشتر مراکزی که به نوعی درباره جمعيت اقليتهاي قومي ايران حدس مي زنند، تعداد فارسها را حدودا 50% جمعيت ايران اعلام کرده­اند. متقاعدکننده­ترين حدسها در رابطه با تعداد آذربايجاني­ها آنها را از يک پنجم تا يک سوم جمعيت ايران تخمين زده اند. گروههاي آذربايجاني تعداد آذربايجانيها ايران را بالا برآورد نموده­اند. گروههای دانشجويي آذربايجان ادعا کرده­اند که جمعيت آذربايجانيهاي ايران 27 ميليون نفر است. دکترجواد هئيت، ناشر وارليق، ادعا مي­کند که يک سوم جمعيت ايران ترک هستند. با احتساب جمعيت آذربايجان ساکن در خارج از استانهاي آذربايجان بويژه در تهران و با احتساب جمعيت قبايل ترک به نظر مي رسد که آذربايجانيها يک سوم يا يک چهارم جمعيت ايران راتشکيل داده و حدودا 20 ميليون نفر مي­باشند. اين تخمين با توجه به تحقيقات انجام يافته قبل از رژيم پهلوي که جمعيت ترکها را يک سوم جمعيت ايران برآورد کرده اند، بيشتر قابل قبول است.

[2]. در رابطه با آذربايجاني خواندن و ساير ارجاعات در اين رابطه تنوع زيادي دراصطلاحات به کاررفته وجوددارد.درميان اصطلاحات آذربايجاني؛ترک و ترک آذربايجاني به چشم مي خورد .اصطلاح آذربايجاني دراين مقاله مورد استفاده قرار گرفته است . آذربايجاني بيشترين نامي است که آذربايجانيها بويژه درمنابع نوشتاري ازخودياد مي کنند.وقتي آنها ازاين واژه استفاده مي کنند اين انتخاب آنها بي طرفانه بوده ودربرگيرنده سک معني صرف به نام هويت آنها مي باشد.واين عمل عمدتاً درنتيجه عادات آنها مي باشد وبه عنوان مثال وقتي آذربايجانيهاي ايران خودرا ترک مي خوانند آنها اين واژه ترک را دقيقاًدرهمان معني ترک آذربايجاني ايران به کار مي برند نه درمعني ترک جمهوري آذربايجان

[4]. مرجع اصلي اين مقاله ،مصاحبه­هايي است که با آذربايجانيهاي ايرا ن صورت گرفته است. يکي از مشکلات اصلي در انجام مصاحبه در ايران اين است که در جمهوري اسلامي تحقيق آزادانه غير ممکن است. هنگامي که مصاحبه شونده­ها جتي اجازه مصاحبه را نيز به دست مي آورند نمي توانند نطرات خود را که در مغايرت با يدولوژي حاکم در ايران است بيان نمايند. هنچنين محققان ديگر کشورها مجاز به انجام مصاحبه در ايران نيستند. در نتيجه افرادي که مورد مصاجبه قرار مي گيرند تا هداف آذربايجان را بيان نمايند، ساکن ايران نبوده و اين مصاحبه­ها دربيرون از مرزهاي ايران انجام مي گيرد. اغلب مصاجبه شونده ها دانشجوياني هستند که به صورت موقت در بيرون ايران به سر مي برند و تصميم قطغي براي ترک ايران اتحاذ نکرده اند. بسياري از اين دانشجويان مرتباً ازايران ديدن مي نمايند و اعضايي خانواده بعضي از آنها در ايران ساکن هستند. افرادي که در اين مقاله با آنان مصاحبه شده شامل 80 نفر مي باشند که در ميان گروههاي مختلف سني و آشنايي با مسائل سياسي انتخاب شده اند. در مصاحبه تلاش بر اين بوده که بيشتر، از واقعيتهاي ملموس همانند، آنچه که بر روي يک پلاکارد نوشته شده، آنچه که در تظاهرات روي داده، برنامه­اي تلويزيوني که مرد م نگاه کرده اند و .... مورد مصاحبه قرار گيرد. اهداف افراد کمتر مورد مصاحبه قرارداشته و تمام مصاحبه شونده هاي ايراني بدون استثنا به شرط عدم اشاره به اسمشان مصاحبه نموده اند، زيرا نسبت به انتقام رزيم درمورد خودشان و خانواده­­شان درايران بسيار هراسان بودند.

[1]. در تعداد آذربايجانيهاي ساکن ايران اتفاق نظر وجود ندارد. مقامات رسمي ايران برای عملی ساختن پروژه اکثريت فارس زبان، سعی می­کنن تا تعداد آذربايجانيها را کمتر اعلام ­کنند، از سوي ديگر فعالين سياسي آذربايجان به ويژه جمهوري آذربايجان به منظور عملی ساختن ايده ملت بزرگ و قبولاندن ادعاهای خود، تعداد آذربايجانيها را بيشتر اعلام مي­کنند. بيشتر مراکزی که به نوعی درباره جمعيت اقليتهاي قومي ايران حدس مي زنند، تعداد فارسها را حدودا 50% جمعيت ايران اعلام کرده­اند. متقاعدکننده­ترين حدسها در رابطه با تعداد آذربايجاني­ها آنها را از يک پنجم تا يک سوم جمعيت ايران تخمين زده اند. گروههاي آذربايجاني تعداد آذربايجانيها ايران را بالا برآورد نموده­اند. گروههای دانشجويي آذربايجان ادعا کرده­اند که جمعيت آذربايجانيهاي ايران 27 ميليون نفر است. دکترجواد هئيت، ناشر وارليق، ادعا مي­کند که يک سوم جمعيت ايران ترک هستند. با احتساب جمعيت آذربايجان ساکن در خارج از استانهاي آذربايجان بويژه در تهران و با احتساب جمعيت قبايل ترک به نظر مي رسد که آذربايجانيها يک سوم يا يک چهارم جمعيت ايران راتشکيل داده و حدودا 20 ميليون نفر مي­باشند. اين تخمين با توجه به تحقيقات انجام يافته قبل از رژيم پهلوي که جمعيت ترکها را يک سوم جمعيت ايران برآورد کرده اند، بيشتر قابل قبول است.

[1]. در رابطه با آذربايجاني خواندن و ساير ارجاعات در اين رابطه تنوع زيادي دراصطلاحات به کاررفته وجوددارد.درميان اصطلاحات آذربايجاني؛ترک و ترک آذربايجاني به چشم مي خورد .اصطلاح آذربايجاني دراين مقاله مورد استفاده قرار گرفته است . آذربايجاني بيشترين نامي است که آذربايجانيها بويژه درمنابع نوشتاري ازخودياد مي کنند.وقتي آنها ازاين واژه استفاده مي کنند اين انتخاب آنها بي طرفانه بوده ودربرگيرنده سک معني صرف به نام هويت آنها مي باشد.واين عمل عمدتاً درنتيجه عادات آنها مي باشد وبه عنوان مثال وقتي آذربايجانيهاي ايران خودرا ترک مي خوانند آنها اين واژه ترک را دقيقاًدرهمان معني ترک آذربايجاني ايران به کار مي برند نه درمعني ترک جمهوري آذربايجان
